City of Highwood, City Manager

Highwood, IL (population 5405), a Home Rule Community, is seeking an extraordinary individual to serve as City Manager. Located in Lake County, IL, Highwood is a full service community, including General and Building Adm, Police, Fire, Parks/Rec, Lake Michigan water plant, three unions, 30 FT employees, and a budget, excluding Capital projects, of $7,000,000. The City is located 27 miles from the Chicago Loop, and 20 miles from O’Hare Airport. The City is served by two Metra Stations. Highwood is famous for its unique and frequent community festivals, outstanding dining, and hosting the 2008 United States Bocce Championships.

Highwood seeks a strong manager, with a minimum of three years of CAO or Assistant CAO experience. The successful candidate must have exceptional computer skills, be a hard worker, have experience in a union environment, and a strong desire to make a difference. The City is continuing to evaluate options for outsourcing services and seeks an individual with contract services experience. Having a small staff requires the Manager to be versatile, politically savvy, and able to provide support and direction to a strong Council. Building the management team, developing staff and addressing the City’s financial issues will be a challenge. An MPA is preferred. Appointed by the Mayor and approved by the City Council.

Salary range $85,000-110,000, DOQ. Benefits include partially paid health insurance, IMRF, usual leave and vacation benefits, and voluntary 457 plan.
