Environmental and Sustainability Initiatives Program Manager - Cook County Department of Environmental Control

About the Job & Responsibilities: Under the direction of the Director of the Department of Environment and Sustainability, manages environment and sustainability initiatives in the development, coordination, and implementation of various strategic plans and special projects. Coordinates all aspects of environment and sustainability programs, projects, and special initiatives from initiation through completion. Manages new initiatives and resource/tool development including grant writing. Promotes local, regional and strategic sustainability through the development, management and use of the Green Leadership Team and other local, regional and strategic initiatives. Minimum Qualifications:

ISTC is seeking to hire a Visiting Senior Scientific Specialist, Coastal Studies to provide scientific, technical, and project management support for coastal management program (CMP) objectives to address coastal hazards and build community resilience, improve coastal habitats, and enhance sustainable economic development and coastal recreation. This position is based in Chicago, Illinois.

Major Duties and Responsibilities:
  • Help coastal communities improve their capacity to prepare for and manage coastal hazards including shoreline change and flooding Assist with planning, coordination, implementation, and facilitation of regional working groups.
  • Translate scientific information for non-technical audience and develop communication tools such as visualizations (e.g., maps, videos), blogs, public presentations, and field trips that explain coastal processes and hazards.
  • Develop resources for stakeholders that support more effective planning and decision-making. Partner with federal, state, and local agencies on Great Lakes or lake wide resilience efforts.
  • Work with federal, state, and local agencies to improve coordination, understand funding opportunities, and determine strategies to improve coastal management.
  • Assist in developing responses to federal, state, commercial, and foundation funding opportunities.

Must have an understanding of Lake Michigan or Great Lakes ecological systems, coastal and great lakes environmental policies or regulatory framework. Complex problem solving and decision-making skills. Ability to organize and execute complex projects and meet deadlines. Effective communication, personal relations, collaboration, organizational, teamwork, and leadership skills. Demonstrated ability to perform effectively in a diverse and fast-paced work environment consisting of multiple and changing priorities with stringent deadlines, under minimal supervision. This position will involve traveling to attend meetings and conduct environmental field work. Field work will include driving to and from research sites, some of which may under adverse conditions (heat, humidity, biting insects, etc.). Must be willing to travel overnight within and outside the state of Illinois. Position involves lifting and carrying equipment weighing up to 35 pounds. Valid driver’s license and access to transportation.

Preferred Qualifications: Master’s degree in marine or coastal science or management, coastal geology, environmental sciences such as biology, management, policy, or related discipline. Alternate degree fields will be accepted/considered based upon the nature and depth of the experience as it relates to this position. Experience using GIS software including GIS spatial and temporal analysis. Experience creating clear graphics for complex information and using social media for strategic communication needs. Experience with stakeholder engagement, broad public outreach, and human dimensions or social science techniques.

This is a full-time, visiting academic professional, grant supported, 12-month position subject to the continued availability of funding and programmatic need. Position may become a regular, non-visiting position at a later date depending on funding and programmatic need. The starting date is negotiable and the salary is commensurate with experience.

An Academic Hourly Assistant position is available to work directly with manufacturing, industrial and public sector entities throughout Illinois to provide technical assistance in identifying opportunities and implementing solutions to improve efficiency associated with materials, processes, water and wastewater, and energy utilization. This position will focus on providing waste minimization and diversion assistance to our clients.  Work 20 hours per week at $25 per hour.

Duties and responsibilities will include:

  • Participate and contribute to on-site visits.
  • Assist in conducting research on planning and implementation of solid waste, recycling, compost, and other waste reduction and diversion programs.
  • Assist clients with facilitation and implementation of recommended opportunities.
  • Maintain up-to date knowledge of Illinois and US waste management and recycling regulations and policy.
  • Provide assistance in maintaining ongoing communication with clients and partners.
  • Assist with waste characterization and waste generation studies.
  • Assist with conducting primary data collection and analysis on current practices and opportunities in waste management.

