The primary purpose of this position is to serve as the Community Planner, responsible for the orderly development of the base.

* Directs, formulates, plans, and implements techniques, and develops broad strategies and procedures to conduct the comprehensive planning process conventional in nature, but of considerable scope.
* Reviews and coordinates document preparation, implementation and maintenance of the Base General Plan.
* Manages the base Airfield Waiver Program and the Air Installation compatible Use Zone Program.
* Ensures coordination as required with U.S. government agencies and the local Japanese government officials on comprehensive community planning issues as they pertain at the Base General Plan.
* Directs focused area development plans and manages the development, preparation, implementation and maintenance of various other base plans.
* Administers the existing GEOBASE/GIS contract by monitoring GIS contractor personnel ensuring GIS system compatibility with installations throughout Okinawa.

QUALIFICATIONS REQUIRED:

Basic Requirements: To be eligible, you must meet one of the following:



A. A degree in community planning. OR

B. A degree in a related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. OR

C. A Degree in a related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that did NOT include at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance AND at least 1 year of work experience in community planning under the supervision and guidance of a community planner. OR

D. A combination of experience and educational courses with 24 semester hours in equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of community planning, urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration. AND At least 12 semester hours in the planning process, and socioeconomic and physical elements of planning.


In addition to the Basic Requirements listed above, you must also meet the following:

At least 1 year of specialized experience equivalent to at least the GS-11 grade level or equivalent in other pay systems which demonstrates the particular knowledge, skills, and abilities to perform the duties of the position. Examples of Specialized experience include work in planning services for activities to include facilities, environmental, transportation, utilities and site; Analyze land usage and evaluate geometric features such as roads, parking, facilities, utilities, site elevations, storm drainage and landscaping; Plan & conduct surveys & inspections; Review construction plans for conformance with comprehensive plans and requirements.


KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:


1. Significant background of practical experience and understanding of community planning theory to identify and define the nature an scope of obscure problems.

2. Professional knowledge of comprehensive planning philosophy, concepts and techniques.

3. Knowledge of channels to use to obtain or disseminate information.

4. Knowledge and skill to gather, assemble and analyze facts, draw conclusions and devise solutions to problems that are complex in nature. Knowledge to identify changes and trends.

5. Knowledge of automated systems and programs such as CADD and GIS, information management, project tracking, and other software programs.

6. Skill to arrange and conduct conferences and apply techniques.

7. Skill and Ability to develop and evaluate planning projects for technical validity, prepare analytical reports, organize tasks and coordinate with using organizations, engineers, architects, etc.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.

CONDITIONS OF EMPLOYMENT/OTHER SIGNIFICANT FACTS:

* Work may occasionally require travel away from the normal duty station on military and commercial aircraft.
