Regional Planner (Entry Level), Bennington County Regional Commission (BCRC) - Bennington, VT


Regional Planner

The Bennington County Regional Commission (BCRC) seeks a qualified individual to fill an entry level position as a Regional Planner, with primary responsibility for overseeing the organization’s emergency management planning program. The BCRC is a regional planning agency serving seventeen municipalities in southwestern Vermont. The region includes historic villages, the two major population and employment centers in Bennington and Manchester, resort communities, and rural countryside. A large amount of land in the region lies within the Green Mountain National

Responsibilities related to emergency management planning will include:
• Assisting other staff with preparation of local and regional Hazard Mitigation Plans.
• Provision of technical and administrative assistance to the Local Emergency Planning Committee.
• Coordination with the Vermont Division of Emergency Management and Homeland Security (VTDEMHS) and providing assistance at the State Emergency Operations Center as needed.
• Provision of support for emergency management compliance and related training events in the region in cooperation with VTDEMHS.
• Serving as a regional coordinator between FEMA, VTDEMHS, towns, and regional organizations during disaster events.
• Assisting local governments, schools, and other community organizations with their emergency planning needs, applications for grants, and grant administration and management.
• Working with municipalities to develop and maintain Basic Emergency Operations Plans and Flood Hazard and Fluvial Erosion Hazard regulations.

Although previous experience in the above activities is desirable, training from existing BCRC staff, workshops, and certification programs will be available to the Regional Planner.

The Regional Planner also will be responsible for specific tasks associated with the BCRC’s solid waste management program, including administering recycling programs, organizing household hazardous waste collection events, and applying for and administering related grants. Additional job responsibilities may include assisting other BCRC staff with development of comprehensive plans, land use regulations, special planning studies, and other tasks as needed.

The Regional Planner will work closely with staff and volunteers from local and regional organizations, municipalities, and state agencies. Frequent attendance and participation in public meetings is required. Strong oral and written communication skills are essential as is a working knowledge of office productivity software. A working knowledge of geographic information system software is preferred.

A bachelor’s degree in planning or a related field is required; relevant training and experience will be considered. Starting salary range is $37,000 to $40,000 depending on qualifications. The BCRC offers excellent health insurance and retirement benefits plus an outstanding work environment.
