Summary

Planning and Zoning Coordinator - Village of Barrington, IL

Description :

The Village of Barrington seeks a self-motivated professional to fill the position of Planning & Zoning Coordinator.  The Planning & Zoning Coordinator is an integral part of Development Services, which maintains, interprets and enforces the Comprehensive Plan, Development Regulations, Zoning Ordinance, Historic Design Guidelines, Building Codes, and Property Maintenance Codes.  This position is responsible for reviewing construction permit applications for zoning compliance and providing information and assistance to developers, the business community and the public on planning, zoning, land use, subdivision and other planning and development related matters.  This position provides staff support to various Boards and Commissions including but not limited to the Architectural Review Commission, Plan Commission and Zoning Board of Appeals and is the primary staff liaison to the Bike and Pedestrian Advisory Committee.  This position also assists in the preparation and maintenance of the Village’s Comprehensive Plan and Zoning Ordinance, participates in the development review process and drafting of ordinances for specific projects, general customer service activities, as well as other duties and special projects as assigned. Requirements include the ability to perform assigned tasks in a timely manner, meet scheduled deadlines, and function in a team environment.  The ability to establish effective working relationships with contractors, consultants, the public, Village staff, and representatives of other governmental or regulatory agencies is also essential.  The successful candidate will have the ability to plan, schedule, and manage multiple planning/zoning cases and will be highly motivated, detail oriented and well organized.  Excellent oral and written communications are required.  Candidates shall have the ability to maintain confidentiality and to work hours as required, including attendance at meetings after regular business hours. 

Candidates should hold, at a minimum, a Bachelor’s degree in planning, public administration or other related field.  A minimum of two (2) years progressively responsible experience in a municipal and/or municipal consulting environment is preferred.

Under general supervision of the Senior Planner (as well as Economic & Community Development Director) , this position performs a variety of professional planning activities including: review of development and land use applications; zoning, site plan and environmental review; completion of technical assessments; project management assistance for development applications; prepares written project analyses and makes written recommendations; prepares and reviews City ordinances; conducts site inspections; provides technical assistance to the general public; and performs related work as required. This class is the journey-level in the professional planning classification series and incumbents may be assigned the full range of planning functions encountered by a developing City. The position is distinguished from Senior Planner in that the latter handles complex project applications and has full supervisory authority over lower-level planners. It is distinguished from the lower level of Assistant Planner in that the Associate Planner has project management responsibilities in addition to performing the full range of professional planning duties.

  6. Oversees public notice requirements on land use actions; ensures that proper notice is provided and that published content is correct in accordance with Florida Statutes.
  7. Assists with the update and maintenance of the Comprehensive Plan; writes plan elements and text amendments.
  8. Assists with the update and maintenance of the Land Development Regulations.
  9. Collects, compiles, and analyzes data from a variety of sources to support amendments to the Comprehensive Plan.
  10. Assists with the evaluation and appraisal of the Comprehensive Plan.
  11. Reviews applicant and staff initiated requests for both small and large-scale amendments to the Comprehensive Plan for consistency; coordinates process throughout the City; communicates legislative actions to Department of Economic Opportunity, Regional Planning Council, and affected and interested parties.
  12. Coordinates Development Review Process with applicants, developers, agents, and the general public; reviews applications for completeness.
  13. Evaluates development and land use proposals for consistency with both the Comprehensive Plan and Land Development Regulations.
  14. Communicates final actions of the Local Planning Agency and City Commission to applicants, agents, and affected and interested parties.
  15. Prepares ordinances and resolutions for Commission consideration.
  16. Prepares position papers on a variety of subject-matter as requested.
  17. Tracks projections on populations and other community indicators.

