Responsibilities
In this position, the successful candidate will be expected to manage tasks and entire projects, often with the involvement and guidance of a Principal. Work will include responsibility for client communication, overall task or project management, determining and managing analytical tasks, client communication, public presentation and other skills as necessary. The successful candidate is expected to lead proposals, and be responsible for overall business development targets. Providing guidance and oversight to junior staff is a must. Your projects may be located anywhere throughout the United States, and thus a willingness and desire to travel is essential. You will work closely with Nelson\Nygaard’s senior and junior staff in the local office, and also with staff in our other offices throughout the country.

Qualifications and Requirements
The ideal candidate should have a broad range of transportation and urban planning experience, preferably with a focus on transit operations and planning. A candidate should be able to demonstrate significant expertise in at least five (5) of the following areas:
  • Citywide transportation planning and analysis
  • Campus transportation planning
  • Parking management
  • Bicycle/pedestrian facility planning
  • Street design guidelines
  • Data collection and performance assessments
  • Multimodal/intermodal facility planning
  • Transit station area planning
  • Transit service planning
  • Transportation demand management
  • Transport policy, funding, and governance
  • Paratransit and demand-responsive services
  • Advanced graphics communications (InDesign, Illustrator, SketchUp, Photoshop)
  • Computer traffic modeling (Synchro, VISSIM, TransCAD)
Successful applicants will be expected to:
  • Demonstrate excellent written and verbal skills
  • Possess proven experience in managing projects within budget
  • Work successfully with clients, members of the public, and project teams
  • Outline and prepare successful proposals and reports
  • Analyze a wide range of transportation data and manage the completion of technical analyses, feasibility studies, and other transportation reports

At a minimum, the candidate should meet the following qualifications:
  • At least eight (8) years of responsible experience in transportation planning, traffic engineering, or a related field
  • A bachelor’s or more advanced degree in urban or transportation planning, or a related planning field; master’s degree is preferred
  • Successful and sustained experience in business development, i.e., winning work; public agency experience, grant writing and successful RFP development are applicable skills
  • Excellent written, verbal, and other communication skills, including facilitating public workshops
  • The ability to manage complex projects on time and on budget
  • Demonstrate advanced proficiency with Microsoft Excel, Word, and PowerPoint

The Planning & Development Services Department is a multi-faceted, exceptionally active department that provides a broad array of municipal services, with major programs including: Department Administration, Urban Renewal, Business Services, Development Services, Multimodal Transportation Team, and Planning.

The Senior Planner I assists and conducts a wide variety of complex professional transportation planning projects for the Planning Division of the Planning and Development Services Department. The selected candidate will be involved in developing multimodal transportation solutions throughout the City by conducting transportation studies and planning initiatives that can transition into project/program development and ultimately implemented under the direction of the Transportation Planning Supervisor.

Depending on qualifications, the candidate will be hired as either a Senior Planner I or a Planner II.

Essential Duties:

  • Develops multimodal transportation solutions through the conduct of planning projects involving multiple city departments. Emphasis is on maximizing mobility options for stakeholders throughout the city.

Minimum Qualifications:
Education: Bachelor's Degree in in transportation planning, urban or regional planning or directly related field. Master's Degree preferred.

Experience: At least 4 years progressively responsible professional transportation planning experience principally at the municipal level.

An equivalent combination of education, training and experience that demonstrates required knowledge, skills and abilities may be considered.

Skills: Must have excellent analytic, writing and presentation skills and ability to produce credible, succinct, technically accurate and understandable quality written reports using MS Office products. Strong interpersonal and organizational skills are essential. Understanding of and experience with transportation demand modeling and other software needed to assess multimodal travel levels, needs and performance necessary to successfully meet the requirements of this position. Capable working knowledge and experience in applying concepts and state of the practice techniques in multi-modal transportation planning and concept design for complete streets, bicycle and pedestrian systems and facilities and level of service analysis and transit system planning.

Knowledge: Thorough knowledge of current principles, methodologies and practices of urban transportation planning; basic knowledge of public policy process. Possess a working knowledge of personal computers and GIS. General knowledge of concepts and approaches in street design, traffic analysis and various transportation analysis software packages, such as Synchro, VISSIM, HCM.

Abilities: Ability to establish and maintain effective working relationships with employees, citizens, and the development community; organize and carry out higher-level planning assignments focused on mobility planning and analysis; ability to present work effectively in verbal, written, and graphic form; ability to manage projects and meet multiple deadlines under heavy workload conditions; ability to work with software related to the function of the job; and ability to pay close attention to detail. Ability to compile, analyze and interpret transportation data and ability to work with a variety of transportation planning processes.

This is a transportation planning position focused in transportation engineering, and multi-modal planning for the Office of Transportation and Corridor Studies.  The employee will be an integral player in actively conducting innovative corridor and area studies in the 9-county greater Philadelphia region. The position involves interacting with public and private sector agencies, decision-makers, and the general public as well as working cooperatively with other professionals on project teams.  This position requires both excellent technical abilities and an understanding of the planning process to advance creative concepts and ideas.
Responsibilities
  • Develop, implement and coordinate highway and public transportation projects, including specification of the problem, data collection and analysis, interpretation and reporting of results, and the development of recommendations and cost estimates for project implementation.
  • Conduct technical studies which evaluate the effectiveness of a transportation system (on a systems level) and then analyze alternative improvement strategies to determine how well they meet desired measures of effectiveness.
  • Use planning and engineering computer software such as geographic information system software, Highway Capacity Software, travel simulation software, and other techniques to evaluate corridor and area-specific traffic problems and develop solutions.
  • Prepare input data for simulation models. Tabulate travel simulation model outputs using GIS tools and tabular forms. Compare model results with current and historical data.
  • Prepare reports summarizing findings and recommendations of various studies, including text, tables, maps, charts, photos and other appropriate graphics, and presents results to technical committees and the public.
  • Make oral presentations to member governments and technical committees.
  • Provide technical assistance to member governments, consultants, and the public.
  • Conduct field views of project locations to compile an inventory of existing physical and operating conditions.
  • Organize and manage technical committee meetings.
  • Perform related work as required.
Qualifications
  • Considerable knowledge of the principles, practices, and objectives of transportation engineering and transportation planning, and ability to relate this knowledge to the development and analysis of a regional transportation system and its components.
  • Experience with VISSIM or other traffic simulation software, such as Synchro considered a plus.
  • Experience with geographic information systems (GIS), graphics programs, database design, word processing, spreadsheet software, and their applications.
  • Experience in conducting field surveys, data analysis, and system evaluation.
  • Knowledge of the socioeconomic factors involved in transportation planning.
  • Ability to organize, plan, and direct research projects.
  • Strong oral, writing, graphic, organization, and presentation skills to ensure efficient project delivery.
  • Ability to establish and maintain effective working relationships with associates, planning officials, and the general public.

Minimum Experience & Training
Three years of professional experience in transportation planning or engineering; and such training as may have been gained through graduation from a four year college/university, with major course work in Transportation Planning, Transportation or Civil Engineering, or a related discipline. A Master’s degree or internship/ co-op experience can be substituted for one year of experience.
Salary Range: Mid $40,000s to Low $50,000s (position level & salary commensurate with education & experience)
