JOB SUMMARY:

Relocation expenses will not be paid

The incumbent serves as Transportation & Marketing Program Associate Deputy Administrator and, as such, shares fully with the Deputy Administrator the overall responsibility for overseeing the development, formulation, administration and coordination of the Program activities and policies. Specific program areas include: research on and development of wholesale and alternative market facilities; research on and development of farmers markets and direct marketing; the Federal-State Marketing Improvement Program; the Farmers Market Promotion Program, and the Department's agricultural transportation program.

The duties may include, but are not limited to:
  • Provides leadership in formulating, integrating with overall national policy, and administering long-range and current policies applicable to the Program's responsibilities.

  • Shares responsibility with the Deputy Administrator for formulating policies and programs of T&M and serves as a consultant and advisor to the Administrator, Associate Administrator, Deputy Administrator and other officials of the Department on matters relating to T&M activities.

  • Provides administrative and technical direction, coordination, and control in the execution of the approved policies and programs carried out Program wide.

  • Provides leadership in developing and maintaining working relationships with the Legislative and Regulatory Review Staff insofar as issues relate to the Program's mission.

  • Represents the Program, agency and the Department in establishing and maintaining relationships with producers, trade organizations, the public, governmental, and various public groups for the purpose of furnishing technical information, obtaining
    and explaining/ defending policy and program recommendations, and promoting harmonious and cooperative relations with these groups.

  • Evaluates suggestions made by interest groups and individuals to improve policies and program services, and implements those which will improve program objectives.

  • Assures that outside views are available for consideration by senior Department officials.

Qualifications and Evaluations

QUALIFICATIONS REQUIRED:

To qualify, you MUST meet all qualification requirements by the closing date of the announcement.

SPECIALIZED EXPERIENCE AT THE GS-15 GRADE LEVEL
Applicants must have one year of specialized experience equivalent in level of difficulty and responsibility to the next lower level in the Federal Service. This experience may have been obtained in the private or public (local, county, state, Federal) sectors.

Examples of qualifying experience include, but are not limited to:
  • Experience developing program plans and necessary procedures in the achievement of program objectives, and ensuring smooth program development and execution.

  • Experience correlating and evaluating materials prepared by the staff.

  • Experience representing the program at meetings concerned with policy and program issues and involving Congress, other agencies, and/ or industry organizations.
THERE IS NO EDUCATION SUBSTITUTION FOR THE GS-15 GRADE LEVEL.

    • Knowledge of the marketing of agricultural commodities and related industries, in order to oversee the formulation of programs and services related to Transportation and Marketing Programs.

    • Experience formulating, planning, organizing and implementing work plans, policies, in order to recognize, identify, anticipate, and evaluate progress towards objectives and develop alternative plans; to support and defend the operations and activities of an organization in the face of criticism.

    • Experience leading people, establishing and maintaining working relationships with diverse groups and individuals while embracing theories pertaining to leveraging diversity and the application of affirmative action and EEO principles and practices.

    • Experience communicating verbally in order to (1) support and defend the operations and activities of an organization in the face of criticism and (2) develop and maintain working relationships with diverse groups and individuals.

    • Experience communicating in writing in order to produce reports and policy directives for a variety of groups and individuals on the operations and activities of the organization.
