Emergency Planning Program Coordinator, Metropolitan Reclamation District of Chicago

Who: Metropolitan Reclamation District of Chicago

What: Under direction of the Risk Manager, develops, updates and maintains the District’s Emergency Operations Plan, Business Continuity Plan and supporting plans, including emergency preparedness training and exercises, communication of programs to operating units, and departmental accounting.

Minimum Requirements: Graduation from a four-year accredited college or university majoring in emergency management, risk management, finance, accounting, business administration, public administration or a related field and four years of experience in emergency response planning, emergency response exercises, or related activities. SubstitutionAdditional emergency management and risk management experience may be substituted for the required education on a year-for-year basis.  Graduate study in emergency management, risk management or a closely related field may be substituted for the technical experience on a year-for-year basis up to a maximum of two years.

Examination: The examination will consist of a written test weighted 100%. The minimum passing score on the written test will be 70% unless determined otherwise by the Director of Human Resources. Candidates must achieve a passing score to have their names placed on the eligible list.

The written test will assess candidates' knowledge, skill and ability in areas such as risk management and emergency management principles and practices, such as risk identification, risk assessment and response strategies, emergency management training, emergency operations planning, business continuity and incident command; basic project management components, such as work planning, scheduling, participant preparation/training and budgeting; and interpersonal and written communication skills.

  • Working knowledge of the National Incident Management System (NIMS), the Incident Command System (ICS), the National Response Framework (NRF), National Disaster Recovery Framework (NDRF), and other federal preparedness guidance documents and policies.
  • Experience researching topic areas, and working on complex projects of various sizes, to include presenting deliverables to a project manager or client.
  • Ability to be calm and poised under pressure, effectively deliver multiple projects with overlapping timeframes, and remain focused when working under tight deadlines.

EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Duties
As a Mission Assignment Specialist (MASP) in FEMA's Reservist Program, you will be responsible for assisting the Mission Assignment Manager in preparing, tracking, and monitoring Mission Assignments (MAs). Typical assignments include:
  • Gather pertinent information to process MAs; Identify and prevent duplicate requests;
  • Input Resource Request Form (RRF) information into Enterprise Coordination and Approval Processing Systems (eCAPS) to create and processes MAs;
  • Prepare and review MA documents and obtain signatory approvals, as necessary;
  • Coordinate the mission statements, cost estimates, and estimated dates of completion with Federal agencies, when assigned;
  • Monitor MA Assignment billing and reimbursement.
  • Create and maintain accurate MA files for record keeping;
  • Prepare amendments to MAs and prepare MA Task Orders, as directed; Provide copies of approved MAs to responsible parties and update status of mission assignments in WebEOC

The L. Douglas Wilder School of Government and Public Affairs at Virginia Commonwealth University invites applications for up to five open-rank tenure eligible faculty positions to begin in the Fall 2016 semester. After the successful recruitment of sixteen new faculty colleagues in the past three years the School is seeking to continue its growth by expanding its commitment to sustainability, justice, resiliency and equity in government. Successful candidates will join an interdisciplinary group of colleagues who are linking crime prevention and place-making in diverse urban environments. This focus reflects the core areas in the Wilder School (criminal justice, homeland security and emergency preparedness, public administration, public policy and urban and regional studies and planning) and aims to foster improved community and government relations that promote safe, economically viable and engaged communities.

We seek applicants who will contribute to the strength and diversity of our faculty and whose scholarship is in one of our core areas. For one or more of these positions we are interested in hearing from candidates with interest or experience in data analytics, particularly from an econometric perspective. The faculty member will be required to have an established research agenda and a clear potential for external funding, and potential for scholarship or creative expression to complement and expand existing expertise in the School. Candidates seeking a position at the Associate/Professor level must have a well-developed scholarly/research portfolio with evidence of multi-disciplinary applications and external funding appropriate to complement and expand existing School expertise.

Evidence of scholarly productivity is required and a Ph.D. in a related discipline is expected (ABDs will be considered subject to demonstration of timely progress towards degree completion and the completion of all requirements for the PhD degree before the start of the appointment). Hiring at the Assistant Professor level is most likely although exceptional Associate Professor or Full Professor candidates with nationally recognized scholarship and a history of securing external funding are also welcome to apply.

Public Administration Tenure Track 
The Division of Politics, Administration and Justice at California State University, Fullerton, invites applications for a tenure-track position as Assistant Professor of Political Science with the appointment beginning in Fall, 2016. 
Position 
We seek applicants in the field of Public Administration. The position will involve teaching, research, and service in Public Administration in a NASPAA accredited M.P.A. program, and in our B.A. in Public Administration. We are particularly interested in candidates whose research and teaching interests in any of the following: Emergency Management, Intersectoral/Collaborative Governance, or Policy Evaluation and Analysis. Outstanding candidates in other areas of public administration are also encouraged to apply. Faculty members teach and advise graduate and undergraduate students and serve on academic committees. Positive tenure and promotion decisions require excellent teaching and excellent research, including publication in peer-reviewed outlets relevant to the fields above, and participation in the broader academic community 
Qualifications 
 A Ph.D. in Public Administration, Political Science or a related field is required by the time of appointment. 
 Ability to teach general Public Administration courses at the undergraduate and graduate level. 
 Preference will be given to applicants with experience in the public sector. 
 Preference will be given to applicants who have taught effectively in the past. 
 Successful candidates should be able to interact effectively with a wide and culturally diverse range of students and colleagues. 
Rank and Salary 
The position is at the rank of Assistant Professor, tenure-track. Salary is competitive and commensurate with experience and qualifications. Salary is subject to budgetary authorization and any California State University System faculty contract increases. Additional teaching in summer and intersession is available.
