VDOT is seeking an Assistant Planner to provide technical support to the District’s Transportation Planning section. Develop and/or participate in transportation planning/transportation modeling (CUBE) for the District’s three Metropolitan Planning Organizations. Conduct and review traffic impact studies related to land development, rezoning applications, and site plans; coordination of studies with appropriate affected parties/organizations.
Must be proficient in ArcGIS and spatial analysis tools and be able to work across all disciplines of the Department in an organized and timely manner. Ideal candidate will perform technical analysis using numerous software packages like: HCS, Synchro, VISSIM, CORSIM, and SIDRA. Ability to generate and present written/verbal reports identifying issues, trends, and projections is highly desirable. Assist in the development and implementation of a comprehensive district planning program for all modes of transportation. Research district planning issues; identify deficiencies and present solutions; coordinate with local planning entities. Serve as assistant liaison between VDOT, local governments, local, regional and metropolitan planning organizations.

Description:
The Bay Area Regional Collaborative (BARC) is seeking an organized, creative and collaborative-minded person to serve as Program Assistant.  Working for Local Government Services, and assigned to BARC, this new position will work closely with the BARC Executive Director to help execute the ambitious work plan of BARC and its member agencies to advance regional efforts related to climate mitigation and adaptation, as well as other issues of regional significance that call for greater coordination among the regional agencies and other stakeholders.
This position is an exciting and unique opportunity to work closely with leadership from the Bay Area’s four regional agencies – including the Bay Area Air Quality Management District (BAAQMD), the Association of Bay Area Governments (ABAG), the Bay Conservation and Development Commission (BCDC), and the Metropolitan Transportation Commission (MTC) – in helping to identify ways in which the agencies can coordinate their efforts more productively to achieve important goals related to climate mitigation and adaptation as well as other important regional issues.
Typical responsibilities consist of:
  • Serve as a technical resource. Assist with and/or administer and coordinate specific projects; help develop, implement and maintain goals, objectives, policies and priorities for assigned projects and service areas; attend and participate in professional and community meetings; and stay current on related issues.
  • Interact with government officials, Committee representatives from business, non-profit, academic, philanthropic, and community organizations, and all levels of personnel; attend Committee meetings as may be necessary.
  • Compose and/or process a variety of letters, reports, memos, agenda items, packets, resolutions, policies, presentations and other documents; compile and maintain records and prepare statistical reports.
  • Assist in conducting and preparing planning-related statistical research and analysis; compile and check data; create tables, charts and other presentation materials.
  • Provide varied, complex and confidential administrative assistance to the Executive Director and as required to the Governing Board and other BARC member agency leadership; provide information regarding agency functions, policies and procedures to the public and other staff.
  • Manage phone calls, emails, communications, and meetings, refer inquiries appropriately; respond to complaints and requests as appropriate; respond to inquiries that often requires the use of independent judgment and the understanding of policies and procedures.
  • Maintain calendars, meeting and travel plans; schedule, plan, coordinate and administer meetings; coordinate, organize and maintain various records, files, manuals and resource materials; prioritize, distribute and process incoming and outgoing communications of all types; arrange meetings, and conferences; and facilitate communications.
  • Manage the collection, routing, approval and compilation of committee materials and packets; handle the proper distribution and posting of materials and packets; and compose and distribute minutes as appropriate.
  • Assist with updating and managing BARC website.
  • Evaluate and recommend tools for using social media effectively to advance work plan.
  • Establish and maintain positive and respectful working relationships with those contacted during the course of work.
  • Assisting with other initiatives as directed by the Executive Director.
The Ideal Candidate:
The ideal candidate will have a Bachelor's degree from an accredited college or university, in an appropriate discipline such as: community development; public policy, environmental, regional, urban or transportation planning, or a related discipline. Preference will be given to those with a Master’s degree.
Completion of a minimum of two years of experience in an appropriate field related to the area of assignment, and familiarity with local and regional policies and politics in the San Francisco bay area.  One year of graduate work in a discipline directly related to the position may be substituted for the required experience.  Additional professional work experience is desirable.    
Knowledge of:  Principles and techniques of regional transportation and environmental planning, engineering, or related knowledge areas. Have working knowledge and skills related to analytic techniques and tools, survey and data methodologies, and research and writing.
Ability to:  Communicate very effectively both orally and in writing.  Pay attention to detail and ensure accuracy in all work products.  Represent the BARC in a professional setting. Work effectively with others and as part of a team. Manage policy relationships between and among agencies that have different functions.  Knowledge of Word, Outlook, PowerPoint, and Excel needed for this position.  Strong analytical, problem-solving, organizational and interpersonal skills. Demonstrated ability to both understand complex policy issues and to integrate policy analysis into policy objectives and work plans. Conceptualize, organize, schedule and manage projects. Take personal initiative, and use sound judgment within established guidelines.  Demonstrated ability and strength to work directly with elected officials, executives, senior managers and policy staff.  Anticipate and adjust for problems and roadblocks.  Organize and prioritize multiple tasks and respond flexibly to changing demands.
Benefits and Compensation:
The salary for this position is $25.00—$35.00 per hour (Salary is dependent upon qualifications).  Local Government Services offers an attractive benefits package including:
Insurance – Employer-paid premiums up to a certain limit for medical, dental, vision, as well as life insurance at one times annual salary.
Retirement Plan – LGS is subject to California Pension Reform and has two pension plans. The plan employees will receive will be based on the individual's historical pension plan membership: either the 2@55 plan or the 2@62 plan as required by law.
Leaves – Vacation, sick leave, and administrative leave:
  • Vacation of 12 days/year.
  • Holidays of 10 days/year.
  • Sick leave of 6 days/year accrued.
  • Administrative leave of 1 day/year.
Other benefits include: A transportation stipend.

