This Development/Redevelopment Planner is needed to assist SHRA and its constituent entities in increasing the availability of quality affordable housing throughout the City and County of Sacramento through the strategic rehabilitation or redevelopment of existing housing assets, as well as new development. Responsible for general planning, technical assistance, administrative oversight, reporting and community participation activities. Works within redevelopment areas targeting low -income communities, works with community-based organizations, developers and public entities. Research, evaluate, plan and implement community needs, strategies and activities to meet Agency goals, community needs and accomplish funded activities.

Education & Experience:

Education: Bachelor's Degree in Public Administration, Community Development, Urban Planning, or related field and Experience: 1 year related experience

Job Duties & Responsibilities: Community & Economic Development

  • Open and maintain ongoing communication with and between members of the community, its elected representatives and agencies serving the neighborhood. 
  • Empower community members by responding to concerns, mobilizing support and providing technical assistance through the development and training of community advisory groups, facilitation of public meetings, and presentation to existing community groups 
  • Lead in the development of a neighborhood strategic plan and assure the potential of its practical implementation by providing technical assistance and training in the strategic planning process, financial analysis, and interpretation of laws, regulations and eligibility planning process 
  • Attract funding sources, developers, businesses and investors to the neighborhood projects through written and visual presentations, coordination of events that attract media coverage, and personal invitations to tour and visit with community members and other interested parties 
  • Understand and apply the dynamics of community development as applicable to each project Capital & Infrastructure Project Implementation and Management
  • Identify appropriate funding sources in new and modified legislation and regulations and work with SHRA, City and County to open paths to existing funding 
  • Expedite the closing of all funding, contract, permit, licensing and other requirements to begin implementation of a project plan 
  • Maintain and coordinate the ongoing activities of projects at all levels of implementation 
  • Manage the budget throughout life of project, authorizing disbursement of funds in accordance with policy and regulations 
  • Maintain a database of properties in neighborhood 
  • Provide Agency and Commission with staff reports on projects being developed under their auspices 
  • Maintain commitment and support of the community, elected officials and key participants through ongoing communication and updates in the form of staff reports and other written and verbal presentations on progress; involving them in the review and planning of modifications as requested 
  • Provide or obtain technical assistance in any area needed 
  • Provide ongoing financial analyses. 
  • Coordinate public relations and marketing of projects at relevant points 
  • See projects through to successful conclusion.

Scout is seeking a part-time Community Research Intern starting early January 2016 to work closely with Scout staff on various projects involving community mapping, needs assessment work, outreach strategies, and nonprofit/organizational partnership building.
This position requires an enthusiastic, outgoing, personable, and detail oriented candidate who understands the relationship between neighborhood community members, their holistic needs, and how those needs interact with the landscape of institutions, nonprofits, and organizations. The ideal candidate is pursuing a Master’s Degree in Urban Sociology/Urban Studies, Non-profit Leadership, Cultural Anthropology or relevant equivalents.
We are seeking serious candidates willing to commit to a part-time schedule for no less than three months. Successful candidates will have a relevant background, applicable skills and enthusiasm for Scout’s work. We’re looking for engaged thinkers with diverse skill sets, who will bring creativity, experience and enthusiasm to our dedicated team.
ESSENTIAL FUNCTIONS
  • Produce comprehensive neighborhood analysis, including mapping existing assets and analyzing neighborhood data
  • Support the development of our communications strategy with target organizations, partners, programs and/or tenants that fulfill needs as evidenced by assessment
  • Prepare and execute outreach strategy as needed
  • General administrative tasks as needed.
REQUIREMENTS

Intern will be paid a stipend which reflects their experience level and time availability on a monthly basis. Role could start in December if suitable candidate is available and able to start.

NATURE OF WORK: Performs work of moderate difficulty in professional municipal planning; assists developers and the public in applying planning and zoning regulations and City information sources to development projects, technical issues and land use plans. Position involves competing demands, performing multiple tasks, working to deadlines, occasional work beyond normal business hours, and responding to customer issues. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policies. Work is performed in an office setting. Light physical demands; mostly desk work. Frequent use of a personal computer. First consideration may be given to current employees who meet the minimum qualifications. This recruitment will be used to fill a full-time, regular, exempt position with a primary emphasis in long-range or advance planning to include duties related to neighborhood, sector, corridor, comprehensive planning and other related planning projects that also involve community outreach.
DUTIES AND RESPONSIBILITIES:
  • Provides technical and professional planning services to achieve consistent and controlled growth in the City; assures project plans are in conformance to City goals, and in compliance with local, state and Federal codes and regulations. 
  • Reviews and evaluates development proposals, development designs, applications, planning and zoning changes, variance requests, technical documents and special permits for compliance with City standards and regulatory requirements; answers inquiries and assists the public and other agencies in matters relating to planning, zoning and permit review, and other City standards and regulations; provides information and recommendations within scope of authority. 
  • Reviews and processes a variety of applications, permits and plans; creates correspondence and reports, and coordinates with customers as needed; reviews development plans with residents, developers and builders; develops recommendations, and summarizes all issues for presentation to the City Council and Planning & Zoning Commission. 
  • Manages special projects as assigned; conducts research and analysis on permits, plans, rules and regulations; conducts field surveys to evaluate sites and determine suitability of proposed land use changes; researches planning issues and regulations, and provides data on land use issues and related subjects as requested. 
  • Participates in meetings with government officials and community groups; provides information to the Planning & Zoning Commission, the City Manager, City Council and other City departments as needed; coordinates with various regional government organizations, community groups, and state and Federal agencies; attends public meetings and presents information on regional planning and zoning issues. MINIMUM QUALIFICATIONS: Bachelor’s Degree in Planning, Engineering, Earth Sciences or a related field PLUS two years municipal, urban or regional planning experience. A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy. Valid driver’s license is required; Certification by American Institute of Certified Planners (AICP) is preferred. Position requires an acceptable driving record in accordance with City policy.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of: Principles of land use planning; City Comprehensive Plan and zoning codes; City, county, state and Federal laws, codes and regulations pertaining to community planning; research techniques for land use trends and regulations; nomenclature, symbols, methods, practices, techniques, and computer software used in planning, drafting, mapping, and statistical analysis as applied to land use; principles of record keeping and records management; business and personal computers, and spreadsheet software applications; City policies and procedures. Skills in: Researching and analyzing the factors affecting community planning projects; organizing, evaluating, analyzing and presenting data and information; preparing reports and checking designs, details, estimates, plans, and specifications of planning projects; analyzing planning issues, evaluating alternatives, and making logical recommendations based on findings; maintaining accurate and interrelated technical records.
Ability to: Assess and prioritize multiple tasks, projects and demands; communicate effectively in verbal and written forms; establish and maintain effective working relations with co-workers and customers; understanding and interpreting land use regulations, zoning enforcement and state and Federal laws.
