The Position: 

This role will lead a cross-programmatic team advancing research, advocacy, and technical assistance for MPC’s housing, community, and economic development portfolioThe Director will provide program oversight, supervision, and coaching for teams, strategic guidance for project implementation, and scope and develop new opportunities aligned with MPC’s values and areas of expertise. The position will report directly to MPC’s Vice President of Programs & Strategic Impact and will work closely with others on staff in multi-disciplinary project teams.  


The ideal candidate: 

 

  • Has at least five years of relevant experience and a record of accomplishment leading either housing and/or community development policy and economic development projects. This includes knowledge and understanding of housing production, development practices and understanding of the structural barriers that limit equitable community development. Has an academic and/or professional background in public policy, advocacy, housing, urban planning, or community development. Knowledge of local and regional actors and institutions in the Chicago region leading equitable community development and/or housing advocacy efforts is a plus. 

 

  • Has experience leading diverse teams and managing workflow process to ensure project deliverables are met. Has strong project management and communication skills and brings a strong equity lens to their work. The Director is a relationship builder who can cultivate and maintain strategic relationships with colleagues, partner organizations, and funders. They should have the ability to articulate MPC’s work to external parties, identify and leverage intersections across issue areas, work in diverse coalitions, and engage in problem-solving and consensus-building on challenging issues with stakeholders ranging from heads of government to community residents.  

 

Core duties include: 

  • Refine and implement MPC’s housing and community development agenda in collaboration with staff, partners, and stakeholders 
  • Oversight of projects under the existing work plan and respective project teams to ensure goals and funding obligations are met 
  • Support the creation of a development review process enabling MPC to evaluate catalytic development in the region 
  • Quarterly reporting on projects outcomes and maintaining project charters, staffing, and deliverables in the CRM database 
  • Monitoring of project budgets and support in building funding proposals 
  • Direct supervision of two staff members, and oversight of consultants, or contractors as needed 
  • Collaboration with peer group to coordinate workflows, align goals and leverage related work streams to increase impact 
  • Cultivate and maintain relationships with project funders acting as a liaison for the program team 
  • Act as organization spokesperson to convey MPC’s priorities and values through a variety of media communicating MPC’s work, priorities and thought leadership and strengthening external networks including community-based organizations, elected officials, and advocacy groups  
  • Develop staff with professional and technical skills to meet current and future organizational needs 
  • Help build a strong and inclusive culture where all employees can do their best work

Compensation and Benefits:   

Salary Range $100,000 – 115,000 

For the 2024 Benefit year, Metropolitan Planning Council’s robust and competitive compensation package for new full-time employees includes covering approximately 80% of the employee premium for health benefits, 100% of the employee premium for dental benefits, and Disability and Life insurance.  Additionally, MPC provides all full-time employees with a hybrid work environment, parental leave, caregiver leave, up to five weeks of accrued vacation, transit benefits, a professional development stipend, and access to an onsite fitness center.

Who: Land of Lincoln Economic Development Committee. This is accomplished through leveraging Sangamon County and the City of Springfield’s historical significance, strong education system and choices, state-of-the-art medical facilities, geographic location, low cost-of-living and broad human outreach initiatives. The Land of Lincoln Economic Development Committee (EDC) was created in Springfield and Sangamon County, Illinois, late in 2017 with the expectations that it will form a 501-c3, public-private, economic development corporation. The City of North Chicago is pleased to announce the recruitment and selection process for a full-time Director of Economic and Community Development. The salary range for the Director position is: $105,749.00 - $122,998.00 based upon qualifications.

The City of North Chicago, Illinois, (population 30,038), a home-rule municipality under the Illinois Constitution, is located approximately 36 miles north of the Chicago “Loop.” Located on the shores of Lake Michigan between Chicago and Milwaukee, North Chicago is the proud home to Naval Station Great Lakes, the only training command for United States Navy recruits and the Captain James A. Lovell Federal Health Care Center – the nation’s first fully integrated Veteran’s Affairs and Department of Defense entity.

The City of North Chicago is a Municipal Corporation and a home-rule unit of government under the Constitution of the State of Illinois. The City operates under a strong Mayor form of government. The other key elected members in the government include the seven members of the City Council, who make up the legislative branch of the City’s government.

The Director’s responsibilities entail accountability based on measurable cost effective results for the growth of the City’s tax base through various traditional and nontraditional methods. The role of the Economic and Community Development Director provides a strong, comprehensive approach for the future development of the City through a wide range of activities.

The Director will need to oversee existing business/industry outreach efforts to include site visits, attend business functions, assist existing businesses with expansion plans, be able to problem solve and coordinate follow-up.

The Director must have the ability to create a framework for encouraging and facilitating entrepreneurial based business development by coordinating access to local, regional and state resources; including business assistance, business retention, and financing plans. S/he must be able to gather, analyze and present economic development trend information clearly and effectively in order facilitate the best strategies for the City.

The role of the Director will include coordination of presentations and prospect visits with relevant City departments and local and regional economic development organizations.

