OFFICE OF COMMUNITY INVESTMENT & INFRASTRUCTURE 

The Office of Community Investment & Infrastructure (OCII) is a state-authorized local entity, separate from the City and County of San Francisco.  Five Commissioners appointed by the Mayor and approved by the Board of Supervisors govern OCII. OCII employs approximately twenty-six (26) classifications with 44 incumbents.  The office is located in the central location of San Francisco, blocks away from City Hall and offers a comprehensive and competitive benefits package that affords wide-ranging health care options to meet the different needs of a diverse workforce and their families.

BRIEF DESCRIPTION:

The Office of Community Investment and Infrastructure is seeking an experienced Project Manager.  This position will be primarily responsible for managing the Mission Bay redevelopment project.  This position will oversee a broad range of duties, including leading the Mission Bay project team’s work related to the review and approval of new development plans, overseeing management of the Mission Bay park system, representing OCII’s interests in subdivision and infrastructure matters, and implementing OCII’s obligations under the various development agreements for the project. 

JOB RESPONSIBILITIES:

The following list of duties and tasks represents the primary job responsibilities:

• Oversee development approvals including review of urban design, park design, transportation issues, streetscape design, and architectural review; 

• Represent OCII's interests in subdivision and infrastructure matters; working collaboratively with other governmental agencies on regulatory and implementation matters;

• Negotiate and implement regulatory and contractual land use and real estate agreements;

• Oversee management of Community Facilities Districts (CFD) for operation and maintenance of certain project public improvements (e.g. parks and open space, etc.);

• Coordinate with other OCII staff on various real estate and property management at Mission Bay, including management of Mission Bay parks system through third party consultants, permitting temporary uses, and license agreements;

• Identify operational objectives, provides coordination of staff through consensus building leadership, and participates in planning, programming and implementing of OCII activities in Mission Bay;

• Collaborate with others to achieve OCII objectives, coordinate the administration of external consulting contracts for planning, architecture, engineering, construction, legal, financial and environmental services, develop and coordinate the implementation of financial plans, and prepare or directs the preparation of detailed financial reports and budgets;

• Demonstrate a high level of problem-solving, public presentation and technical project management skills;

• Administration of program budgets, financial reporting and billing, monitors contracts and billing from OCII consultants and other third parties; ability to analyze budget and technical reports; interpret and evaluate staff reports;

• Prepare memoranda, reports and other documents for a range of audience to support policy and plan recommendations, and present recommendations to the Commission and other policy-making bodies; and

• Participate in public meetings among diverse stakeholders and manage community participation processes, including evening meetings.

MINIMUM QUALIFICATIONS:

Minimum qualifications include six years of direct technical and professional work experience with redevelopment or large-scale development projects and two years of project management experience. In addition a Bachelor's Degree from an accredited college or university in planning, public or business administration, real estate development, or a related field is required; a master degree is preferred.

Other requirements are candidate should have strong writing, public presentation, problem-solving, negotiating, and self-management skills. Experience in architectural design review, real estate development, public finance, and entitlement approvals for a public agency is desirable, but not required.
