Fiscal Analyst with North Carolina General Assembly

SPECIFIC SUBJECT AREA PREFERENCE:

This specific vacancy announcement is to recruit for a Fiscal Analyst I position on the Division’s Economy and Finance team. The position’s primary focus will be economic impact analysis on various proposals affecting state-level budget policy. Primary responsibilities are to conduct economic impact analysis on proposed legislation, and to evaluate economic impact analyses produced by others on various economic development and budget policy proposals. Therefore, preference will be given to applicants who have experience with economic impact analysis. Applicants for the position are encouraged to provide specific information in support of their qualifications to perform the following:


  • Understand and explain concepts related to economic impact analysis;
  • Understand and explain benefits and limitations of economic impact studies;
  • Familiarity with economic impact analysis tools such as REMI, IMPLAN, or RIMS II would be helpful (this is not a necessary requirement for consideration);
  • Analyze and interpret economic data to determine trends and descriptive characteristics; and
  • Communicate effectively in writing and orally to non-technical audiences.


GENERAL DUTIES:

The Fiscal Research Division serves as the primary central nonpartisan staff that provides budgetary and policy analyses to members and committees of the North Carolina General Assembly. Working in teams of 2 - 5 people, fiscal analysts provide expertise in subject areas such as taxation and finance, education, health and human services, justice and public safety, natural and economic resources, information technology, state administration, transportation, and salaries and benefits.


Fiscal Research Analysts are expected to perform complex research and analytical assignments on behalf of legislative committees and commissions, individual legislators, or other legislative staff. Frequently, such analyses require substantial, practical knowledge of public finance and public budgeting, personnel, procurement, and effective and efficient organizational practices. All work must be performed objectively with a high degree of skill and accuracy in a timely manner.


Fiscal Analysts are required to work unpredictable hours, particularly during legislative sessions.


EXAMPLES OF DUTIES:

  • Prepare and present economic impact reports and briefing documents to a legislative committee.

  • Present objective analyses of fiscal policy issues to legislative committees in a public setting before an audience of diverse interests and opinions.

  • Accurately interpret statistical and fiscal data for substantive trends and note key observations.

  • Analyze the fiscal/economic impact of bills and prepare fiscal/economic impact notes as may be required.

  • Prepare and deliver written and oral presentations in subcommittee, full committee, or interim study committee settings.

  • Perform other duties as directed.


Minimum Qualifications:

  • A Master’s degree or greater from an accredited institution and at least one year of experience in economic analysis; or an equivalent combination of education and experience (such as, but not limited to, a bachelor's degree and at least five years of experience). An advanced degree in economics is preferred. Candidates must: (1) demonstrate effective oral and written communication skills to non-technical audiences; (2) have strong quantitative skills; (3) be proficient in using computer software applications to produce professional work products (i.e., graphs, charts, tables, and memorandums with standard desktop packages); (4) produce effective results within short time frames; and (5) adhere to objective, non-partisan work standards.

  • Experience analyzing or working on applied economic research with work on economic impact analysis preferred.

  • General knowledge of the principles and practices of applied microeconomics.

  • Ability to maintain composure and work cooperatively under pressure on a daily basis.

  • Demonstrated ability to work objectively and impartially and adhere to strict confidentiality requirements.
