Position Description

The Planner will be responsible for the following tasks:
• Collect, organize, analyze, and input data used by SSMMA Housing staff and South Suburban Land
Bank and Development Authority (SSLBDA) staff to identify, evaluate, and make inferences on
trends used to assist with decision-making using ArcGIS and Microsoft Excel.
• Conduct research and prepare resultsfor use by SSMMA staff on planning initiatives, site development opportunities, and local ordinances.
• Update and maintain records pertaining to properties donated, purchased, or considered by the
SSLBDA.
• Provide planning technical assistance to SSMMA staff, member municipalities and regional partners.
• Work to promote Transit Oriented Development (TOD) in the SSMMA region in conjunction with
Enterprise Community Partners.
• Assist SSMMA member municipalities with TOD and housing plans.
• Collaborate with municipalities and partner organizations on regional planning initiatives.
• Assist with updating the SSMMA housing website.
• Participate in SSMMA-related events.

Required Skills

The Planner should have a working knowledge of ArcGIS software including ESRI ArcGIS 10.3 and ArcGIS Online. Familiarity with ESRI Business Analyst Online, ESRI Network Analyst, and ESRI Spatial Analyst is desirable.

A bachelor’s or Master’s degree in progress in urban and regional planning or related field of study is
required. Relevant professional experience may be substituted for education.

SUMMARY OF DUTIES

Reporting directly to the Department Head Long Range Planning, the Principal Planner will lead planning activities in support of Metra’s strategic planning efforts and other regional, corridor, and station planning studies of the Metra rail system including planning for major capital expansion projects.  Perform statistical, geographical, quantitative and qualitative analysis; provide analytical or other support to other departments and/or divisions within Metra.  Lead specific commuter rail planning studies involving a wide range of transportation planning and policy analysis issues.  Assist in establishing standards and practices for spatial and mapping data.  Manage the development of applications for competitive funding sources.  Represent Metra at various regional and community planning meetings and professionally communicate with internal and external stakeholders.  Perform other related duties as needed to meet the ongoing needs of the organization. 
MINIMUM ACCEPTABLE QUALIFICATIONS

The Bay Area Regional Collaborative (BARC) is seeking an organized, creative and collaborative-minded person to serve as Program Assistant.  Working for Local Government Services, and assigned to BARC, this new position will work closely with the BARC Executive Director to help execute the ambitious work plan of BARC and its member agencies to advance regional efforts related to climate mitigation and adaptation, as well as other issues of regional significance that call for greater coordination among the regional agencies and other stakeholders.
This position is an exciting and unique opportunity to work closely with leadership from the Bay Area’s four regional agencies – including the Bay Area Air Quality Management District (BAAQMD), the Association of Bay Area Governments (ABAG), the Bay Conservation and Development Commission (BCDC), and the Metropolitan Transportation Commission (MTC) – in helping to identify ways in which the agencies can coordinate their efforts more productively to achieve important goals related to climate mitigation and adaptation as well as other important regional issues.
Typical responsibilities consist of:
  • Serve as a technical resource. Assist with and/or administer and coordinate specific projects; help develop, implement and maintain goals, objectives, policies and priorities for assigned projects and service areas; attend and participate in professional and community meetings; and stay current on related issues.
  • Interact with government officials, Committee representatives from business, non-profit, academic, philanthropic, and community organizations, and all levels of personnel; attend Committee meetings as may be necessary.
  • Compose and/or process a variety of letters, reports, memos, agenda items, packets, resolutions, policies, presentations and other documents; compile and maintain records and prepare statistical reports.
  • Assist in conducting and preparing planning-related statistical research and analysis; compile and check data; create tables, charts and other presentation materials.
  • Provide varied, complex and confidential administrative assistance to the Executive Director and as required to the Governing Board and other BARC member agency leadership; provide information regarding agency functions, policies and procedures to the public and other staff.
  • Manage phone calls, emails, communications, and meetings, refer inquiries appropriately; respond to complaints and requests as appropriate; respond to inquiries that often requires the use of independent judgment and the understanding of policies and procedures.
  • Maintain calendars, meeting and travel plans; schedule, plan, coordinate and administer meetings; coordinate, organize and maintain various records, files, manuals and resource materials; prioritize, distribute and process incoming and outgoing communications of all types; arrange meetings, and conferences; and facilitate communications.
  • Manage the collection, routing, approval and compilation of committee materials and packets; handle the proper distribution and posting of materials and packets; and compose and distribute minutes as appropriate.
  • Assist with updating and managing BARC website.
  • Evaluate and recommend tools for using social media effectively to advance work plan.
  • Establish and maintain positive and respectful working relationships with those contacted during the course of work.
  • Assisting with other initiatives as directed by the Executive Director.
The Ideal Candidate:
The ideal candidate will have a Bachelor's degree from an accredited college or university, in an appropriate discipline such as: community development; public policy, environmental, regional, urban or transportation planning, or a related discipline. Preference will be given to those with a Master’s degree.
Completion of a minimum of two years of experience in an appropriate field related to the area of assignment, and familiarity with local and regional policies and politics in the San Francisco bay area.  One year of graduate work in a discipline directly related to the position may be substituted for the required experience.  Additional professional work experience is desirable.    
Knowledge of:  Principles and techniques of regional transportation and environmental planning, engineering, or related knowledge areas. Have working knowledge and skills related to analytic techniques and tools, survey and data methodologies, and research and writing.
Ability to:  Communicate very effectively both orally and in writing.  Pay attention to detail and ensure accuracy in all work products.  Represent the BARC in a professional setting. Work effectively with others and as part of a team. Manage policy relationships between and among agencies that have different functions.  Knowledge of Word, Outlook, PowerPoint, and Excel needed for this position.  Strong analytical, problem-solving, organizational and interpersonal skills. Demonstrated ability to both understand complex policy issues and to integrate policy analysis into policy objectives and work plans. Conceptualize, organize, schedule and manage projects. Benefits and Compensation:
The salary for this position is $25.00—$35.00 per hour (Salary is dependent upon qualifications).  Local Government Services offers an attractive benefits package including:
Insurance – Employer-paid premiums up to a certain limit for medical, dental, vision, as well as life insurance at one times annual salary.
Retirement Plan – LGS is subject to California Pension Reform and has two pension plans. The plan employees will receive will be based on the individual's historical pension plan membership: either the 2@55 plan or the 2@62 plan as required by law.

