JOB SUMMARY:
This position is assigned administrative and management work designed to supply professional support to the Assistant to the Village Manager, Deputy Village Manager, and Village Manager.  These assigned responsibilities will aid in the development and ongoing administration of a variety of village programs and services, and in the management of related administrative functions, as well as assist in the planning and/or execution of administrative operations, thus freeing top management for more in-depth and specialized work.  
 
Work assignments vary from highly detailed tasks to broad responsibilities, typically carried out with minimal supervision and evaluated through reports, conferences, and observation, or results obtained.  Assigned projects may deal with unique situations that arise in the village, sensitive or confidential issues, potential changes in village policies, or large-scale projects that require interdepartmental cooperation and coordination.  Monitors a variety of village contracted services and franchise agreements for compliance with regulations, prepares progress reports, and performs specialized enforcement functions.  Added responsibilities may also include general office aid such as greeting customers, voter registration, assisting with, or resolving resident complaints, and the preparation of materials for the village president, board of trustees, or advisory bodies of the village as directed.
 
This role with analyze data and extract insights and will need to clearly communicate to a wide range of audiences with confidence and credibility, prioritize projects effectively, and manage time efficiently.
 
JOB DUTIES:
1.    Serves as one of the points of contact within the Manager’s Office for visitors, community, and organizational members to figure out and implement proper responses to inquiries and concerns.  Responds to various outside complaints from the quarterly newsletter, customer service requests, as directed.
2.    Aids the organization by undertaking, coordinating, and/or administering special projects or initiatives.  Projects include working on the annual budget and capital improvement program for the village.
3.    Conducts organizational and procedural analyses using field investigation and analytical techniques to find, develop, and implement practices, programs, policies, and procedures affecting projections and any other factors affecting municipal service delivery in departments, divisions, or sections.
4.    Monitors and aids in the administration of cable, utility, and franchise agreement complaints to resolve reliability and other related issues, and develops reports as directed.
5.    Conducts regular quality control reviews of the village’s website to ensure accuracy, relevance, and clarity of content; updates and maintains web pages as needed to reflect current information and services.
6.    Serves as the village’s ADA Coordinator, ensuring compliance with the Americans with Disabilities Act by coordinating accessibility efforts, addressing accommodation requests, and supporting inclusive program and facility development.
7.    Serves as the village’s Records Retention Coordinator, overseeing the management, organization, and lawful disposal of official records following state and local regulations, and ensuring compliance with approved retention schedules.
8.    Oversees and audits Customer Service Representative (CSR) processes to ensure consistent service delivery, compliance with internal standards, and opportunities for continuous improvement.
9.    Monitors the village’s social media channels and facilitates timely, appropriate responses to public inquiries and comments in coordination with relevant departments.
10.    Perform other duties as assigned.
 
QUALIFICATIONS:
1.    Master’s degree in public or business administration or a related field.
2.    A minimum of two years of experience in a similar position, which shall have been at the level of an administrative or management intern or higher. 
3.    Proficiency with current computer technology, job-specific software, and customer service systems.  
 
STARTING SALARY RANGE:  $86,287.00 - $95,995.00 annually dependent on qualifications. The salary range for this position is $86,287.00 - $125,117.00 .

Description of Primary Purpose


Primary PurposeProvides assistance in the development and implementation of short and long range plans, leading projects, and giving project support over multiple departments; supplying policy and process analysis, gathering, interpreting, and preparing data for studies, reports, and recommendations. Essential Duties and Responsibilities


Researches, analyzes and presents special projects and policy considerations to staff and City Council. 

Leads implementation of projects across multiple departments as assigned. 

Prepares a variety of studies, reports, and related information for decision-making purposes; conducts research analyzes and prepares recommendations regarding proposals for programs, grants, services, budget, equipment, etc.  

Prepares drafts of speeches, presentations, resolutions, ordinances, contracts, administrative policies, etc. as assigned. Assists executive staff with compilation reports upon request and prepare written reports as needed.

Prepares and coordinates City communications related to official plans, policies, and procedures to staff and the general public under the oversight of the City’s Communications Manager; makes presentations to supervisors, boards, commissions, civic groups, and the general public as assigned.

Monitors compliance with and assists in enforcing cable television, solid waste, and other utility franchise agreements. 

Assists in the management and creation of annual budget for the administration and council divisions and other budgets as directed by the Assistant City Manager.

Assists with the preparation  and processing of license renewals, including Business registration, Liquor license, Food Service license, Special Event license, Restaurant license, Raffle license, Tobacco license, Landscaper licenses, Scavenger license and Vendor licensees which may include providing phone and counter coverage for department as needed.

Assists with special event planning and day of event activities as assigned.

