JOB SUMMARY:

This position is responsible for the development and monitoring all Engineering and Public Works’ capital projects within the annual Capital Improvement Program (CIP). JOB SUMMARY:
This position schedules and directs routine and emergency operations for night shift Customer Service Division, including maintenance and repairs of various village infrastructure assets, and is responsible for the banner program, reported trip hazards and cost-share sidewalk program, rapid response program, pickup and disposal of dead animals found on village, county, and state roadways, collection and disposal of refuse generated through Adopt-A-Highway program, delivery and collection of barricades for block parties, mulch delivery, graffiti removal, emergency repairs as necessary, water service shut off and turn on, and the administration of the village’s custodial contract. Assists in the Snow and Ice Control program. Responds to emergency conditions.  Develops short-term and long-term work schedules, and responsible for implementation of the Division’s budget and work projections.

7.    Acts as Duty Foreman in a weekly rotation with all Foreman and has a general working knowledge of all public works functions for response to emergency situations. This position serves an on call role and is the first point of contact during afterhours and responds to a wide range of calls including but not limited to building alarms, watermain breaks, sewer backups or street light knockdowns.
8.    Gathers information, uses facts, data and quantitative measurements to assess outcomes, proposes solutions, tracks quality and enables improvement. Makes appropriate judgments and/or decisions and uses resources efficiently and effectively.
9.    Performs snow and ice control functions and assists in emergency operations such as floods and wind or rain storms; assists in planning and executing labor forces during special events.

11.    Provides appropriate input on divisional budgets and prepares new item justification forms as required. Tracks divisional accounts and procurement card usage.

QUALIFICATIONS:
1.    Associates Degree or equivalent credit hours towards a bachelor’s degree with major course work in business management, engineering, or closely related field.
2.    A minimum of five years of experience in a Public Works Department with a thorough knowledge of skilled maintenance and construction work.
3.    A minimum of two years of supervisory experience coordinating a range of activities undertaken by others that involve directing, monitoring, and evaluating performance of staff in a lead capacity.
4.    Possession of a valid State of Illinois Class A Commercial Driver’s License (CDL) or ability to obtain within six months from date of hire.

JOB SUMMARY:

JOB SUMMARY:

Assists and trains employees in the effective use of facts, data, and objective analysis for use in decision-making and for process improvement. Implements plans for improvement taking into consideration the impact of the changing conditions and makes an accurate assessment of the results.
3.    Evaluates the unit’s goals and priorities in relation to those of the organization/institution and redefines as changes occur. Prioritizes and schedules activities and assigns resources to various needs. Demonstrates initiative to proactively track a variety of complex responsibilities and see them through to effective and timely completion
4.    Plans, organizes, and prioritizes work in order to perform duties in a timely manner. Identifies the appropriate stakeholders and involves them in the process. Establishes clear objectives and can break larger projects into individual tasks to better plan out the work. 5.    Provides enhanced interaction between management and employees through regular contact with Division Foremen and employees. 6.    Works with the Division Foremen to establish and communicate clear and meaningful performance standards and expectations to employees. Gives appropriate feedback to employees regarding work strengths and accomplishments as well as areas to be improved.
7.    Supervises and evaluates performance of the Foremen under their supervision and reviews evaluations made by Foremen of their subordinates. Identifies and addresses performance problems directly and appropriately. Takes prompt appropriate corrective action, provides staff development as needed and follows through in resolving the problems.
8.    Assists in the analysis of the village’s infrastructure and makes recommendations to the Director and Assistant Director regarding improvements and maintenance that should be addressed.
9.    Assists the Assistant Director and/or Director in the preparation and administration of the operating budgets including materials and supplies; participates in recommending and justifying new manpower.
10.    Thorough knowledge of the Department’s Standard Operating Procedures and Safety Practices; ensures that all procedures/practices are followed.  Acts as a role model in following the organization’s policies and procedures, employee manual and labor contracts.
11.    Coordinates an effective training schedule of subordinates in work practices, proper equipment operation and maintenance, and safety issues in the workplace. Proactively and collaboratively identifies areas for employees' development and seeks opportunities to empower staff to achieve their fullest potential.
12.    Communicates with residents and other customers to resolve service disputes and provides the highest quality of service in an impartial manner within the policies and framework established by the Village; works with all levels of employees within the organization; always represents the Department and Village in a friendly, courteous, and professional manner.
13.    Prepares and occasionally presents agenda items for the Engineering and Public Works Committee, Village Board and any other committee as assigned.