About the Town of Ross

The Chicago Metropolitan Agency for Planning (CMAP) is seeking to hire a Policy Analyst. Position Description:
The ideal candidate for this position will be able to assist with and produce regional-scale analyses of land use, housing, and development issues that support the recommendations of GO TO 2040 and development of the next comprehensive regional plan. The policy analyst will produce work on a range of topics, such as jobs-housing balance, fiscal and economic impact of land uses, housing elasticity and supply, the relationship between real-estate trends and long-term land use change, and planning for the interrelated nature of transportation and land use. Work in this area may also relate broadly to CMAP’s policies and research on transportation, tax policy, and regional economy topics.
The policy analyst will be responsible for collecting and analyzing data, managing research, and producing reports and issue briefs on housing, land use, and development topics. In addition, this position will support activities monitoring and providing agency direction on federal, state and local public policy, and communicating and coordinating with the agency's partners on issues that affect land use and housing. In this work, the policy analyst will be expected to emphasize the recommendations of GO TO 2040 and work collaboratively with other entities to set regional priorities.
Essential Functions:
  • Collect and analyze data on regional land use, development, and housing trends, both within the region and in peer regions.
  • Manage or support agency research projects which analyze and report on the housing, land use, and development issues facing northeast Illinois.
  • Write reports and issue briefs which explain data trends and the potential impacts of changes in federal, state, or local public policy.
  • Enhance the agency’s capacity to analyze and forecast public finances related to housing and land use development.
  • Monitor and evaluate regional, state, and national policies and initiatives that relate to housing and development issues.
  • Present work to relevant CMAP committees and participate in regional groups on these issues as they affect metropolitan Chicago.
Knowledge, Skills and Abilities:
  • Demonstrated ability to communicate effectively both verbally and in writing on issues of public policy and planning.
  • Excellent data management skills and the ability to manipulate and analyze large data sources, as well as the ability to generate findings from these data and present results.
  • Demonstrated skills with microcomputer databases, spreadsheets, and Arc/GIS geographic information systems.
  • Demonstrated ability to lead complex research projects and produce reports and issue briefs that are factual, original, compelling and persuasive.
  • Strong communication and interpersonal skills and an ability to complement existing projects via independent or team-based work.
  • A demonstrated knowledge of real estate analytics as well as housing and land use development issues, particularly at the regional scale.
  • Familiarity with the governance structure of northeastern Illinois.
    Education and/or Experience:
  • A Master’s degree in Public Policy, Planning, Economics, Public Administration or a related field is required.
  • Prior work experience in a related field is preferred.
  • Ability to work effectively in an environment using Microsoft Windows and Microsoft Office products, with adaptability to other software.

