Job Description

Directs the programs, services and activities of the Department of Budget and Management Analysis to ensure public resources are used effectively and efficiently to support the mission, vision and strategic goals of the City of Hampton. Functions as a member of the Executive Management Team for the City of Hampton. The Director of Budget and Management Analysis receives general direction from the City Manager and serves at the pleasure of the City Manager. This is a highly complex administrative and managerial position which requires the ability to formulate strategies, make organizational decisions which are consistent with goals and objectives established by City Council and City Manager, and implement those decisions into an efficient program delivery system. Extensive contact with the City Manager's staff, City Council, City Department Heads and employees, citizens and a variety of outside agencies and organizations. Requires the ability to function as a team member and must be adaptable to performing effectively under moderate to high levels of stress. Requires the ability to embrace change and function as a lead agent of change within the organization. Requires attendance at a variety of meetings generally held after normal working hours.

The incumbent must physically reside within the City limits of Hampton no later than twelve (12) months after placement in the position. This is an exempt position.

Job Requirements
Graduation from an accredited college or university with a Bachelor's degree in Accounting, Business Administration, Business Management, or related field of study; Master's degree in Business Administration, Financial Administration or Public Administration preferred.
Certification as a Certified Public Accountant (CPA) or Certified Public Finance Officer (CPFO) is strongly preferred. Requires six (6) to nine (9) years of progressive managerial experience in budget administration, municipal operations and/or program evaluation, with a minimum of five (5) years at a program management, supervisory or administrator level.
