Department of Planning is accepting applications for the position of GIS Administrator. Position is open for applications until 5:00 pm on Monday, June 27, 2016.

GENERAL DESCRIPTION: Under the direction of the Planning Director, is responsible for the overall maintenance and administration of the Citywide GIS database to include updates, training of other City staff and conducting quality assurance audits as needed/required.

EXAMPLES OF WORK:
Assists the City’s Information System’s division in maintenance of ArcGIS server and Portal; provides GIS application support to City staff, including use of web maps and mobile apps for staff viewing and collecting data; provides documentation for City staff end users in the form of Standard Operating Procedures; develops and maintains web maps for use by various City departments; produces maps and spatial analysis results for projects in Planning or other areas as assigned; works with other entities to establish electronic data and file exchanges related to GIS. Makes recommendations and provides expert advice to City administrative staff about the implementation of the City’s GIS strategic plan.

KNOWLEDGE, SKILLS AND ABILITIES: Have ability to work effectively with a diverse population, including the public, staff, and state and local agencies, in a courteous, efficient, and professional manner. Demonstrated ability to instruct and assist non-GIS users on methods of editing and collecting data using the appropriate software and hardware; knowledge of the function of local government and how GIS supports the mission of local government to serve the public interest. Must have the ability to effectively communicate orally and in writing, particularly communicating the function of various ArcGIS tools and programs. Ability to edit and maintain a large geospatial database in an ArcGIS server. Ability to create and work with web maps in ArcGIS for Portal environment and with various ArcGIS mobile apps, including Collector App.

EDUCATION AND EXPERIENCE: Two year degree in geographic information systems, cartography or related field, and two years relevant work experience required. Four year degree and two years working experience in geographic information systems, cartography or related field preferred. Must be proficient with GIS and in a Windows environment, including word processing, spreadsheet, and database software. Knowledge of ESRI ArcGIS platform, including desktop, server, online and mobile environments; experience with LGIM and MultiSpeak data model. Any combinations of education and/or experience that could provide the required knowledge, skills and abilities will be evaluated on an individual basis.

LICENSES AND SPECIAL REQUIREMENTS:
Valid Alaska drivers license or the ability to obtain one within 30 days of employment. Subject to a background check and successful completion of a pre-employment drug screening prior to beginning work.

GIS Analyst - Electrical Utility Sector
Urban GIS - Oak Brook, IL
To perform a variety of technical work relative to the assigned area of responsibility including GIS and computer aided drafting. The ideal candidate should have knowledge of basic mathematical principles, modern office procedures, methods and computer equipment. Basic knowledge of engineering computer software and GIS software, including ESRI and GE Smallworld, is preferred. The ability to read and understand Civil Engineering plans is a plus. The position also requires the ability to work on multiple projects at the same time and be able to meet deadlines.
Essential Job Functions:
  • Prepare and maintain electrical utility datasets, maps and plans using both CAD and GIS software.
  • GIS data processing and analysis using client’s custom TED software.
  • Maintain and organize a variety of records, reports and files.
  • Must be able to multi-task and prioritize tasks.
  • Must have good attendance and the ability to work well with people.
Qualifications:
Ability to effectively communicate and collaborate with individuals from a wide variety of backgrounds, both technical and non-technical, is required. Innovation and creativity, in addition to analytical skills and technical aptitude, are valued attributes for this position. Desired skill areas include geographic principles, cartography, mobile applications, geo-processing and spatial analysis, database management, cadastral data, CAD integration, Small World, and Arc GIS server technology.
Skilled with custom GIS tools and database development. Have strong experience with ESRI ArcGIS products. Possess knowledge of programming languages (VB.NET and C#)
Experience:
3-5 years of increasingly responsible technical experience in the area of GIS, Utility experience is desirable.
Training:
BS or equivalent in Geography, Planning, Engineering, or -related field. 2+ years of professional GIS experience in the utility sector is preferred. Strong cartographic skills and ArcGIS 10 skills required; additional specialized software experience is helpful. Excellent communication skills, adaptability, and ability to work independently and as part of a team are required.
Work Conditions:
Primarily in an office environment.
Relocation expenses will not be reimbursed. Local candidates preferred.

The selected candidate will compile & digitize other documents; design, develop & implement applications for accessing & analyzing spatial data; provide expertise for GIS system hardware/software, monitor system performance, and install, configure & maintain GIS software; document system/database parameters & usage guidelines; perform GIS troubleshooting activities and implement corrective action; and design & implement spatial databases for identified GIS applications, and document structures / verify compliance.
The GIS Analyst/Technician will also consult with users regarding data collection methods & maintaining data integrity; advise users of problems with daily operation of software & systems; provide user training/support on GIS software; help coordinate, monitor and evaluate the performance of outside GIS consultants, and act as Project Manager for GIS conversion projects.
Requirements: 
1-4 years Experience.