New Jersey Sea Grant Consortium (NJSGC), in partnership with the Monmouth University Urban Coast Institute (UCI), is seeking applications from qualified candidates for the position of Community Resilience and Climate Adaptation Specialist. The successful candidate will work with coastal communities to enhance their planning and implementation of actions to mitigate the impact of coastal storms and changing climate. The Specialist will also work with NJSGC researchers and others to transfer the best available science and tools to these communities to further assist them in becoming resilient to coastal hazards, the impacts of sea level rise, and climate change. A skilled Planner/Project Manager/Scientist is sought to assist local governments and community groups with resilience, coastal hazard, and adaptation policy and planning at the community, regional and state level. The position will enhance the capacity of the UCI and NJSGC’s research and extension program by informing public understanding of community hazard mitigation and making climate resilience and adaptation research, data products, information, and other science-based decision support tools accessible. The Specialist will represent NJSGC and the UCI as part of a statewide network of recovery managers and resilience coordinators. The Specialist will also work to identify local needs and work with NJSCG, UCI and other partners to support and shape the efforts of state and federal policy development and research organizations.

RESPONSIBILITIES:

• Develop and conduct outreach and extension programming for community resilience and climate-impact related issues in coastal New Jersey.

• Work with NJSGC and UCI staff, and Consortium member institutions, to identify, translate and help communities apply interdisciplinary research findings and extension projects, including use and application of best practices and decision support tools.

• Plan, conduct, and/or contribute to coastal community resilience and climate adaptation related extension programs, public seminars and workshops for stakeholders in New Jersey and the

• Give formal and informal presentations on NJSGC and UCI activities at state, regional, and national conferences and workshops.

• Assist communities to identify and prioritize resiliency and adaptation projects by working with community officials, stakeholder groups and disaster recovery managers at the local, multi-community and regional scale.

• Develop and maintain working relationships with relevant local, state, county and federal personnel and non-governmental organizations.

• Travel to meet and interact with stakeholders and client groups, identify their needs, and develop solutions to community resilience and climate-related issues.

• Contribute to program evaluations and other programmatic reports as required by NJSGC and

• Participate in the development of grant proposals with NJSGC, UCI, and others to secure funding for related project implementation, research and extension projects.

QULAIFICATIONS:

• 3-5 years relevant experience in economic or community planning and development, coastal hazards, flood plain management or climate adaptation.

• MA or MS and post-graduate work experience in planning, economic or community development, coastal science, geography or related field preferred.1

• Knowledge of New Jersey’s climate adaptation and flood plain management programs, and Certified Flood Plain management certification preferred. Knowledge of current resilience and climate adaptation projects and partners in New Jersey helpful.

• Community/public engagement and outreach experience, and demonstrated communications skill, including ability to work with research scientists to translate and transfer climate adaptation and resilience research for community use and benefit. Experience/training in use of Geographical Information Systems (GIS) and visualization decision support tools preferred.

• Proficient in Microsoft Office, including PowerPoint.

• Ability to multitask; be self-starter.

The incumbent will be an employee of NJSGC and will principally work out of the offices of the Urban Coast Institute at Monmouth University in West Long Branch, New Jersey. This position is funded jointly by the NJSGC and Monmouth University. The Specialist will report to the UCI Director who will also be responsible for day to day management. Plans of work and performance based program objectives will be developed by the Specialist working jointly with the NJSGC Extension Director and UCI Director.

Formal job evaluations will be conducted jointly by the NJSGC and UCI Directors. Position is funded for two years with the plans for extension beyond that date based on available funding.

Compensation: Compensation will be based on the candidate’s experience and skills. This is a full-time, salaried position and includes NJSGC’s benefits package which includes health care, life insurance, and paid sick and vacation time. Employee will be eligible for NJSGC’s employer-sponsored annuity plan (403b) following one year of employment.