    MINIMUM QUALIFICATIONS:
    KNOWLEDGE, ABILITIES AND SKILLS
    Knowledge of the planning principles and practices as applied to the collection of community planning data and in the preparation of community planning reports and studies, in both graphic and written form. Knowledge of the principles and practices of civil engineering and architecture as applied to public planning. Knowledge of economics, municipal finance, and sociology as applied to public planning. Ability to direct and participate in complex planning studies and to analyze information and formulate substantive recommendations based upon such studies. Ability to interpret laws, rules and regulations. Ability to direct work of others and present ideas and findings clearly and concisely in writing, orally or graphic form. Ability to establish and maintain effective working relationships with division heads, outside agencies and the general public.
    EDUCATION AND EXPERIENCE
    Graduation from an accredited four year college or university with a Bachelor's Degree in Urban Planning, Government, Law, Engineering, Urban Design, Economics, Social Science, Geography, Statistics or a related field. Two (2) years of professional work experience in urban planning.

    LICENSES, CERTIFICATIONS OR REGISTRATIONS
    Valid Florida Driver's License.

The Collaborative is seeking a dynamic leader and proven planning executive to oversee the activities of 35-person community development department for the rapidly growing, 10-year old City of Sandy Springs, GA. Located in metro north Atlanta, the city of 100,000 is a unique experiment in municipal government. On-site contractors perform a large share of the City’s services. Responsibilities
In addition to providing primary leadership for long-term planning, the Director oversees the Divisions of Planning and Zoning, Building and Development and Code Enforcement. In doing so, the Director promotes, leads, and supports initiatives designed to provide guidance in long-term planning activities, as well as formulates, modifies, and improves programs and processes for planning and zoning, plan review, building development, inspections, and code enforcement. Also:
  • Reviews growth patterns, trends in land use, community needs and other factors in developing recommendations for controlling and regulating community development and services
  • Communicates and works proactively with developers and other community organizations to promote projects and programs that add to the economic health and quality of life of residents 
  • Establishes policies and programs for housing, redevelopment, neighborhood improvement, and plans review and inspections
  • Guides developers through the development process, coordinates site selection, negotiations, land assembly and city financing; ensures City codes and ordinances, state and federal laws are met; establishes control systems to ensure timely and effective implementation
  • Resolves problems and issues arising from the development process; works with applicants, department staff and other City departments to effectively resolve conflicts; works effectively with a variety of conflicting or competing interests
  • Serves as a member of the City's management team; provides information and recommendations regarding operations; assists in making decisions related to all facets of municipal government
  • Serves as technical advisor to City Boards and Commissions, City Council, Assistant City Manager, City Departments, and civic groups on planning, zoning, plan review, inspection, code enforcement, and related matters; interprets ordinances and regulations as they apply to respective areas
  • Selects, trains, motivates, and evaluates personnel; establishes and monitors employee performance objectives; prepares and presents employee performance reviews; works with employees to correct deficiencies; implements discipline and termination procedures
  • Confers with engineers, developers, architects, a variety of agencies, and the general public in acquiring information and coordinating development services matters
  • Supervises and participates in the development and administration of the department's operating budget; directs the forecast of additional funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; implements mid-year adjustments
Qualifications
  • Minimum of 10 years experience with at least 3 years serving as Community Development Director, or Deputy Director or similar managerial responsibility. Past position(s) should demonstrated extensive experience in urban planning, community development, placemaking, economic development, and growth management
  • Knowledge of current trends in planning and zoning, new urbanism, form-based zoning, low-impact development, and use of bonus measures to encourage desirable development outcomes
  • Ability to work effectively with a variety of conflicting or competing interests through consensus building, discussion and persuasion
  • Knowledge of land use and development principles and practices, engineering, plan review, and building inspection
  • Ability to research methods and sources of information related to urban growth and development
  • Ability to effectively apply development techniques and practices to the establishment of strategies, programs, goals and objectives
  • Ability to present and communicate clearly and concisely, both orally and in writing
  • Ability to establish and maintain cooperative working relationships with those contacted in the course of work
  • Master's degree in Urban or Regional Planning, Public Administration, or related field desirable. Bachelor’s degree in similar fields required.
