Geospatial Data Scientist - Urban Planning and Policy, UIC (Chicago, IL)

Who: UIC Department of Urban Planning and Policy (UPP) - Urban Data Visualization Lab (UDVL)

What: This position is responsible for teaching activities and managing and conducting research and service within the areas of geospatial analysis and visualization technologies as pursued by UPP and the Urban Data Visualization Lab at the UIC. Due to the teaching responsibilities included in this role there will be a faculty component associated with this position. Specific job responsibilities include:

Who: Kansas City, MO City Planning & Development Department, Long Range Planning Division

What: The Development Specialist performs complex and difficult analysis and research associated with the Market Value Assessment program and current/future development matters related to city planning. Develops and maintains relations with a wide variety of governmental and private agencies, assessing trends related to land usage, identifying patterns in the local housing market, creating and maintaining associated data, and communicating process approaches and findings to community members, city staff and elected official. Uses reasonable independence, resourcefulness and initiative in executing assigned duties and responsibilities.

The Delaware Valley Regional Planning Commission (DVRPC) seeks a highly motivated, detail oriented GIS Specialist in the Office of Geographic Information Systems (GIS).
Working as part of a team of skilled planning and engineering professionals, this technical position is responsible for providing spatial analysis, cartography, and web mapping application development in support of the region’s transportation, land use, environmental, and economic planning activities. Working closely with other staff, and with the support and guidance of the Senior GIS Specialist, the GIS Specialist’s primary duties include compiling, analyzing, and managing geospatial data, designing and developing map products, and programming and implementing web enabled mapping applications.  Work is performed in accordance with broadly-defined agency policies and professional standards and under administrative and technical review by management during progress and upon completion.  Innovation and creativity are highly encouraged.
Responsibilities
  • Create, modify, maintain, and analyze geospatial databases.
  • Design and develop high quality cartographic products.
  • Design, develop, implement, and maintain web enabled mapping applications.
  • Build and maintain ArcGIS Server map and features services that support web, desktop and smart device applications.
  • Develop powerful and vivid data-driven visualizations.
  • Meet with staff to provide expertise that define data needs, project requirements, and required outputs.
  • Represent the Office of GIS and the Commission at meetings and public forums as required.
  • Will help coordinate the implementation of projects, objectives, policies and procedures for the production and maintenance of geospatial application development related projects.
  • Design and edit custom queries, scripts and other methods to meet customer needs.
  • Proactively identify application inefficiencies and propose solutions.
  • Perform other duties as required.

Qualifications
  • Proven experience with ESRI ArcGIS software.
  • Demonstrated ability to apply analytical methods and sound judgment to solve problems.
  • Considerable knowledge of cartographic principles.
  • Experience developing web mapping applications using ArcGIS Server, Leaflet, Google Maps API, CartoDB, and MapBox.
  • Experience with web development client-side technologies such as HTML5, CSS, JavaScript, jQuery, and JSON.
  • Knowledge of programming and web development server-side technologies: Python, ASP.NET, PHP, and Ruby a plus.
  • Experience with relational database principles including structured query language (SQL).
  • Ability to establish and maintain effective working relationships with DVRPC staff and client groups.
  • Oral and written communications skills that allow accurate translation of user requests into GIS products.

Minimum Experience & Training
THREE YEARS of professional Geographic Information Systems (GIS) or web application development experience; and graduation from a four year college/university, with major course work in GIS, geography, planning, computer science, information technology, or a related discipline. A Master’s degree can be substituted for one year of experience.
Salary Range: 
Mid to High 40,000s (position level & salary commensurate with education & experience)
