POSITION DESCRIPTION
Under direction of the Manager of the Bureau of Environmental Management, the Planner III performs difficult and responsible environmental review work, participating in all phases of environmental review including analysis of environmental impacts and mitigation measures; coordinates difficult environmental review cases; performs complex initial environmental studies; provides information to the public on environmental review procedures; and performs related duties as required.

Essential duties include but are not limited to:


• Preparing and directing the work of staff and consultants in the preparation of various environmental impact documents;
• Analyzing, evaluating and preparing reports and environmental impact documents on complex water and sewer infrastructure projects;
• Reviewing environmental impact documents and ensuring project compliance with federal, state and local laws and regulations;
• Interpreting and explaining legal, technical and procedural aspects of environmental review to the public, boards and commissions (potentially in controversial situations or under a high-level of public interest);
• Preparing technical reports and correspondence;

The Delaware Valley Regional Planning Commission (DVRPC) seeks a planner/research analyst with interest and experience in the fields of energy, greenhouse gas reduction, and climate change adaptation. This is a planning and policy research position assisting and performing analytical work, conducting studies, and coordinating with member governments and planning partners. This position will provide support for projects undertaken by the Office of Energy and Climate Change Initiatives.
DVRPC's Office of Energy and Climate Change Initiatives leads, supports, and coordinates efforts to reduce energy consumption and greenhouse gas (GHG) emissions, and prepares for the impacts of climate change, in the nine-county Greater Philadelphia region. Because about 90 percent of the region’s GHG emissions are associated with energy use, the office’s GHG reduction work focuses on energy conservation, energy efficiency, and facilitating a shift to low-carbon energy. The office conducts planning activities and technical studies throughout the Philadelphia metropolitan region in partnership with public and private organizations.  Specific assignments may include supporting analytical, educational, and policy efforts related to energy production and use, and climate change resiliency. Day-to-day tasks include collecting, analyzing and communicating the development of policy and plans, and managing relationships with diverse stakeholders. 
The Research Analyst’s work will be carried out in accordance with well-defined objectives and professional standards under the close technical supervision of the Manager of the Office of Energy and Climate Change Initiatives, who in turn reports to the Director of the Planning Division.

The Delaware Valley Regional Planning Commission (DVRPC) seeks a planner/research analyst with interest and experience in the fields of environmental resources, energy and climate change, sustainability, and smart growth. This is a planning and policy research position assisting and performing analytical work, conducting studies, and coordinating with member governments and planning partners. This position will provide support for planning projects undertaken by project teams across the Planning Division (chiefly the Offices of Environmental Planning, Energy and Climate Change Initiatives, and Smart Growth).
The Planning Division and its Offices conduct planning activities and technical studies throughout the nine-county Philadelphia metropolitan region in partnership with public and private organizations.  The purpose of this work is to protect environmental resources and open space, to plan for and implement the regional multi-use trails system, to reduce energy use and greenhouse gas emissions, to facilitate community actions to become more resilient to the impacts of climate change, and to foster efficient land use patterns and zoning that supports a diversity of housing choices, walkable neighborhoods, and revitalized communities.   Specific assignments may include supporting development of trail feasibility studies, managing trail grants, and tracking the status of trail projects; creating municipal environmental resource inventories and maintaining the regional protected open space inventory; supporting analytical, educational, and policy efforts related to energy use and climate change resiliency;  conducting place-based transit-oriented development and redevelopment plans; and assisting with smart growth and livability outreach efforts. Day-to-day tasks include collecting, analyzing and communicating environmental, land use and active transportation data, supporting the development of policy and plans, and managing relationships with diverse stakeholders.

  • Experience in at least several of the following areas: trail and open space planning; energy use, greenhouse gas reduction, and climate change adaptation; and land use planning, transit-oriented development, redevelopment planning, and comprehensive planning.
  • Strong interest in sustainability, energy and climate change, trail development, environmental planning, and community development, among other planning issues.
  • Background or training in quantitative analysis.
  • Strong quantitative skills, excellent writing skills, and initiative.
  • Ability and willingness to take supervisory direction.
  • Ability to present results of research effectively in oral, written, and graphic form.
  • Ability to focus on details and possess strong organizational skills.
  • Ability to establish and maintain effective working relationships with associates, planning officials and the general public.
Minimum Experience & Training
ONE to THREE YEARS of professional experience in city/regional planning and such training as may have been gained through graduation from a four year college/university, with major course work in a planning-related discipline and applicable to planning. A master’s degree in city or regional planning may be substituted for one year of professional experience. An equivalent combination of education and professional experience in urban planning, design, social science research, environmental studies, or governmental services will be considered.
