Senior Budget Analyst, City of Chicago

The City of Chicago Department of Budget and Management is seeking a Senior Budget Analyst who will, under supervision, perform at the fully functioning level supporting the preparation and administration of the City's annual budget, and performs related duties as required.

Duties include:

· Apply guidelines, procedures, policies or regulations related to program or project funding or budget, such as tracking program/project costs, allocations, apportionments and funding/cost limitations

· Conduct cost-benefit analysis of deliverables under established budgets, providing recommendations to authorized/interested sources based upon results

· Analyzed and evaluated actual and potential fiscal effectiveness of current and planned programs and/or operations, including identification of actual or potential problem areas, trends, imbalances or similar factors in the programs/operations and projects involved.

· Provide technical and analytical expertise on a variety of issues related to the implementation and administration of budget formulation and execution process.

· Provide advice and recommendations on assigned budget areas to officials and senior managers

· Develop and prepare written complex analyses involving programmatic and financial data across a number of fiscal years and multiple data elements.

· Plan, administer, and monitor expenditures to ensure cost-effective support of programs and policies

· Conducts independent management studies to evaluate the efficiency and effectiveness of City programs and recommends changes where needed

· Evaluates budget requests from operating departments for the establishment of new positions and new or expanded programs and services

· Reviews departments' annual budget submissions and recommends the allocation of funding based on spending caps, priorities, and departmental initiatives

· Assists departments in preparing budget estimates for corporate and grant-funded programs and services and equipment purchases

· Analyzes current and past spending patterns and makes recommendations for budget appropriations

· Monitors the disbursement of departmental appropriations identifying problems and recommending budgetary controls

· Approves or denies requests for fund transfers between accounts ensuring account balances are sufficient to meet financial obligations

· Prepares status reports of budgetary activities and special projects

· Participates in gathering cost information from operating departments requesting emergency or supplemental grant funding