Under California statute (CA Code Section 66536.1), the Bay Area Regional Collaborative (BARC), also known as the Joint Policy Committee (JPC), is a consortium of member agencies that come together to address crosscutting issues of regional significance, with the ultimate goal of improving the quality of life for all Bay Area residents. Analyst Programmer III, Center on Urban Poverty and Community Development, Case Western Reserve University - Cleveland, OH

POSITION OBJECTIVE
Working under minimal supervision, the analyst programmer 3 will work with a varied team of faculty and research staff to support and expand the technical capacity of the Poverty Center's data systems including, but not limited to its Northeast Ohio Neighborhood Community Data and Organizing system (NEO CANDO) and Neighborhood Stabilization Team online resource systems to collect, manage, analyze and disseminate data to investigators, funders, and other stakeholders. NEO CANDO is a free and publicly accessible social and economic data system of the Center on Urban Poverty and Community Development, a research institute housed at Case Western Reserve University's Mandel School of Applied Social Sciences.
ESSENTIAL FUNCTIONS
  • Create and update query interfaces within the NEO CANDO suite of applications. Design, build, test, and maintain complex software systems requiring thorough knowledge of business applications and processes.
  • Analyze and define system scope and objectives.
  • Prepare details specifications and project management plans.
  • Manage the lifecycle of data through import, testing, and production.
  • Gather requirements from end users, assess requirements, and prioritize development activities to fulfill requirements.
  • Work with users, application team and technical staff to diagnose and resolve problems relating to a variety of business processes.
  • Make recommendations for system improvements and enhancements.
  • May direct small project teams as lead coordinator.
  • Process and clean data including entry, coding, analysis, and troubleshooting of data issues during the collection, aggregation, and dissemination of data.
NONESSENTIAL FUNCTIONS
Perform other duties and responsibilities as assigned, including: a) develop an enhanced visual interface for existing web-based tools; b) assist in maintaining relationships with the providers of information used in research; b) attend meetings in a support capacity with state and local government agencies and nonprofit organizations who are potential suppliers or users of data; c) contribute to research reports, briefing reports, news articles, information for the web page, information releases, and papers for academic publication; d) provide assistance to other members of the center's research staff and faculty as required.
QUALIFICATIONS
Education/Experience: Bachelor's degree in social science, computer science, programming, or a field in which statistical analysis or programming is required and 3 to 5 years of progressive experience or Associate's degree and 5 years progressive experience. Master's degree in computer science, social work, urban planning, geography, or other scientific field preferred.
REQUIRED SKILLS
  • Highly organized with strong quantitative and computing skills.
  • Client and server web programming skills in a Java environment.
  • Analytical skills and knowledge of computing theory.
  • Ability to work with minimal supervision and to seek out effective solutions for complex data analysis problems.
  • Proficient in Web 2.0 application concepts and protocols: HTTP, HTTPS, client-server interaction, DOM, AJAX, XML, JSON, XPath, XSL
  • Proficient in database management in MySQL.

Research Associate, Center for Tax and Budget Accountability - Chicago, IL

CTBA Seeks Research Associate


The Center for Tax and Budget Accountability is a bi-partisan 501(c)(3) non-profit research and advocacy think tank that promotes fair, efficient and progressive tax, spending, and economic policies.  CTBA seeks to hire a Research Associate to: (i) identify fundamental policy institutions which collectively work to disadvantage minorities, resulting in "structural racism"; and (ii) develop evidence-based policy initiatives designed to counter such structural racism effectively, thereby helping eliminate key barriers that inhibit minorities from participating fully in the American Dream.



Responsibilities include, but are not limited to: 

  • Research the interplay of various core policy areas such as education, fiscal, housing, healthcare, and social services to determine whether there is credible, quantifiable evidence of structural racism resulting from the interplay thereof;
  • Develop a public education/communications strategy to help inform decision makers, community stakeholders, and small groups, activists and the general public about both the existence and consequences of structural racism and how it manifests across core policy areas;
  • Develop policy initiatives to redress various aspects of structural racism, with an initial focus on education policy, education funding, housing, and economic/workforce development policy;
  • Develop training for and provide technical assistance to community groups, to assist their efforts to counter structural racism as it manifests in communities they serve;
  • Research, draft and edit white papers, fact sheets, issue briefs, etc.;
  • Assist in research conducted by other staff;
  • Represent CTBA within various coalitions;
  • Cultivate and maintain partnerships with elected officials and their staffs as well as other state wide, local, and national research and advocacy groups, universities, and other organizations;
  • Develop and deliver analysis, training, technical support, and presentations for other organizations, government officials, legislators, and the public;
  • Draft legislation on various issues; and
  • Represent CTBA at media events (e.g. editorial board meetings, press conferences, forums, television/radio/newspaper interviews). 

 
Candidates for the position should have:
  
A degree in public policy, economics, or a related field. A master's degree is preferred.
At least two year's experience in policy analysis or research. Familiarity with state or local government and legislative processes highly desirable.
Excellent written and verbal communications skills, including the ability to communicate technical information clearly to lay audiences both in writing and through public speaking.
Strong research, quantitative and analytic skills, including experience with SPSS, SAS, STATA, or other statistical analysis software a plus.
Strong proficiency in Microsoft Office Suite, especially advanced capabilities in Microsoft PowerPoint and Microsoft Excel.
Experience in grant writing desirable.
Self-motivation, ability to work independently, and ability to prioritize tasks.
Willingness to work as a part of a team. 

 Annual salary range $40,000 to $50,000, depending on experience and qualifications.
