Job Summary:

Through the administration, management, and oversight of a $10 billion annual grant program, FTA supports the development and construction of subway, light rail, and bus systems to help communities provide travel choices; improve access to jobs and health care; drive economic growth; and protect the environment.
As Supervisory Transportation Program Specialist, you will lead the staff of the regional office with responsibility for providing an early FTA presence and becoming actively involved in the state and local transportation planning and program (grant) development process in the six Great Lakes states. You will also manage and direct all activities in the regional office relating to the development and approval of capital, operating and planning grants. This includes providing detailed review and analysis of grant applications to determine justification and program eligibility and availability of funds. You will be responsible for the preparation of documents recommending approval to the Regional Administrator of capital and planning grants, letters of no prejudice, transportation improvement programs and advance construction authority.
This position is ideal for a senior level professional transportation program specialist who has excellent leadership, communication and analytical skills and is looking for an opportunity to apply project and program management experience as it relates to the transit industry.

Major Duties:
Manages the regional metropolitan Transportation Improvement Programs (TIP) and State Transportation Improvement Programs (STIP), in coordination with FHWA. Manages and performs planning process certification reviews jointly with FHWA.
Recommends approval of Unified Planning Work Programs (UPWPs). Reviews air quality conformity analyses developed by Metropolitan Planning Organizations (MPO), coordinating with FHWA and Environmental Protection Agency (EPA) as necessary, and makes recommendations to the Regional Administrator on air quality conformity findings.
Assists grantees in the development of environmental documentation, reviews those documents for compliance with National Environmental Policy Act (NEPA) and FTA program requirements.
Represents FTA through oral and written communications in meetings at Regional and Headquarters levels and in the field with state and local officials, representatives of public and privately owned carriers, and various public and private groups concerned with transit matters. Assists in the preparation briefing papers, statistical reports and policy papers on a broad range of regional office and grantee activities and in support of policy and procedural decisions for use by the Regional Administrator and/or headquarters.
Manages FTA's Office of Planning and Program Development Office. Supervises diverse staff including administrative, technical and professional levels. Mentors employees and assists in individual development plan implementation. Creates a culture that encourages others to meet the organization's mission.
Qualifications:
To meet the minimum qualifications for this position, you must meet the experience qualifications for the grade at which you are requesting consideration.

| GRADE 14 | Experience working in the capacity of a transportation program specialist/analyst, Manager, or Team Leader in areas related to planning, environmental, project management, and/or grant programs related to public transportation. |

PROBATIONARY PERIOD REQUIREMENT: New supervisors must complete a 1-year probationary period.
