WSP is currently initiating a search for a full time Sr. Environmental Planner for our Northwest Pacific District.  The successful candidate will report to one of the following locations:  Portland OR, Seattle, WA, or Bend, OR.  Be involved in projects with our Earth and Environment Environmental Impact Assessment and Permitting Team and be a part of a growing organization that meets our client’s objectives and solves their challenges. 

Provides high level technical assistance and guidance for the collection, identification, compiling, and analysis of observational and spatial data concerning a variety of natural resources.  Provides support and guidance for environmental permitting projects across multiple sectors with a focus on renewable energy and transmission.  Ensures that documentation and recommendations accurately describe the results of analyses and addresses environmental impact and complies with applicable laws, regulations, and policies suitable for permit documentation.  Assists project leadership with environmental impact assessment, corrective/mitigation strategy development, permitting, and/or restoration activities.  Ensures that responsibilities are delivered and adhered to with a level of quality that meets or exceeds acceptable industry standards.

(NSR) is seeking an experienced environmental analyst to join our growing Sacramento office, located in a vibrant midtown setting.  This position can be filled at the Environmental Analyst II or Environmental Analyst III level and will have opportunity for continued advancement, including project manager responsibilities.  We are looking for motivated, career-oriented people to complement and grow our established practice in the Sacramento area, Sierra Nevada, and central California.

Qualifications

  • Bachelor’s or higher degree in environmental sciences, planning, or a related field
  • At least three (3) years of directly applicable experience preparing environmental documentation
  • Demonstrated experience and working knowledge of CEQA and/or NEPA
  • Familiarity with other environmental statutes and regulations (e.g., federal and state Endangered Species Acts, Clean Water Act, Fish and Game Code, National Historic Preservation Act)
  • Detailed oriented
  • Excellent written, logic, organization, presentation, and analytical skills
Additional beneficial qualifications include the following:
  • Experience working on federal, state, local, and/or private projects throughout California
  • Diverse project experience, such as for transportation, energy generation and transmission, water resources, and infrastructure projects
  • Knowledge of various local, state, and federal agencies’ environmental review processes (e.g., CDFW, U.S. Forest Service, Bureau of Reclamation, Bureau of Land Management, National Park Service, U.S. Army Corps of Engineers, Western Area Power Administration, State Water Resources Control Board – State Revolving Fund)
  • Previous experience with public involvement/outreach and meetings
  • Active participation in professional organizations (e.g., Association of Environmental Professionals)

COMMUNITY PLANNER:  This position administers short subdivision applications.  This position may also perform or assist in a wide variety of other technical and administrative tasks to manage the current community land use plans, regulations and procedures, amendments to the comprehensive plan, rezoning requests, special use applications, “long” and “large lots” subdivision plats, variances, site plan approvals, current use assessments, building permit reviews and State Environmental Policy Act (SEPA) determinations. 
ENVIRONMENTAL PLANNER:  This position processes applications for land use permits and performs or assists in a wide variety of technical and administrative tasks in the administration of the current and established environmental land use planning regulations and procedures.  Reviews land use proposals and administers land management plans as they relate to critical areas, environmental impacts and protection under local, state and federal law and regulations.  Reviews of new applicable laws including:  the State Environmental Policy Act (SEPA), State Shoreline Management Act, State Environmental Policy Act, County Floodplain Management Ordinance, County Surface Mine Ordinance and other environmental regulations and their effects to the county, its policies and procedures.

Starting Monthly Salary: 
Assistant Planner:  $3,744 - $4,158/month plus benefits 
Associate Planner:  $4,414 - $4,906/month plus benefits

The Planner will perform a range of professional planning services focused on assisting the public with planning and zoning information, administering codes, ordinances and development review procedures; reviewing proposals for discretionary land-use permits; performing building plan checks and environmental impact analyses; performing land use and regulatory research; conducting development and design review of complex urban projects; and conducting planning studies.
Candidates must hold the equivalent of a Bachelor's degree from an accredited college or university with major course work in urban or regional planning, urban design, urban geography, architecture or a related field considered useful in city planning.
Candidates should have at least two (2) years of full or part-time equivalent experience in professional planning or urban design for an assistant level position and four (4) years for an associate level position. A Master's degree in urban or regional planning can substitute for one (1) year of experience.
