| The GIS Technician/Environmental Planner is a part-time position responsible for: 1) Maintenance and updates to the existing Barrington Area Geographic Information System (BAGIS), and GIS support to the Barrington Area Council of Governments (BACOG) office and its government members; and 2) Support for the BACOG groundwater program including coordination of water quality testing, development of new groundwater-related materials, accumulation and analysis of information and data for presentation maps, graphs and reports, and assistance with environmental planning related to water and land use. The GIS Technician reports directly to the Executive Director of BACOG. Responsibilities require strong skill sets in GIS and graphic presentation as well as strong organizational skills, independent goal-setting and interest in local government matters. The position also requires strong communication, writing, problem-solving, creativity, volunteer coordination and public education-oriented skills. ESSENTIAL FUNCTIONS AND DUTIES BAGIS and Groundwater-related GIS: BACOG updates and maintains the Barrington Area GIS (BAGIS) data for the regional area which includes parts of four counties. The Technician/Planner compiles and updates data from various sources, including federal, state, county and municipal sources. Data comes in various formats, and conversion skills are helpful. Using BAGIS, the Technician/Planner will perform general cartography and map production, provide GIS expertise, perform spatial analysis, and may create new data layers. The Technician/Planner will become familiar with products that have been previously developed and learn to operate existing models in ArcScene. The Technician/Planner will use database design skills to input regularly-acquired new water data. Groundwater Planning: The GIS Technician/Environmental Planner will use the groundwater science developed by BACOG to develop planning, policy and education materials for BACOG’s member governments and the public in areas such as water supply and sustainability, water quality and chemistry, and water level monitoring. Activities will include developing and writing materials for comprehensive plans, model ordinances, school programs, reports and brochures, and general support to the groundwater program. General: The Technician/Planner may communicate with village and township staff and officials in order to provide maps or related planning products, may conduct research, may provide technology training, and may provide grant proposal support. May help assess equipment and software needs of the office and provide technical support to staff on an as-needed basis. MINIMUM QUALIFICATIONS Bachelor’s degree in Geography or Urban Planning or related field, with strong GIS coursework. Courses in environmental science, geology or hydrogeology, database or computer science, and urban policy or planning is desirable. Possession of a valid state driver’s license. SKILLS REQUIRED Knowledge of and experience with ArcGIS Desktop/ArcView 10, Spatial Analyst, 3D Analyst, working knowledge of Microsoft Word, Power Point and Excel, Access, and Publisher 2007. Skills in information services including basic html, computer maintenance, and software installation are a plus. HOURS AND COMPENSATION The GIS Technician/Environmental Planner position is a permanent part-time position at approximately 15 hours per week. BACOG’s office hours are Monday through Thursday, 9:00 AM - 5:00 PM. Scheduled hours for the Technician/Planner are flexible within the listed hours. Attendance at limited evening committee and board meetings is required and will be compensated. Compensation for the GIS Technician/Environmental Planner position is $17-19 per hour depending on qualifications. There are no benefits, relocation assistance, or sponsorship of work visas.