The Memphis-Shelby County Office of Sustainability is seeking applicants for the position of Administrator.

The Administrator is responsible for directing the Memphis-Shelby County Office of Sustainability, coordinating various sustainability program areas and serves as an advocate on sustainable practices including, but not limited to energy efficiency, renewable energy, waste reduction and recycling, green infrastructure, sustainable food systems, and resilience. The Memphis-Shelby County Office of Sustainability is a joint city-county agency established in April 2011 charged with the implementation of the Sustainable Shelby Plan, published in 2009. Among many notable achievements, the office has been responsible for the development of the Mid-South Regional Greenprint and Sustainability Plan and successful award of $60.4 million from the HUD National Disaster Resilience Competition.

Qualifications
  • The ideal candidate possesses passion, motivation, and commitment to achievement and advancement of the city and county’s sustainability goals and objectives. Characteristics of successful candidates for the position include but are not limited to:
  • Master’s degree in Public Administration, Planning, Engineering, Environmental Studies, Landscape Architecture, or related field; Bachelor’s degree from accredited four-year college or university;

Duties and Responsibilities

POSITION SUMMARY:
The Urban Land Institute (ULI) is 501(c)(3) nonprofit membership organization with a mission to provide leadership in the responsible use of land for development of sustainable communities worldwide. ULI serves its members at the local level through 71 district and national councils. Its global content centers—including the Center for Sustainability—work to advance knowledge and catalyze the adoption of transformative market practices and policies worldwide.

ULI’s Greenprint Center—a program of the Center for Sustainability—is a worldwide alliance of leading real estate owners, investors, and strategic partners committed to improving the environmental performance of the global real estate industry. Through measurement, benchmarking, knowledge sharing, and education, Greenprint and its members strive to reduce greenhouse gas emissions by 50 percent by 2030, in line with the goals of the U.S. Department of Energy and the Intergovernmental Panel on Climate Change.

The Program Manager will be responsible for expanding the Sustainability Center’s newest program area—closely aligned with Greenprint—which focuses on commercial tenant space energy efficiency improvements. This program builds on a deep experience set of tenant spaces in the Empire State Building and elsewhere, and is intended to expand the adoption of highly efficient tenant buildouts to drive energy reductions in real estate. Drawing on a wealth of materials (case studies, resource guides, modeling tools) recently acquired by ULI, the Program Manager will be charged with developing and executing a roll-out strategy that brings this work to ULI members and others in the real estate industry, and increases the adoption of techniques that drive down energy use.

This position is ideal for an entrepreneurial self-starter with excellent communications skills and experience in developing project management plans. This position will be part of the Center for Sustainability team, and will require close partnership with the Greenprint team and a range of other ULI departments (e.g., communications, membership, convenings).

This is a full time exempt, term employment position, the project duration of up to 24 months may be extended based on funding availability and project needs. The position could be located in New York, NY or Washington, D.C.

SPECIFIC RESPONSIBILITIES:
  • Manage the transition and deployment of a tenant energy reduction program within ULI, including project timeline, budget, and consultants;
  • Manage project communications and marketing, including the rebranding of program tools and training materials as part of ULI’s set of offerings;
  • Conduct outreach to ULI local district councils, and partner with initiatives in key markets (e.g., 2030 Districts) to identify communications opportunities about the program.
  • Identify potential real estate owners, tenants, service providers, and project partners to help implement program; conduct outreach and answer questions from potential project participants; and travel to and present the work at conferences and events;
  • Track the implementation of this program into tenant spaces and interact with project participants to develop case studies and other impactful communications surrounding their experience;
  • Stay abreast of and actively participate in, as appropriate, related tenant sustainability programs being developed by the DOE/EPA as well as other local initiatives (e.g., through NYSERDA and PG&E); and
  • Collaborate with colleagues on related, cross-functional communications and projects.
REQUIREMENTS:
  • Bachelor’s degree in business, communications, real estate, environmental policy, or related field(s). Master’s degree preferred;
  • Five or more years of relevant experience;
  • Knowledge of commercial tenant leasing cycles, processes, and stakeholders;
  • Passion for environmental sustainability;
  • Technical understanding of issues around building energy use and tracking;
  • Familiarity with real estate service providers to help in identifying potential partners;
  • Strong project management skills—demonstrated track record of launching an initiative within a complex field or organization, including experience managing consultants, timelines, and budget;
  • Excellent oral and written communications skills—ability to serve as the primary representative of this work to building owners, major corporate tenants, and leasing service providers, and to craft audience-specific messages and materials;
  • Advanced computer skills (Microsoft office suite, especially Word, PowerPoint, and Excel), proficiency in social media and related communications tools;

