The Mayor’s Institute for Excellence in Government (MIEG) is a non-profit located in Memphis, TN. MIEG was created to develop public-sector/private-sector partnerships and build capacity for executing initiatives that achieve specific goals related to city’s key strategic priorities:

MIEG is home to the Mayor’s Innovation Delivery Team and the Memphis Gun Down program. MIEG is looking to hire a project manager for a grant funded position to add capacity to the effort to improve transportation and mobility in Memphis.
Job Responsibilities
MIEG is working with a team of local and national transportation experts to develop a Short-Term Transportation and Mobility Strategy (Strategy) to be completed by February 2015 that will identify a series of actions that could advance transportation and mobility options in the city. The project manager will review and assist in the completion of the Strategy and work across government divisions, local legislative bodies, community, and non-profit stakeholders to coordinate transportation and mobility efforts identified in the Strategy. A key role of the project manager is to identify gaps in the current systems of transportation and mobility delivery and to develop actions that are complementary to, or that can enhance core work underway by existing agencies, while at the same time challenging the status quo and looking for new opportunities that can drive better outcomes.
Specifically, the Transportation and Mobility Project Manager will be responsible for:
»       Assisting in the development and implementation of the Short-Term Transportation and Mobility Strategy.
»       Create a collaborative relationship between planning, community development, economic development, transportation and mobility agencies around the Strategy.
»       Coordinating the process for developing implementation plans, and managing progress towards defined targets in the Strategy.
»       Managing and maintaining strong relationships with a broad set of stakeholders, including community groups, government agencies and private and nonprofit sector leaders.
»       Gathering and analyzing data to determine order of priorities and to predict impact of action.
»       Participating in and supporting conversations related to current and emerging transportation and mobility issues in Memphis.
»       Provide a transportation and mobility voice and perspective to decisions being made within city agencies.
»       Consulting with internal and external experts to generate innovative solutions and assess their feasibility.
»       Ensuring effective performance monitoring methods are in place and regularly monitoring progress of initiatives; making recommendations for correction where appropriate.
»       Communicating progress to all stakeholders, including funders, initiative lead, and the Director of MIEG.
»       Prepare a scope of work for a second phase of implementation work based on the recommendations in the Short-Term Transportation and Mobility Strategy.
»       Identify opportunities for technical assistance and financial support from state and federal agencies.
The MIEG Transportation and Mobility Project Manager will report to the Director of MIEG.
Qualifications
The ideal candidate possesses a passion for making meaningful, sustainable change in the City of Memphis and is ready to work in a high-energy, openly collaborative work environment. The Transportation and Mobility Project Manager must be able to balance dogged adherence to an innovation process and protocol that is critical to delivery, but also must think creatively and asymmetrically and bring abstract concepts to practical implementation in a very time and resource constrained environment. Characteristics of successful candidates for the position include but are not limited to:
»       Ability to lead transformations that involve multiple stakeholders, constituencies, and/or agencies;
»       Proven ability to excel without direct supervision;
»       Ability to thrive in a fast-paced, dynamic environment;
»       Track record of establishing targets and key performance indicators and delivering measurable results on time and within budget;
»       Direct experience working with government or private sector leaders;
»       Ability to thoughtfully communicate with and respectfully engage diverse stakeholders; and
»       A working understanding of federal, state and local regulations and policy regarding reporting and funding of transportation planning and infrastructure.
Experience in the fields of transportation, planning, urban design, economic and/or community development is favorably considered, but not essential.
Key Performance Indicators
Performance will be regularly evaluated by the MIEG and key project leadership based the timely development and delivery of the Short-Term Transportation and Mobility Strategy. Specific scope and deliverables will be developed during the initial stages of work.
