This is a full-time, managerial position that reports to the City Manager. This position will lead, direct and coordinate the activities of the Community Development Department comprised of the essential functions of Planning, Zoning, Inspections, Licensing, Code Enforcement, and Shuttle Bus Services.

The Director of Community Development assumes full leadership and management responsibility for all Community Development Department services and activities, including current and long-range planning, zoning, building inspection, code compliance, plan review, permit processing, historic preservation, senior and disabled shuttle bus service, and licensing as well as manages and directs department personnel.

Other duties include but are not limited to:
  • Administers, interprets and implements the Comprehensive Plan, Zoning Regulations and Subdivision Code and ensures compliance with Federal, State, and local laws, ordinances, rules, and regulations;
  • Responds to difficult and sensitive public inquiries and complaints and assists with resolutions and alternative recommendations;
  • Develops, reviews and implements policies and procedures to meet legal requirements and City needs; and
  • Drafts ordinances and negotiates agreements regarding planned development districts, annexations, and other development issues subject to review by the City’s Corporation Council and City Manager
QUALIFICATIONS
This position requires a bachelor’s degree in urban planning, public administration, business administration or related field plus seven years of municipal administrative experience in community development and at least two years of successful supervisory experience. Position also requires a professional certification from the American Institute of Certified Planners.

SALARY and BENEFITS
Salary range begins at $75,000. The City of Collinsville offers a comprehensive benefits package, which includes health, dental, vision and prescription 100% funded by the City for employee only coverage. Pension is with the Illinois Municipal Retirement system.
