Clayton County Board of Commissioners in Jonesboro, Georgia is accepting applications for a Planning and Zoning Administrator.
MINIMUM REQUIREMENTS: Master degree in County or Regional Planning or related field: three (3) years work in progressively responsible experience in planning, zoning, and development review with one (1) year in management or supervisory role; American Institute of Certified Planners (AICP) Certification preferred and can be substituted with relevant experience; knowledge of Smart Growth Principles, Urban and Comprehensive planning process; Geographic Information Systems (GIS) experience. Must possess and maintain a valid Georgia driver's license.
NATURE OF WORK: The purpose of this classification is to oversee land use planning and zoning activities in unincorporated areas of the County and to provide technical assistance to County Officials. Ensure the orderly development of The County, effects of the quality of economic opportunity for County residents, and affects of the overall image of the County. This position is responsible for planning, organizing, coordinating, and directing operations related to planning, development, zoning, and enforcement issues within the department. This position makes the official determinations regarding interpretations of zoning, subdivision, tree, and other ordinances of Clayton County. This position is appointed by the Board of Commissioners and work is performed under the general supervision of the Director of Community Development.
SOME OF THE ESSENTIAL JOB DUTIES INCLUDE: This position serves as supervisor over the Planning and Zoning Division of Community Development and consists of varied analytical and technical assistance tasks. Supervises and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals. This position must adhere to specific guidelines to include land use laws, planning principles, state and federal laws, real estate law, County codes, construction codes, fire codes, and the Federal ADA. These guidelines require judgment, selection, and interpretation in application. Consults with director, Board of Commissioners, Zoning Advisory Group, Board of Appeals, and other officials to review department activities, receive advice/direction, provide information and recommendations, and resolve problems; advises board members at zoning hearings and variance hearings; reviews and recommends zoning reversions to Board of Commissioners; advises board members regarding land use issues. Plans, organizes, directs, and monitors overall operation of the Planning and Zoning Department. Develop the long range planning program with goals, objectives, implementation measures and alternatives, public information, and participation systems. Performs administrative functions associated with division operations; assists the Director with the preparation of and submits annual budget requests; manages approved budget and monitors expenditures; develops/implements division administrative policies; maintains/implements departmental policies and procedures; establishes long and short term plans and work goals for the division. Assist the Director on a regular basis with financial and budgetary matters for the Planning and Zoning Division. Performs other related duties as required.
