This position is located in the Department of Labor, Employment and Training Adminstration, Office of Job Corps. The position requires the performance of a variety of program-related assignments in one or more front-line, core workforce development lines of work. The incumbent analyzes legislation and develops program requirements, establishes and revises program policy and operating procedures, reviews budget plans and financial tasks and procurement proposals for conformity and compliance with program requirements, procedures and policies, and provides technical assistance.

This position has promotion potential to the GS-12.
This position is inside the Bargaining Unit.

The incumbent of this position will have oversight of multiple youth- based contracted projects,i.e.residential and educational/vocational Job Corps Centers servicing 16-24 year old "at risk" youth, and outreach and career transition services for these youth. Duties and responsibilities include:
-Conducting complete studies for the development of guideline material. -Serving as a contracting officer representative (COR). -Reviewing and approving contracting budgets, vouchers and invoices. -Reviewing all financial aspects of Job Corp contracts. -Evaluating contractor proposals and writing comprehensive assessment reports. -Administer contracts and assisting in coordination and collaboration with programs of other Federal agencies. -Selecting successful methods and techniques used by other organizations and adapting and extending such material to solve problems in similar situations. -Contacting officials of other organizations to advise on problems and render technical assistance. -Conducting on-site reviews of the administration and internal operations of the funded programs. Reviewing and analysis of State Law, regulations and administrative procedures to determine compliance with legal requirements or the review and analysis of project plans and proposals to determine compliance with legal requirements and/or responsiveness to the needs of the customers. -May serve as regional lead for the provision of technical assistance and guidance to regional staff and other stakeholder groups on specific program activities and/or legislative initiatives.

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service.

Specialized experience is defined as experience which is in or directly related to the line of work of the position to be filled and which has equipped the candidate with the particular knowledge, skills and abilities to successfully perform the duties of that position. 

Examples of specialized experience for the GS-11 include: Experience assisting in the planning and development of the budget plan for contracts and/or evaluation of proposals. Experience recommending options and strategies for deploying agencies funds for decision making; reviews programmatic and financial performance of contracts and proposes corrective action steps when issues are identified. Analyzes reports on performance, funding, expenditures, and initiatives to identify issues in need.  Experience monitoring, reviewing, and recommending for approval/disapproval contract modification, and providing input into draft audit resolutions. Develops and provides training to partners and the community at large. Investigates and evaluates complaints; audit costs and payments; recovers disallowances; participates in closeout activities.

Examples of specialized experience for the GS-12 include: administering contracts; conducting on-site reviews of the administration and internal operations of the funded programs. Experience in planning and development of the budget plan for contracts and/or evaluation of proposals. Experience recommending options and strategies for deploying agencies funds for decision making.  Coordination and collaboration with programs of other Federal agencies. Review and analysis of State law, regulations and administrative procedures to determine compliance with legal requirements. Knowledge of program objectives and requirements to develop, plan, adapt, and apply new techniques and methods to solve problems.

Educational Substitute: applicants may substitute education for specialized experience as follows:

GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

GS-12: There is no substitution for education at this grade level.
