Sr. Project Manager of Data Strategy - Heartland Alliance

What: The Senior Information and Data Strategist is responsible for supporting and managing all aspects of projects to establish and operationalize organizational information and data strategy, including administrative functions like supervision as well as serving as an agency spokesperson and active representative in internal and external contexts. Individual accountabilities and work volume will be established through the development of annual Success Objectives, within the framework outlined below.

Responsibilities:

Strategic Information and Data Planning and Outcomes Assessment

  • Supports the development and implementation of data and information strategy across Heartland Alliance. This includes assessing what participant data is needed to advance organizational strategy, identifying gaps, and providing technical assistance to companies as they develop processes for addressing data gaps.
  • Serves as evaluative consultant to guide company-wide, initiative-wide, and enterprise-wide strategic planning in relation to participant outcomes
  • Works closely with Innovation Team to establish information and data strategy needed to support design, development, and delivery of innovative programs.
  • Serves as leadership liaison between Alliance, IT, and company data/evaluation initiatives.
  • Provides ongoing Technical Assistance and thought work to HA leadership to manage and implement data and culture change.

Data Infrastructure Strategy

  • Collaboratively establishes enterprise’s business requirements for participant data, works closely with IT department to develop technological solutions (including, but not limited to, a data warehouse and data visualization software), and monitors their implementation.
  • Works closely with IT and company data owners to develop work plans that implement organizational data strategy.
  • Leads the development of organizational learning agendas based on our participant data and monitors their implementation.
  • Conducts project management to advance data strategy work plans.
  • Plays leadership role on Heartland Alliance data governance committee.

Capacity Building & Technical Assistance

  • Assists company and HA leadership and quality improvement staff in translating information and data into actionable lessons, and assesses the effectiveness of data-informed decision-making. This includes supervising the analysis of, developing lessons learned from, and communicating progress towards key performance indicators of Heartland Alliance’s strategic plan.
  • Facilitates processes with program staff to help them learn from their data, set data goals, and develop work plans.
  • Provides trainings, feedback, and other support related to best practices in internal evaluation (including research methodologies) and data strategy and implementation.

Project Design & Management

  • Serves as lead project manager on multiple projects.
  • Develops and implements project work plans.
  • Manages partner relationships, including communication with clients and other research stakeholders.
  • Develops expertise in data analytics and infrastructure, implementation science, and issue areas applicable to projects.
  • Develops data collection and analysis protocols for third party implementers.
  • Trains data collection team, including third party implementers.
  • Oversees/manages/supports data collection, data analysis, data reporting and communications.

  • Adheres to research ethics as outlined in Institutional Review Board protocols and agency policies.

Qualifications:

  • Education and/or Experience: Master's degree in Social Sciences, data science, or related field and three years of social science research experience, or BA plus five years of related experience. Experience should include

  • experience working with people with lived experience of poverty and non-profit programs.
  • Commitment to social justice and equity: Passionate about social justice, ending poverty, and advancing racial and gender equity.
  • Language Skills: Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.
  • Reasoning Ability: Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, musical notes, etc.,) in its most difficult phases. Ability to deal with a variety of abstract and concrete variables.
  • Computer Skills: Proficiency in, R and/or SPSS, Microsoft Access, Excel, and Word required. Basic familiarity with in SQL programming and data architecture required. Experience in Tableau, Power BI, or other data visualization tools preferred. Proficiency in Internet Explorer, Outlook/Exchange; Windows operating systems; and other software routinely used by Heartland Alliance.
  • Other Skills: Experience working with people who are very low income and people of different races and ethnicities.

Position SummaryRainbow Utility planner will perform identification, inspection, and evaluation of vegetation and determine required maintenance activities. The planner must research easements, land rights, and restrictions. Meet with land owners to explain vegetation management work. Work with public to ensure all concerns are handled.

Able to manage, direct and work with all contractors to ensure work is completed to specification. Ability to use GIS and GPS and custom work planning software. Flexible work schedule- storms may require longer working hours and weekends.Role ObjectivesThe position specializes in the maintenance and adhering of Rainbow's scientific protocols in servicing of trees and other vegetation to ensure proper functioning of electric power lines and equipment without interference.Able to comprehend and experience in arboriculture for the Southern region , soils study, pests and pest management, ecology, relevant public policy and law, urban tree management and geospatial analysis in order to recommend procedures based on contract.Act as a liaison between the Utility Company, contractors, and Rainbow performing inspections and assessments of circuit area, securing clear rights-of way for treatments, audit tree work for compliance with the utility's specifications. Assist in investigating and recommending future R-O-W maintenance requirements.

