Responsibilities
In this position, the successful candidate will be expected to manage tasks and entire projects, often with the involvement and guidance of a Principal. Work will include responsibility for client communication, overall task or project management, determining and managing analytical tasks, client communication, public presentation and other skills as necessary. The successful candidate is expected to lead proposals, and be responsible for overall business development targets. Providing guidance and oversight to junior staff is a must. Your projects may be located anywhere throughout the United States, and thus a willingness and desire to travel is essential. You will work closely with Nelson\Nygaard’s senior and junior staff in the local office, and also with staff in our other offices throughout the country.

Qualifications and Requirements
The ideal candidate should have a broad range of transportation and urban planning experience, preferably with a focus on transit operations and planning. A candidate should be able to demonstrate significant expertise in at least five (5) of the following areas:
  • Citywide transportation planning and analysis
  • Campus transportation planning
  • Parking management
  • Bicycle/pedestrian facility planning
  • Street design guidelines
  • Data collection and performance assessments
  • Multimodal/intermodal facility planning
  • Transit station area planning
  • Transit service planning
  • Transportation demand management
  • Transport policy, funding, and governance
  • Paratransit and demand-responsive services
  • Advanced graphics communications (InDesign, Illustrator, SketchUp, Photoshop)
  • Computer traffic modeling (Synchro, VISSIM, TransCAD)
Successful applicants will be expected to:
  • Demonstrate excellent written and verbal skills
  • Possess proven experience in managing projects within budget
  • Work successfully with clients, members of the public, and project teams
  • Outline and prepare successful proposals and reports
  • Analyze a wide range of transportation data and manage the completion of technical analyses, feasibility studies, and other transportation reports
  • Prepare and give effective presentations
  • Creatively solve multimodal transportation problems
  • Participate in firm-wide strategic planning activities to ensure that we continue to build on our mission and core values
  • Mentor and train junior staff
  • Organize and supervise data collection activities in the office and the field

At a minimum, the candidate should meet the following qualifications:
  • At least eight (8) years of responsible experience in transportation planning, traffic engineering, or a related field
  • A bachelor’s or more advanced degree in urban or transportation planning, or a related planning field; master’s degree is preferred
  • Successful and sustained experience in business development, i.e., winning work; public agency experience, grant writing and successful RFP development are applicable skills
  • Excellent written, verbal, and other communication skills, including facilitating public workshops
  • The ability to manage complex projects on time and on budget
  • Demonstrate advanced proficiency with Microsoft Excel, Word, and PowerPoint

Responsibilities
PRIMARY PURPOSE To provide specialized and senior level of expertise and leadership in analyzing transportation statistics, identifying and quantifying emerging trends and relationships between system variables using an analytical and evidence-based approach, establishing empirical methodologies and tools to quantitatively predict possible future transportation performance, and developing analytically rigorous forecasts to support planning and decision-making.
KEY ACCOUNTABILITIES Contributes advanced transportation analytics expertise to the development and appraisal of projects, programs, strategies, plans and tactics. 
Develops confidential transportation forecasts and scenarios for use by senior management in transportation planning and strategic business decisions; develops key inputs for the preparation of base plans, supplemental plans, annual plans, and long range strategic plans.  
Manages complex analytical projects, providing technical expertise and leadership to the project. Performs all aspects of project management from concept to implementation, and leads project teams in the fulfillment of project deliverables.
Develops and applies advanced transportation analytical methods, techniques and models in support of designated project deliverables, ensuring compliance with prevailing standards, policies and procedures.
Provides senior technical expertise to enterprise projects and committees and other analytical and planning professionals, while also providing leadership to designated projects. Presents and defends technical findings to internal and external audiences, including TransLink Executives, Commissioner, auditors and a variety of partner agencies and stakeholders. 
Establishes and maintains working relationships with management and counterparts in business units across the enterprise, as well as external stakeholders, in order to provide expertise and advice and to understand and communicate research and analytical requirements.
Collaborates with external stakeholders, industry peers, and government officials, and participates actively in an expert role on industry advisory and technical committees.
Qualifications
Education and Experience:
The competencies for this job are typically acquired through a Master’s Degree in economics, engineering, business or related discipline with strong emphasis on quantitative research, forecasting and other transportation analytics methods and application, plus five years experience in a related position.  A Master's Degree in Planning will also be considered.
Other Requirements:
This position requires advanced knowledge and expertise in transit ridership, trends, and forecasting as well as big data analytics.  The candidate should also have:
Advanced knowledge of the concepts, principles, standards, practices and methods of quantitative transportation research and analytics. 
Advanced knowledge of analytical methods to evaluate the costs and benefits of transportation policies, strategy and projects including expertise in alternative analysis, multiple account evaluation and benefit-cost analysis.
Advanced knowledge of forecasting theory and transportation model development and application such as regression, time-series econometric, and 4-step demand models, including the use of computerized packages which could include but is not limited to EMME, TransCAD, STATA, SPSS, FoxPro, Excel, Access and similar software.
Advanced knowledge of the transportation industry as it pertains to best practices in transportation research, analytics, modeling, forecasting, and other quantitative analysis.
Solid problem solving and decision making skills to select and establish appropriate processes and standards for the functional area.
Advanced analytical and interpretation skills to derive meaning and develop recommendations based on analytical findings.
Solid project management skills, including attention to detail and good understanding of quality control methods.
Solid written and verbal communication skills as well as interpersonal skills to manage internal and external relationships, deliver presentations, and lead report writing activities.

Recruitment Process
TransLink’s Research and Analytics department is part of the Planning and Policy Division. The department undertakes transportation system research, advanced analytics, monitoring, surveying, forecasting as well as trend and usage reporting to support strategic, regional transportation policies, strategies and plans. 
An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process.  A standard interview format will be used including general, scenario and behavioural descriptive interview questions.

The Greater Bridgeport Regional Council (GBRC), a multi-discipline regional planning organization with six member communities – Bridgeport, Easton, Fairfield, Monroe, Stratford and Trumbull is seeking a well-qualified candidate to fill the position of Transportation/ Regional Planner. Under the supervision of the Executive Director, the position of Transportation/ Regional Planner performs professional and technical work involving the administration, advanced research and analysis, and presentation of information and recommendations on long-range land-use planning, regional planning, transportation planning, urban design and economic development issues.
Essential Duties:
  • Assist with the preparation of the Regional Plan of Conservation and Development, Regional Transit-Oriented Development Strategy and Long Range Transportation Plan;
  • Prepare and manage transportation/corridor and transit oriented development plans;
  • Facilitate public outreach/participation/education for various initiatives;
  • Develop short- and long-range work plans, procedures, budgets and schedules;
  • Attend meetings, conferences, workshops, and training sessions determined by supervisor; and
  • Assist with regional land use, conservation, natural hazard mitigation and economic development planning projects as necessary.
Qualifications:
The position requires graduation from an accredited college or university with a Bachelor’s degree in city/regional planning, transportation management, public administration or a closely related field. Master’s degree is preferred. A minimum of 1 year of recent, progressively responsible work experience is desirable. Proficiency in using the Office Suite of programs (Word, Excel, and PowerPoint) is a must. Ability to use ArcGIS, traffic assessment and modeling software, including Highway Capacity Software/TransCAD is preferred. This is a full-time position, with benefits. Salary is commensurate with experience.
