Job Description

The California Association of Public Hospitals and Health Systems (CAPH) is seeking an exceptional individual for the position of Finance Policy Analyst. CAPH is a non-profit trade association located in Oakland that represents 19 public hospital systems across California. CAPH provides legislative advocacy and leadership, strategy development, and policy analysis related to the health care safety net and increasing access to health care for all Californians, with a special emphasis on coverage expansion, delivery system reform, and hospital financing.

An advanced degree in public policy, finance, health care administration, or closely related field is preferred; individuals with a bachelor's degree and relevant experience will be considered and are encouraged to apply.

The individual we are seeking possesses the following skills and qualities:

* Strong quantitative analysis abilities, including financial and statistical modeling.
* Expertise in the use of Excel; experience with statistical software packages is a plus but not required.
* Health policy and/or finance experience preferred.
* Ability to conceptualize, structure, and conduct quantitative and policy analysis.
* Ability to manage multiple priorities in a fast-paced environment.
* Excellent interpersonal skills and ability to interact effectively in a small, hardworking office environment.
* Knowledge of hospital finance and Medi-Cal or other federal/state/local funding of care for the low-income populations is preferred but not required

This position supports the work of CAPH in sustaining the state's public hospital safety net that serves 2.5 million Californians. The position will encompass the following responsibilities, which may expand and evolve depending on the individual's experience and expertise.

* Under the direction of the Vice President, Finance Policy, assist in monitoring and evaluating multi-billion dollar safety net hospital payments and programs.
* Assist in CAPH's policy and finance work on the implementation of health care reform in California, particularly in the areas of health care financing for low-income individuals and the impact of health care reform on public hospitals.
* Develop expertise in relevant data sets, including hospital finance data and cost reports.
* Develop expertise in the financing of care to low-income populations in California.
* Assist in developing and conducting financial data analysis to inform CAPH's policy agenda.
* Assist in identifying the impact of health care funding proposals to CAPH member hospitals and health systems.
* Track and analyze the impact of legislation and regulations relevant to CAPH concerns.
* Assist in developing proposals to preserve and enhance health care safety net funding.
* Respond to CAPH member hospital needs related to finance and safety net funding issues.

The position will report to the Vice President, Finance Policy. The position may require some travel to CAPH member counties and to Sacramento.
