The Office of Community Planning and Development (CPD) is responsible for the administration and management of community development grant programs for the purpose of ensuring grantees develop viable communities by promoting integrated approaches that provide decent housing, a suitable living environment and expand economic opportunities for low and moderate income persons. The incumbent serves as the CPD Representative, reporting to the Program Manager or Director and is responsible for providing financial analysis and evaluation for the purpose of ensuring program compliance, as well as technical advice and assistance within the field office jurisdiction to carry out CPD programs.


Qualifications and Evaluations
QUALIFICATIONS REQUIRED:

Applicant must have one year of specialized experience equivalent to the next lower grade in the Federal service, which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Experience is typically in or related to the work of the position as described in the Major Duties above.

Examples of specialized experience may include, but are not limited to: serving as a liaison to State and local governments in providing advice and guidance on grant applications and approaches; or monitoring community development activities on-site for compliance with program requirements and ensuring that program activities achieve maximum utilization of funds; or responsible for handling community development activities for a local agency including grants, loans and other projects and ensuring that applications funded are eligible and meet program requirements; independently conducting reviews and negotiating with the local agency officials to correct aspects of the operation that are not consistent with Federal requirements.

Selective Placement Factor(s):

In addition to meeting the minimum qualifications requirements listed above, all applicants MUST meet the following selective placement factor to be considered for the position.

Selective Placement Factor: You MUST be fluent in both the Spanish and English languages.

Education Substitution: Education at an accredited college or university may be substituted for experience at the levels provided below if it demonstrates the knowledge, skills and abilities necessary to perform the duties of this position.

GS-09 = Two full years of progressively higher level graduate education or master’s or equivalent graduate degree (such as LL.B. or J.D.).

GS-11 = Three full years of progressively higher level education or Ph.D. or equivalent.

Acceptable fields of study include: Urban Planning/Urban Studies, Economics, Business Administration, Finance or other educational fields related to the duties and experience described above.

Applicants substituting education for all or part of the experience requirements must submit a listing of college courses or college transcript. An official transcript will be required prior to appointment.

Equivalent combinations of education and experience may be qualifying for all grade levels for which both education and experience are acceptable.