Job Duties

  • Assists in developing operational plans; gathers, interprets, and prepares data for studies, reports, and recommendations. 
  • Coordinates all areas of communication for the Public Works department. 
  • Acts as the department safety coordinator conducting accident investigations, recommending procedures, practices and training, and monitoring compliance with federal and state law. 
  • Conducts research and prepares studies, reports, and related information for decision making purposes; prepares proposals for programs, grants, services, and policies. 
  • Oversees administration of grant programs including maintenance of files and completing required reporting. 
  • Manages the work order system to streamline work assignments, ensure call out records are maintained and helps track labor hours. 
  • Assists in selection and implementation of software to aid department in collecting and analyzing data to evaluate efficiency of the department practices and use of resources. 
  • Provides professional management support to the Deputy Director and Supervisors.

NATURE OF WORK:
This is a senior technical position requiring a thorough knowledge of municipal engineering. The position is responsible for the day-to-day operation of the engineering function (in-house and under contract) that designs and constructs the city’s infrastructure, prepares plans, specifications, and estimates of construction projects, attends public meetings to discuss proposed and approved construction projects, performs design and construction inspection work as needed, assists in preparation of the capital improvement budget; prepares reports and technical recommendation for City Council approval and maintains records and reports of technical and official archive materials for Public Works improvement projects.


ESSENTIAL FUNCTIONS (Specific assignment will include some or all of the following):
Extensive knowledge of civil engineering theory, principles, practices and construction techniques and materials; ability to execute Civil/Transportation design, construction plans and develop specifications; ability to supervise subordinate staff, including professional, technical and support staff; ability to perform difficult technical engineering work and research and develop work utilizing innovative techniques; ability to establish and maintain effective working relationships with staff, citizens, contractors, city officials and the general public.
  • Serves as Project Manager on projects of extreme complexity and/or magnitude and on federally-funded construction projects.
  • Evaluates performance of subordinate staff, recommending personnel actions including salary increases, disciplinary action, training, developmental activities and related areas.
  • Responsible for the engineering component of the City’s Geographic Information System, working in conjunction with IT.
  • Prepares RFPs, RFQs and Bid documents for various projects. Manages contract negotiation and administration of consultants retained for infrastructure improvement projects
  • Prepares loan and grant applications for State and Federal funding, including, but not limited to, Community Development Block Grant, Illinois Environmental Protection Agency State Revolving Loan Fund and Illinois Department of Transportation; responsible for all associated paperwork including disbursement requests and progress reports.
  • Coordinates with government agencies on State and Federally-funded public works projects.
  • Coordinates with staff from other divisions and departments on projects.
  • May serve as the engineer of record for specific projects.
  • Prepares plans and specifications for bidding.
  • Manages pre-bid and pre-construction meetings for capital improvement projects.
  • Reviews work performed by consultants on various public works projects and provides recommendations.
  • Inspects work performed by contractors on various public works projects and provides recommendations.
  • Reviews and approves requests for payment from consultants and contractors.
  • Prepares memos and supporting information to receive approval from City Council.
  • Prepares newsletters for distribution concerning construction projects and updates for citizens and the public.
  • Reviews private development plans.
  • Coordinates preparation of easement documents.
  • Serves as engineering staff support to the Board of Local Improvements.
  • Performs additional public works duties as required

Minimum Requirements

MINIMUM REQUIREMENTS OF WORK:
  • Must possess a bachelor’s degree from an accredited college or university in Civil Engineering or substantially similar area.
  •  Must possess seven (7) or more years of professional engineering work experience, with five (5) or more years in an engineering project manager role managing multiple municipal contracts in excess of $1 million.
  • Must be a registered Professional Engineer in the State of Illinois.
  • Within 18 months, must obtain National Incident Management System (NIMS) certification in IS-700, IS-800, ICS-100 and ICS-200.
  • Within 30 months, must obtain NIMS certification in ICS-300.
  • Must be currently licensed as a professional engineer in the State of Illinois; or fulfill Illinois reciprocity requirements for non-Illinois licensed professional engineers within 6 months of employment.
  • Must possess a valid driver’s license and a safe driving record.
  • Knowledge, skills, and abilities in the following areas:
  • Extensive knowledge of architectural, civil engineering, and/or environmental engineering theory, principles, practices and construction techniques and materials.
  • Ability to prepare design, construction plans and develop specifications.
  • Ability to supervise subordinate staff, including professional, technical and support staff.

Additional Information

PHYSICAL REQUIREMENTS OF WORK:
The ability to work in a sedentary position, occasionally using force to lift, carry or otherwise move objects normally found in an office setting. The employee is subject to inside and outside environmental conditions.


SUPERVISION:
Exercises considerable latitude in the performance of duties. Reports to the Bureau Chief – Capital Planning and Engineering in the Public Works Agency.



PUBLIC CONTACT:
This position requires significant public contact and involvement. The Senior Project Manager may attend and/or participate in City Council meetings, Council committee and ward meetings, community meetings and workshops, conferences, and Plan Commission meetings as required.
