DESCRIPTION:
The Prince George’s County Planning Department of the Maryland-National Capital Park and Planning Commission is seeking an experienced Master Planner to manage a comprehensive revision of the county’s Zoning Ordinance.
As Master Planner you will manage a multi-year effort to modernize the county’s Zoning and Subdivision Ordinances. You will be working with a team of planners, technicians, and consultants to create an ordinance that is: effective at regulating a broad range of development types (including urban and transit-oriented mixed-use, traditional residential and commercial, and rural development types); logically organized, clearly written, and transparent to the public; able to advance the public’s interest in development standards without unduly extending the time, complexity, or cost of the approval process for the private sector; and generally demonstrates best national practices in zoning and subdivision legislation. You will collaborate with county, state, and federal officials; affected community members and neighborhood associations; business groups, land developers, and their consultant teams. After adoption of the new ordinance, you will serve as an expert on its application and implementation. The position reports to the Chief of the Countywide Planning Division.
EXAMPLES OF IMPORTANT DUTIES:
1. Manages a staff team that will review, analyze, and draft comprehensive revisions to the county’s nearly 1,000-page Zoning Ordinance.
2. Oversees the selection and management of consultants.
3. Applies best national practices in zoning and subdivision legislation.
4. Identifies needed improvements to the development approval process as well as the underlying development standards.
5. Analyzes current development trends in the county, including urban, transit-oriented and mixed-use development, and modernizes the ordinance accordingly.
6. Solicits input from stakeholders in the residential community, the business sector, and government on needed revisions.
7. Explains recommended revisions to elected and appointed officials and community groups prior to adoption.
MINIMUM QUALIFICATIONS:
Master’s degree in planning, public administration, or related fields and six years of progressively responsible professional level planning experience that included at least three years of project leadership and coordination experience; OR an equivalent combination of education and experience.

DESIRABLE QUALIFICATIONS:
1. Proven ability to manage projects to meet work program objectives; including the delivery of work products on schedule and within budget, and in accordance with progressive planning principles, best practices, and high quality standards.
2. Expert proficiency in zoning, land use regulation, land use law, and/or land development.
3. Specific familiarity with urban, mixed-use, and transit-oriented development and alternative approaches to regulating it.
4. Demonstrated ability to manage or facilitate complex, multi-year projects involving multiple stakeholders and a wide array of disciplines, sensitive political issues and challenges, and diverse communities.
5. Strong communication skills, oral and written; ability to develop and maintain collaborative relationships with a variety of stakeholders, including elected officials and agency officials at all levels of government, non-profit organizations, developers, civic groups, and others involved in planning, community and economic development, rural and environmental preservation, agriculture, and real estate development.
