Transportation and Mobility Planning is responsible for planning, designing, and operating the transportation and mobility infrastructure for the City and County of Denver (CCD). The division is responsible for programming changes to the city's multimodal transportation system. It also reviews, evaluates, implements, and maintains transportation system improvements. The staff in the Planning Division are leaders in urban transportation, and work to implement the Mayor’s Mobility Action Plan.
Transportation and Mobility Planning team is seeking a qualified Associate City Planner with expertise in multimodal transportation; transit, pedestrian, and bicycle planning. This position is responsible for advancing the implementation of the Transit program and other multimodal priorities within the Transportation and Mobility Planning Division of DOTI.
As an Associate City Planner for the Transit program, duties would include, but are not limited to, the following:
The duties of the Associate City Planner include:
- Administer the Employee Transportation Program for the City and County of Denver’s approximately 13,000 employees, developing, delivering, and incentivizing programs for using alternative transportation and reducing drive-alone rates.
- Assist with long-range and project-specific planning projects and multi-agency/multi-jurisdictional planning efforts by recommending changes and/or modifying plans and projects to ensure consistency with Denver Moves
- Conduct studies and research on transit utilization, service, operations, treatments, assets and commuter benefits
- Support planning and design of capital projects and services such as shared bikes and scooters and neighborhood-scale transit
- Prepare variety of visual materials including advanced graphics, maps, and charts to synthesize and communicate technical and complex information to a variety of internal and external audiences
- Participate in stakeholder engagement, planning committee meetings, with neighborhood groups, City Council, and other impacted communities on transit and multimodal issues

Project Associate Duties:
- Create tools and deliver technical assistance to grantees to successfully implement equity-focused carsharing, ridesharing, and micromobility projects
- Develop and maintain partnerships between mobility operators, public agencies, EV networks, utilities, and community-based organizations in support of programs
- Conduct research and perform evaluation of mobility projects from around the country
- Conduct research on implementation of mobility initiatives that use alternative fuels for new mobility programs
- Support local and regional agencies in developing mobility policies, including the creation of Shared Mobility Action Plans for local and regional agencies.
- Perform project management tasks such as work planning, tracking, invoicing, reporting, and client interaction Track and document shared mobility programs and policy trends
- Build relationships with potential partners, and maintain account and contact information in SUMC databases
- Contribute to SUMC communications efforts such as writing blog posts and news items
- Represent SUMC at meetings and conferences
Required Qualifications:
- Established skill at writing reports based on original data and analysis to advise on public policy

- Bachelor’s degree in a related field such as city planning, public policy, or business administration AND at least five years’ experience in related positions such as transportation and land use planning or mobility industry operations, product, or public affairs
- Master’s degree in a related field such as city planning, public policy, or business administration AND at least three years’ experience in related positions such as transportation and land use planning or mobility industry operations, product, or public affairs
Preferred Qualifications:
- Advanced degree in a related field such as city planning, public policy, or business administration
- Experience with technical analysis and evaluation specific to transportation projects

The Parking and Transportation Demand Manager has broad leadership and management responsibility for an operational division including garage operations, maintenance, and revenue collections; coordinating with field enforcement services; and is responsible for program development and management.
This position also develops and monitors the division budget; serves as staff liaison for the Parking Advisory Committee and Downtown Community Benefits Improvement District (CBID); develops operational goals, objectives, and priorities; oversees the work of consultants and contractors; and may supervise staff.
Typical duties include: Managing the City’s downtown parking lots, parking garages, and on-street parking spaces; providing oversight of any third-party management agreements for parking operations, equipment or services; managing development of the City’s Transportation Demand Management (TDM) programs, mobility planning strategies, and policy strategies; coordinating with downtown employers, Commute.org, SamTrans/Caltrain, private shuttle providers, and the Downtown CBID; participates in the planning, development, and design of municipal parking facilities and related parking control systems; represents the TDM program and makes presentations to other City departments, governmental agencies, policy boards, and a variety of business/community groups and organizations; responds to and resolves citizen inquiries and complaints; develops policies and procedures related to parking management; prepares recommendations on codes, ordinances, and resolutions; develops, recommends, and administers revenue control and operational policies and procedures; prepares and administers project and program budgets; develops, implements, and maintains marketing and communications programs; develops requests for proposals for parking services, equipment, and technology; routinely assesses and recommends rate and fee adjustments; and troubleshoots operational problems and recommends solutions.