ICLEIs Global Communications team, is responsible for communicating ICLEI's work compellingly to broad audiences through various media and channels including press outreach, websites, social media, reports and similar.
We are seeking a skilled writer and confident communicator as
Technical journalist
in the World Secretariat in Bonn, Germany, to support ICLEI's global communications on EcoMobility and local climate policies.
Responsibilities will include: 
In 2015, the journalist and media expert will support ICLEI's global communications in the lead-up to and during the EcoMobility World Festival 2015 (Johannesburg, South Africa) and the Local Government Climate Pavilion at the UN Climate Conference (Paris, December 2015) by:
  • Writing articles and press releases, preparing texts, writing and posting blogs and editing websites with a strong technical background in and understanding of sustainable urban development
  • Developing the basis for media outreach (including social media) by researching targeted media contacts, publications, and multiplier organizations
  • Building strong relationships with key partners in media agencies and other key stakeholders
  • Publicizing the different projects by developing appropriate media collateral (media kits, press releases, advisories) that will promote and explain the projects
  • Cooperating with the social media manager, visual designer and project teams on content and media-related activities
  • Implementing the media outreach for the EcoMobility World Festival 2015 and the Climate Pavilion through all types of necessary cooperation with local partners and event hosts, local media teams, external journalists.

Responsibilities will also include:
  • Maintaining comprehensive distribution list of target media, updating ICLEI media database and uploading the list on Mailchimp

Requirements: 
  • Experience in writing and journalistic work in reference to mobility and/or climate policy and/or local government for at least 1-2 years.
  • Degree in a relevant subject such as, Public Relations, Journalism, International Studies; or with a strong interest and proven experience in communications work with a degree in urban development, politics, public policy, international relations/development or similar.
  • Strong interest in the areas of cities and local government, urban planning & management, environmental sustainability, and mitigation and adaptation to climate change is an asset;
  • Very good oral and written communication.
  • Excellent command in English (written and spoken); proficiency in another language (esp. German) is considered as an additional asset.
  • Editing skills with an attention to detail.

GENERAL PURPOSE
Under direction, performs a variety of highly responsible, professional duties involved in the development, implementation and administration of specialized, complex and large programs to ensure the Port’s compliance with federal, state and local environmental protection laws and regulations; plans, organizes, supervises and evaluates the work of professional and technical staff; enforces environmental regulations of the Port code; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS Senior Environmental Specialist is the advanced professional level class in the Environmental Specialist class series.  Incumbents are assigned complex program responsibilities requiring a broad understanding of the Port’s environmental protection program goals, objectives and technical requirements in any and/or all of its program areas, including natural resources management, storm water management, watershed management, site assessment and remediation, bay water and sediment quality, sustainability and air quality and public information.  Incumbents develop, implement and administer policies and programs to ensure Port operations and activities comply with environmental protection laws and regulations. 

Senior Environmental Specialist is distinguished from Associate Environmental Specialist in that an incumbent in the former class develops, executes and monitors the most complex or sensitive environmental programs and serves as supervisor or team leader for a group of environmental specialists.
Essential Duties and Responsibilities:

The following statements are intended to describe the general nature and level of work performed by people assigned to this classification.  They are not intended to be an exhaustive list of all responsibilities, duties and skills required of personnel so classified.
  1. Plans, organizes, directs and evaluates the performance of assigned staff; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development; recommends merit increases and other rewards to recognize performance; takes disciplinary action subject to management concurrence, up to and including termination, to address performance deficiencies, in accordance with the Port’s human resources Rules and Regulations, policies and labor contract provisions.