Performs other related job duties or responsibilities as requested or required, whether or not specifically mentioned in this job description.


Education and Experience

The City of Mesa’s Management Analyst Team is designed for promising professionals that are interested in a career in public service. This is a permanent position that provides career development in local government while allowing individuals to develop and strengthen professional skills. This multi-year program is an opportunity to gain valuable experience in local government management and finance.

Management Analysts start in the Office of Management and Budget (OMB) helping to develop and manage the components of the City’s budget. Management Analysts may also have the opportunity to work on core teams or lead special projects for various departments across the City of Mesa. 

After one to two years in OMB, Management Analysts spend the next two years rotating through various City departments and providing management assistance. Successful completion of the program may result in placement of the Management Analyst into another position within the City.

6. Responsible for assisting with the budget preparation. This includes, but is not limited to, note taking, compiling salary and benefits in the ERP system, forecasting revenue and expenses, tracking new project and position changes, and creating budget materials such as appendixes and schedules.
7. Responsible for maintaining and updating fund forecast models at the direction of management including spotting any shortfalls in debt obligation payments and ensuring funds have adequate funding to conduct operations. 
8. Conducts timely reviews of the Financial Policies and Protocols and makes recommendations for change. Works in concert with designated staff to bring applicable changes to advisory bodies, standing committees, and ultimately to the Village Board for adoption. 
9. Researches, analyzes, and compiles information for legislative initiatives as they arise.
10. Performs other duties as assigned.
 
QUALIFICATIONS:
1. Bachelor’s degree in Finance, Accounting, Public or Business Administration, or closely related field.
2. Master’s degree in public or business administration or closely related field within 6 months of hire. 
3. A minimum of two years of experience as a Financial Analyst or similar position.

4.    Designs systems and procedures within the position’s discretion and expertise to increase effectiveness, efficiency, and economy of work processes, policy determination, and management decision-making.  
5.    Responsible for timely completion of monthly reports. Tracks and reports on Key Performance Indicators.
6.    Responsible for assisting the budget preparation. This includes but not limited to note taking, compiling salary and benefits, forecasting revenue and expenses, tracking new project and position changes and creating budget materials such as appendixes and schedules.
7.    Responsible for maintaining and updating fund forecast models at the direction of management including spotting any shortfalls in debt obligation payments and ensuring funds have adequate funding to carry out operations. 
8.    Conducts long and short-range research studies to assist management decision-making and develops recommendations regarding new and/or modified programs. 
9.    Conducts timely reviews of the Financial Policies and Protocols and makes recommendations for change.  Works in concert with designated staff to bring applicable changes to advisory bodies, standing committees, and ultimately to the Village Board for adoption. 
10.    Manages and coordinates the village’s online competitive purchasing platform. 
11.    Researches, analyzes, and compiles information for legislative initiatives as they arise.
12.    Performs other duties as assigned.

QUALIFICATIONS:
1.    Master’s degree in Public Administration, Finance, Accounting, Business Administration, or closely related field.
2.    A minimum of two years of experience in a similar position in local government administration, which shall have been at the level of administrative or management intern or higher. 
3.    Proficient with current computer technology, job specific software, and customer service systems.

Duties include, but may not be limited to:

·         Reviews financial and costing reports for accuracy;

·         Formulates and maintains the Research budget and funding adjustments based on need;

·         Functions as a Fund Control Point analyst and maintains the Research budget;

·         Monitors Research monthly obligation rates by program;

·         Prepares VA Form 1358 of initial obligations and increases/decreases adjustments as needed;

·         Analyzes, reconciles, updates and validates open 1358 obligation authorizations;

·         Reconciles all assigned control points, sets up control to monitor each control point, assuring all invoices are accurate for payment, and processing and tracking purchased documents;

·         Reviews and verifies the validity of requisitions for supplies, services, printing, and equipment;

·         Reviews and approves travel and training orders and requests for personnel actions;

·         Responds to vendor inquiries regarding the status of payments, assesses computer data bases for payment history and works with fiscal staff to resolve payment issues;

·         Functions as a Contracting Officer Representative (COR) for the Service assisting in the day-to-day management and monitoring of Research service contracts that exceed the Simplified Acquisition Threshold (SAT) and multiple year/multi-year service contracts;

·         Serves as a purchase card holder and approving official and complies with all the acquisition regulations, both Federal, VA and local to include 8A, small business, Javits Wagner O'Day Act, and mandatory sources;

·         Reconciles purchase card charges within the established time limits; and

·         Performs other related duties as assigned.

Physical Requirements: 
The work is primarily sedentary, although some slight physical effort may be required such as walking, bending, stooping, and some lifting in an office environment.
