City Planner/Land Use - City of Hobart, Ind.

CITY OF HOBART, INDIANA
Position Title: CITY PLANNER/ZONING ADMINISTRATOR/LAND USE PLANNER

Supervisor:   DIRECTOR OF DEVELOPMENT
Position:   FULL TIME
Salary Range as per current Salary Ordinance:   2011 range is $38,000.00 to $53,191.00

Duties and Responsibilities:
-Serve as liaison and chief advisor to the Board of Zoning Appeals, Plan Commission and Historic Preservation Commission.
-Process all applications for PC, BZA, and HPC
-Attend all PC, BZA, and HPC meetings.   Attend City Council, Board of Works, and Park Boards meetings as necessary.
-Oversee/create ordinances, memos, certificates, letters, and related documents prepared by the secretary.
-Perform initial site plan review and meeting coordination for all development projects.
-Prepare and administrate request for proposals for various planning and engineering consulting services.
-Provide requests of information regarding land use related ordinances, files, and zoning maps.
-Work in unison with the city engineer and public works departments regarding all transportation and capital projects.
-Serve as chief liaison for all applicable NIRPC boards and committees.
-Work in cooperation Director of Development on land use matters associated with development and redevelopment of target areas of the city.
-Draft Sub-Area plans to analyze underdeveloped areas of the City in regard to future capital improvements, preferred land development patterns, protection of riparian areas, wetlands and open space as well as recommend financing methods and marketing strategy to implement plans.
-Work with all other department heads to accomplish goals and objectives identified through planning efforts.
-Administrate Community Development Block Grants
-Identify and obtain grant opportunities for the City
-Review of all plats and filings and permit requests related to the zoning ordinance and all other municipal and/or building codes.
-Review and update ordinance and regulations for PC, BZA, and HPC as needed.
-Serve as Floodplain Administrator
-Work with local municipalities, school districts, conservancy districts, utilities, and other governmental agencies to achieve local, regional, and national priorities.

Skills and Knowledge Needed:
-Excellent organizational, interpersonal, technical and communication skills.
-Ability to follow directions, perform quality work under deadlines and work independently.
-Attention to detail and ability to multi-task is essential.
-Ability to visualize three dimensions the impacts of two-dimensional plans.
-High level capability to review plats, maps, site plans, and surveys and offer suggestions for improvement, when applicable.
-A thorough knowledge of engineering, construction, planning practices, local codes, Indiana Code, federal regulations and grant procurement.
-Demonstrated mastery in computer technology necessary to perform job duties including but not limited to GIS, word processing, spreadsheets, data base development and internet research.
-Ability to work cooperatively with staff, public, fellow professionals and county, state and federal agencies and organizations.
-Ability to legally operate a motor vehicle.
-Ability to work outdoors in field conditions and operate necessary equipment.
-Willingness to work extended hours for after-hours meetings and occasional travel.
-Close communication with Mayor, City Engineer, Director of Development (Supervisor), Building Official and other city departments.

Education and Experience Required:
-Bachelors or Masters Degree in Urban Planning, Public Administration, or other relevant degree.  AICP preferred.  With three to five years relevant experience.
