GENERAL PURPOSE:
Under general supervision, performs advanced administrative/clerical, technical, and programmatic duties in support of the Transit Service Planning and Development functions; provides programmatic and project support and coordination of functions and activities for the Transit Service Planning Manager and Transit Service Planner; prepares and completes a variety of required reports utilizing service and operations data; computes and prepares ridership and route performance reports; assembles and distributes to interested parties; responds to internal and external data requests; and represents service planning functions within the Agency and to outside parties.
ESSENTIAL FUNCTIONS:
The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
• Computes and prepares a variety of ridership and route performance reports such as Sounder daily, Sounder weekly, Agency monthly, Agency quarterly, service change trip- and stop-level reports, Agency annual report for internal use and NTD; assembles and distributes reports to interested parties or as required; responds to internal and external data requests; compiles Agency monthly and NTD annual data for ridership and service statistics as required for federal funding purposes; compiles ridership by route and at specific stops to assist local jurisdictions in assessing transit use as part of GTEC and GMA requirements.
• Assists and supports Service Planning and Development staff in development and implementation of service for all modes in documents such as Service Implementation Plan and Service Change packages; responds to service planning inquiries from internal stakeholders and the public; provides information, support and assistance with service change packages with direct operational partners including King County Metro, Community Transit and Pierce Transit for ST Express regional bus; Burlington Northern Santa Fe (BNSF) for Sounder commuter rail; and King County Metro Rail Division and Tacoma Link Operations for Link light rail, apprising them as to the appropriate level and format of transit services to be provided under Sound Transit’s contracts or relationship with those partners.
• Represents Service Planning and Development at internal and external meetings; serves as liaison between projects and processes with their effects on service; coordinates with colleagues, partner transit agencies, other jurisdictions and regional committees and workshops; and coordinates transit services are provided between Sound Transit and other partners and agencies.
• Provides support to the Manager and others on matters as directed; serves as staff on a variety committees as assigned; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.
MINIMUM QUALIFICATIONS:
Education and Experience:
Associates Degree in urban studies, geography, public administration, or closely related field and three years of project or administrative support experience that includes research and data analysis for report generation and records management, preferably in a transit service planning environment; OR an equivalent combination of education and experience.
Required Licenses or Certifications:

Required Knowledge of:
•Transit operations planning, vehicle scheduling, transit finance, key transit performance indicators and peer agency comparisons.
• Sound Transit route structure and modes and Dilax passenger counting system.
• Service planning and public process concepts.
• Principles and practices of project management.
• Principles and practices of fiscal, statistical, and administrative research and report preparation.
• Principles and procedures of record keeping.
• Pertinent federal, state, and local laws, codes, and regulations as they apply to transit operations.
• Principles of financial management (expenditure tracking, variance identification, revenue tracking.
• Techniques to work effectively under pressure, meet deadlines, and adjust to changing priorities.
• Principles and practices of governmental budget preparation and administration.
• Principles of business letter writing and basic report preparation.
• English usage, spelling, grammar, and punctuation.
• Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.
Required Skill in:
• Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.
• Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups and the general public.
• Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
• Interpreting and applying applicable federal, state, and local policies, laws, and regulations.
• Participating in the preparation of a variety of administrative and financial reports.

PHYSICAL DEMANDS/WORK ENVIRONMENT:
Work is performed in a standard office environment.
Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds.
