Title: Director, Center for Working Families Support Services
Reports To: Executive Director
Supervises: Financial Coach, Employment Coach, Community Technology Center Coordinator, Client Intake Specialist, Income Supports Specialist
Mission: Jane Addams Resource Corporation (JARC) was founded in 1985 as a not-for-profit community development organization to build healthy communities through workforce, economic, and human development.
JARC is a Center for Working Families (CWF) that focuses on job training and workforce development. JARC’s manufacturing training programs follow the Sectoral Model and target strategic skills gaps in metal fabricating. As a CWF, JARC offers bundled supportive services (income supports, financial coaching, employment coaching and basic computer skills). The interplay between these two models provides a holistic strategy for helping individuals and families transition out of poverty.
The Support Services Director oversees the design and delivery of bundled services by JARC CWF staff. The director executes JARC’s grant through the Social Innovation Fund (SIF) in association with the Local Initiatives Support Corporation (LISC). The director leads the agency’s effort to attain and document performance metrics using Efforts to Outcomes (ETO). The director leads the agency efforts to launch a third, new job training program focused on IT as per the agency’s Strategic Plan 2011-2014.
Essential Functions:
• Manages programs with combined annual budgets of $375,000; these programs are supported by a diverse portfolio of private, state, and federal grants.
• Executes the CWF model for bundled services; representative program outcomes include net income, net worth, and credit score increases, access to income supports, training-related job placement, and job retention
• Develops strong strategic partnerships with current and prospective funders and service providers; conducts management and reporting activities related to program grants and projects
• Assists Executive Director with preparation of annual budgets and work plans for the CWF Supportive Services Cluster
• Supervises delivery of CWF services to participants in the Careers in Manufacturing and Manufacturing Skills Program clusters; works with other Directors and Executive Director to maintain and build synergies between these clusters
• Supervises agency efforts to collect and manage data in all phases of CWF activity; organizes and presents data to internal and external stakeholders; performs data analysis to measure program outcomes, successes, challenges, and opportunities
• Leads JARC’s WIA-funded IT career training program
• Supervises execution of SIF contract in association with LISC.
• Supervises execution of CDBG contract in association with LISC.
Team Functions:
• Serves as a member of JARC’s Management Team
• Leads Services Team in concert with other Cluster Directors
• Participates in board-staff Strategic Plan committees
• Coordinates preparation of program updates for CWF Cluster
• Participates in and contributes to CWF Program Director meetings, conferences, trainings, and events
Qualifications:
• Bachelor’s Degree
• Master’s Degree or 5 years program management experience preferred
• Supervisory / managerial experience in any of the following areas: financial education, financial services, job training, employment services
• Strong IT skills
• Strong background in all phases of data management
• Strong written and verbal communication skills
• Proven ability to manage projects; government and performance-based contract experience essential
• Strong professionalism, flexibility, good judgment, and commitment to teamwork
