Basic Function:

Helps develop, oversee, and execute major research and policy development projects focused on the emerging “next economy,” created in the nation’s metropolitan areas. Helps conceptualize and manage projects and project sections; conducts research; drafts summaries of findings; drafts brief, reports, and memos; helps review and edit papers; and generally helps author publications emanating from the policy program. Helps plan policy meetings and public events as needed. Serve as external research liaison to scholars and constituency groups, conducting outreach and fielding inquiries as needed. Masters and conveys core program frameworks and formats into projects with multiple internal and external partners.

Education/Experience Requirements:

Masters degree in public policy, economics, government, or other related disciplines required. Also required: Six years of professional experience writing and researching in a metropolitan, state, or federal policy environment, especially aimed at translating research findings in a clear and compelling way to policy and lay audiences. Significant project management and editorial experience is critical. Must have worked in a fast-paced, policy-oriented environment. Practical work experience in public policy field preferred. Experience in public policy, journalism, or issue campaigns is also welcome. Competence to undertake research and writing assignments with little or no supervision required.

Knowledge Requirements:

Exemplary writing, research, and editing skills required. Must be able to produce clear, rigorous, in-depth policy analysis as well as to simplify and synthesize complex research, statistical, or policy information and convert academic literature into accessible, policy relevant documents. Must be a quick learner on a wide variety of public policy and metropolitan issues. Needs to be able to excel in a fast-paced environment and meet tight deadlines when necessary. Experience “versioning” of in-depth materials into a variety of high-impact formats is important. Requirement of project management and ability to organize and supervise the work of others critical. Must be a team player who can collaborate well with others on joint writing assignments. Strong basic knowledge of software packages such as Microsoft Word, WordPerfect, Excel, and Powerpoint required.

Principal Duties and Responsibilities:

10% Helps Plan Policy Meetings and Public Events as Needed:

- Carries out substance-related logistics for policy roundtables and other events associated with project proposals.

20% Serves as External Research Liaison to Outside Scholars and Constituency Groups:

- Serves as principal staff liaison to outside academics, Brookings scholars, and practitioners who are advisors or partners in projects; and regularly works with outside authors, vendors, scholars, decision makers, constituency groups.
- Actively participates in planning meetings and listening sessions with partners and clients to develop report themes.
- Represents and presents findings for the Metro Program at select outside meetings, conferences, or to media.
- Meets with and briefs relevant external contacts on Metro Policy programs.
- Coauthors or authors op-eds and blogs when necessary.

70% Develops, Implements, and Oversees Short- and Long-Term Policy Projects in Close Collaboration with Policy Director:

- Helps Policy Director design, develop, and execute policy research initiatives and work plans for large-scale national, state, and regional papers and reports.
- Helps Policy Director diffuse core program frameworks and formats throughout multiple projects.
- Serves as project manager on major policy development efforts.
- Co-authors or carries out major developmental direction and editorial work on major policy reports, briefs, and memos.
- Identifies, researches, and develops policy recommendations for reports.
- Provides general research assistance on various short-term research projects.
- Creates verbal and visual presentations for research projects.
- Helps edit and review policy papers and manuscripts to be published.
- Monitors, manages, and communicates frequently the process and progress of projects.
- Oversees the work of research assistants or outside partners on selected projects.