  4. Performs or oversees environmental field investigative and compliance work and special studies requiring a high level of technical expertise and knowledge within areas of assigned specialty; plans, organizes and manages site assessments and field investigations, plans, manages, directs or performs field sampling, other environmental survey activities and activities associated with storm water, watersheds, bay water and sediment quality and hazardous waste management property inspections and clean-up/mitigation efforts and their associated educational programs; plans, organizes and directs the activities of field crews; performs or directs performance of both Port and tenant environmental compliance investigations; oversees the compilation and analyses of or compiles, analyzes and summarizes data and findings and develops and recommends courses of action.
  5. Formulates and manages detailed program plans; manages and participates in the development and recommendations of environmental programs (air, sustainability, stormwater, development), policies, operating and administrative policies and procedures; oversees development of policies, workplans, programs, calendars; plans, organizes and implements work activities to meet established environmental policies.  Monitors and ensures compliance with all applicable laws and regulations; facilitates the resolution of environmental issues between stakeholders, maintains and reports on program activities and performance results in compliance with environmental policies.
  6. Coordinates or assists in coordinating program activities with pertinent outside agencies; determines and makes recommendations regarding appropriate levels of coordination; participates in developing program partnerships with external agencies and organizations; assists in development of agreements for multi-agency efforts.
  7. Provides expertise, consultation, information and technical assistance to other departments, tenants, agencies and organizations; responds to a variety of environmental inquiries from representatives of different Port divisions/departments or tenants and develops and provides recommendations for addressing environmental issues; interprets, explains and applies laws, regulations, rules, policies, processes and procedures related to areas of responsibility for Port management, staff and tenants; coordinates with other agencies for information sharing and community education; responds to requests for information regarding program activities or requirements; represents the department in meetings with internal and external agencies regarding program issues; plans, develops and conducts in-house training for assigned programs.
  8. Plans, develops and conducts program outreach and promotional activities for assigned programs; develops or directs development of information, outreach and educational materials; works with in-house staff to plan, organize and implement effective public and media relations goals and strategies; makes presentations to tenants and community, neighborhood, business and school groups on assigned programs; plans and carries out initiatives to encourage public participation in program activities.
  9. Develops and manages consultant or contractor contracts related to assigned areas of specialty; coordinates and oversees work of consultants to ensure contract terms are met; monitors work programs and schedules to ensure timely project completion; reviews invoices and identifies discrepancies.
  10. Participates in analyses of environmental components related to programs of specialty in Port and tenant development and improvement projects; reviews and comments on bid specifications, contractor submittals and other applicable areas of projects; identifies issues and develops and offers recommendations for mitigation.
  11. Develops, writes, reviews, presents and maintains a variety of reports, documents, correspondence and records related to assigned programs; composes and presents written technical reports and reviews subordinate staff reports; drafts correspondence to other Port departments and state and federal regulatory agencies; drafts agenda items; maintains and oversees maintenance of accurate, complete and current records.
  12. Develops and recommends revisions and improvements to section and department guidelines and pertinent Port policies and procedures; keeps abreast of and incorporates training regarding environmental developments related to programs of specialty.

MINIMUM REQUIREMENTS
Education, Training and Experience: Graduation from a four-year college or university with a major in environmental, biological, physical, chemical or earth science or a closely related field to work being performed by the Port; and six years of progressively responsible experience involving analysis, planning, and/or implementation of professional environmental-related program assignments, at least two of which were in a lead or supervisory capacity.  A Masters Degree in environmental, biological, physical, chemical or earth science or a closely related field can be substituted for one year of experience.  Time served as a District Intern counts towards the years of experience.
