The Baltimore City Department of Planning, Comprehensive Planning Division is seeking a qualified individual to fill a Senior Capital Planning Analyst position to manage Pimlico Local Impact Aid, assist with the development of the City’s capital budget, and serve as a district planner.
Essential Duties and Responsibilities
- Serve as Planning Department lead for Pimlico Local Impact Aid.
- Help develop and review the City’s capital budget.
- Lead or assist with neighborhood master plans.
- Develop and grow relationships with community leaders, institutions and other stakeholders within assigned geography.
- Provide planning expertise to community leaders and stakeholders.
- Provide input during development review process.
- Develop and provide expertise about planning and policy issues to other divisions, City agencies, and external stakeholders.
Required Knowledge, Skills and Abilities
- Knowledge of capital planning budgetary principles and practices.
- Ability to establish and maintain effective working relationships with City agency managers and other personnel.
- Strong analytical ability.
- Skill in utilizing standard business software programs such as spreadsheets, word processing, database, presentation and graphics programs.
- Ability to express ideas and abstract thoughts clearly in written and oral form.
- Ability to solve problems using a balance of technical competence, creativity, and pragmatism.
- Mastery of techniques for involving a wide range of people in making decisions.
- Understanding of the social and environmental impact of planning decisions on communities.
- Ability to work with the public and articulate planning issues to a wide variety of audiences.
- Ability to function as a mediator or facilitator when community interests conflict.
- Ability to envision alternatives to the physical and social environments in which we live.
- Knowledge of plan-making and project evaluation.
- Understanding of local, state, and federal government programs and processes.
Minimum Education and Experience
- Master’s degree in business, public administration, planning, economics, accounting or statistics from an accredited college or university and three years of experience in the analysis of capital improvement projects; or
- Bachelor's degree in business, public administration, planning, economics, accounting or statistics from an accredited college or university and five years of experience in the analysis of capital improvement projects.
