POSITION
Vacancy is in the Economic Development Division of the Development Services Department. Under general direction, manage, coordinate and direct the implementation of project activities and collaborate all aspects of project activities and issues in assigned areas of responsibility. Manage the Corporate Business Development Program with the primary purpose of recruiting start-ups, and retaining and expanding business within the City of Hartford. Prepares and issues listings and proposals for projects within the assigned area of responsibility. Maintain portfolio of real estate development opportunities, cultivate relationships with Real Estate Brokers and other industry professionals with the intention of responding quickly to customer needs. Prepares loan packages and grant applications for submission to financial institutions and other funding sources. Identifies equity or debt sources to fund various projects or activities, such as business acquisitions, business relocations, site improvements, leasehold improvements or working capital for industrial, hospitality, office or residential development. Manages and monitors the City’s Enterprise Zone Program and incentive programs. Works closely with institutions of higher learning and Workforce Development Partners to assist companies in securing employees and available funding to train workers. Attends meetings before Boards, Commissions, City Council and its Committees. Maintains contact with department heads and other municipal officials regarding City projects where project involves input from other departments. Provides work direction to a moderate sized group of personnel engaged in project management functions. Performs related work as required. This is a union position. The hours of this position are 40 per week and the above salary includes 5% in lieu of overtime.
QUALIFICATIONS
Bachelor’s Degree from an accredited four-year college or university with major coursework in business administration, public administration, urban planning, or a closely-related field. Five (5) years of professional administration experience in public service or business organizations, with special emphasis in urban planning, construction, or closely related field.

EXAMINATION
Open to all applicants who meet the above qualifications. The examination will consist of a rating of your training and experience as contained on your application and may also include a written test, an oral test, a performance based test, or a combination thereof. All parts of the examination, including tests and ratings, will be related to the requirements of the position. The examination is designed to measure: Knowledge of basic project management concepts, principles and practices; Knowledge of public and private financing programs; Knowledge of lending practices and municipal development process; Ability to provide training and give oral presentations; Ability to manage multiple assignments and projects; Ability to maintain effective working relationships with governmental officials, business representatives and the general public; Ability to express oneself clearly and concisely, orally and in writing. Candidates for the position will be required to pass a physical examination administered by a City physician and may be required to pass a drug and alcohol screening examination and a background check in order to be considered for this position. If appointed, you will be required to 3-12 months of probation. This examination and employment is subject to all Federal, State, and Municipal laws, rules and regulations.