The Director will serve as liaison between the City and private sector development in negotiation and development of performance agreements, evaluation of fiscal impacts, and developing recommendations to the Mayor, Chief of Staff and City Council.

Qualified applicants should have a clear understanding regarding the procedures and practices of economic development, urban planning, zoning, regulations and ordinances.

CANDIDATE QUALIFICATION CRITERIA:

The Economic and Community Development Director is an important member of the City’s Executive Staff. He/she will report to the Mayor and the Chief of Staff.

The City is seeking candidates with a strong, successful track record of economic development initiatives as well as experience and expertise in the following:
  • Economic development programs;
  • Urban planning principles and practices;
  • Real estate services and transactions;
  • Code enforcement practices and procedures;
  • City ordinances and zoning codes;
  • Community Development principles and procedures;
  • State and federal business assistance programs;
  • Business plan and credit analysis, financial packaging and commercial lending.
  • Economic recovery strategies;
  • Economic development finance, redevelopment, and emerging economic development trends;
  • Experience administering the Community Development Block Grant (CDBG) program.
  • Experience actively researching, writing, and managing grants from the Federal and State government and other private and public funding sources.
Candidates will need to possess a Bachelor’s Degree from an accredited school, in the area of Urban Development, Business Management, Public Administration or related fields, a Master’s Degree is preferred. A CEcD credentialed professional is preferred.

Candidates will be expected to have a minimum of seven years of progressively responsible managerial municipal experience; in a medium sized community, preferably in a strong Mayor and/or Council/Manager setting.

Candidates should have the ability to manage and efficiently deliver multiple and often complex projects, as well as, be creative, analytically and technically competent in government services.

Candidates should have an accessible, positive and collaborative management style, with an ability to establish credibility with the public and business community.

Have an ability to resolve problems and assist businesses, the public, and homeowners with projects and questions about municipal regulations, ordinances and codes.

Position Duties and Responsibilities
Operates under the general supervision of the Director of Community and Economic Development. Compensation

POSITION DESCRIPTION:

The 5291 Planner III in our Current Planning Division specifically supports the Southeast Quadrant Team with processing of discretionary permits and land use applications within a specific geographic area of the City, in conformance with the City’s long-range planning goals. The Planner III on the Southeast Team will also review applications for compliance with the Planning Code, various design guidelines, the Secretary of the Interior’s Standards for the Treatment of Historic Properties, and the California Environmental Quality Act (CEQA).

Under direction, the Planner III performs complex and responsible planning work in the land use, zoning, urban design, economic development, housing development, environmental planning, open space and recreation, code enforcement, historic preservation, real estate, waterfront planning, park planning, natural resource management and other related planning fields.

The essential functions of this job include:
  • Reviewing and evaluating various building and land use permit applications
  • Representing the department to government officials, community groups, developers, business organizations and the general public
  • Interpreting and explaining legal, technical and procedural aspects of planning work
  • Reviewing and/or coordinating the environmental review processes
  • Studying and making recommendations on complex planning related issues
  • Preparing clearly written, concise staff reports and documents that are understandable to the general public
  • Coordinating with other city and governmental agencies on planning matters
  • Developing, managing and coordinating public outreach processes for department policies, plans or initiatives
  • Developing and/or implementing planning policies and procedures
  • Compiling, analyzing and interpreting complex technical, physical, social, economic, and statistical data related to planning (such as urban policy development, planning projects, zoning permit and subdivision application review, open space and recreation planning, historic preservation, environmental review, property management, land management, natural resources and/or other legal requirements)
  • Designing and preparing graphic presentations to illustrate planning and development concepts
  • Supervising and reviewing the work of subordinates and consultants engaged in planning work
  • Performing related duties as required
  • Planner III’s may be required to attend meetings or participate in work-related activities outside of normal working hours (evenings and weekends) in various community locations. Some positions may require possession of a valid driver license, and may require specialized experience in order to perform department-specific planning duties. 
MINIMUM QUALIFICATIONS:
Possession of a baccalaureate degree from an accredited college or university AND four (4) years (8,000 hours) of verifiable full-time-equivalent experience in an urban, city, regional and/or other related planning environment (such as transportation planning, environmental planning, architecture or urban design);

OR

Possession of a master's degree from an accredited college or university in City, Regional or Urban Planning, or a closely related field such as Architecture, Landscape Architecture, Geography, Urban Studies or Environmental Studies AND two (2) years (4,000 hours) of verifiable full-time-equivalent experience in an urban, city, regional and/or other related planning environment (such as, but not limited to transportation planning, environmental planning, architecture, historic preservation or urban design).

DESIRABLE QUALIFICATIONS:

  • The stated desirable qualification may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.
  • At least 2 years of development review experience managing large development projects in an urban environment.
  • Experience managing complex, politically-sensitive development projects.
  • Ability to effectively handle multiple high-level projects with competing deadlines.
  • Strong project management and communication skills.
  • Strong public speaking and presentation skills and ability to effectively and sensitively communicate, both orally and in writing, with a broad variety of people, staff, stakeholders, other agencies, as well as local, regional and State officials.