Inputting specified statistics and numbers into ARC GIS.The position requires daily contact with the clients, contractors, and the public. Perform duties in a manner the will promote and maintain good public relations.Communicate with Forestry supervisor and direct report to Rainbow Companies Regional ManagerPosition ResponsibilitiesMonitor and maintain the operation of potentially hazardous equipment to ensure safety is adhered to. Forecasting, performing, an overseeing the physical necessities with analytical concepts such as the basics of electrical conduction, maintenance operations, tree identification, electrical line extractions, and basic inspections.Coordination of permits or other regulatory requirementsEvaluation of vegetation and determining the required maintenance activitiesPerform identification, inspection, and evaluation of trees and brush along utility lines; Submit inspection results to clients with recommendationsMeet with customers adhering to Rainbow's customer service codes to explain vegetation management work.Work with the public to ensure all concerns and complaints are handled in the appropriate manner.Serve as a liaison between clients, tree crews, and client customers and attend meetings on a regular basis.Manage and ensure all work is performed by contractors to the specific specifications of contract.Discuss and negotiate line-clearance crew access issuesPlan, direct, organize, coordinate, and audit the activities and functions of assigned tree crewsPerform other job functions assignedFollow all safety requirements- attend safety trainings and complete sign offWilling to travel.Essential Skills and ExperiencesEducation and Work Experience: AA or BS Degree in urban forestry, Natural Resource Science/Management, Horticulture, biology, environmental science or related field and/or 3-5 year experience in utilities. Experience of IVM, techniques and equipment used for vegetation management, working knowledge of Cambistat Tree Growth Management Systems.

Experience with GIS and GPS applications. Certification as an ISA Arborist is a plus or ability to obtain certification within one year.Specialized Knowledge and Skills: Strong problem solving abilities, time management, Detail oriented and accurate, and exceptional public relations/interpersonal skills, and organizational skills. Management experience with directing 5 or more. Ability to speak in public to small groups to educate and motivate, coach and mentor individuals as well as team member.

Job Description:
The Mobility Manger will oversee the coordinated transportation program by planning, and coordinating transportation for low income persons, the elderly, & persons with disabilities within the NOACA service area. The incumbent is responsible for: meeting with users and providers of transportation and human service organizations; developing transportation resource materials; applying for and administering federal transportation grants; maintaining records; submitting reports; supporting regional public transit operations and conducting community outreach. The incumbent is also responsible for agency interactions with ODOT, FTA, local public transit and human service agencies and regional transportation service providers.

Technical:
• Assist public transit agencies and human service agencies in the NOACA service area with mobility management planning
• Create and submit monthly reports to ODOT
• Cultivate partnerships and multi-agency coordinated transportation activities.
• Research needs and demands for users, identify funding alternatives, review regulatory processes, facilitate communications between agencies, and develop incentives to encourage agency participation as needed.
• Research and develop new ways to remove barriers for transportation to and from jobs and employment support services for individuals with disabilities.
• Maintain communication with appropriate local, state, and federal agencies, as well as private interests.
• Participate in and present to the Transit Council when necessary
• Assess priorities and develop recommendations to address unmet or anticipated transportation needs, including recommendations for new routes, route deviations, service hours, and cross-system scheduling.
• Assist with updates of the Coordinated Public Transit-Human Services Transportation Plan.
• Assist with activities related to Enhanced Mobility for Seniors and Individuals with Disabilities programs (5310).
• Develops strategies for seeking other funding sources and to leverage existing funding with non-FTA federal programs.
General:
• Must be willing to travel (Requires frequent visits to service providers)
• Present agency and project related information to NOACA Board Committees and outside organizations.
• Establish and maintain effective working relationships with all levels of NOACA staff, partners, and outside organizations.

*Credentials and Experience:
• Bachelors Degree in appropriate field, plus four years of relevant planning experience. Masters Degree may be substituted for two years of experience.

*Minimum Requirements
Knowledge, Skills and Abilities:
• Knowledge of principles and practices of public transit, human services, or public planning.
• Knowledge of the Urbanized Area Formula Program (Sections 5307 and 5311), NFP (Section 5317) and Elderly Individuals and Individuals with Disabilities (Section 5310) programs.
• Knowledge of the principles, procedures and strategies of coordinated human services transit-transportation planning and coordination strategies.
• Proficiency with Microsoft Office products and project management software.
• Excellent interpersonal, written and verbal communication skills.
• Ability to analyze data, define problems, identify potential solutions, develop implementation strategies and evaluate outcome.
• Ability to read and understand transportation and program planning documents and standards.
• Ability to coordinate multiple tasks and activities.
