Planner I/II series
(I)$20.77 - $25.23 /hr.
(II)$23.64 - $28.75 /hr.
Under general supervision, to conduct planning studies; to develop reports; to interpret and enforce zoning regulations; to make land use recommendations; to do related work as required.
DISTINGUISHING CHARACTERISTICS
Planner I: This is the entry level position in the classification series. The Planner I position is expected to work under close supervision and will be trained to handle a variety of related duties.
Planner II: This is journey or fully qualified position in the series. The Planner II position is expected to work under general supervision and is assigned more advanced work than the Planner I.
EXAMPLE OF DUTIES
- Gathers a variety of information and data for the preparation of planning reports, planning studies and general informational items.
- Develops statistics and performs research related to planning projects.
- Develops maps, charts and graphs used in planning studies and reports.
- Reviews survey data and maps in relationship to planning issues.
- Assists in compiling, arranging, analyzing and interpreting data.
- Assists in making comparative studies of land use, population structure and economic activity utilizing a variety of informational sources.
- Assists in the preparation of planning displays and exhibits.
- Answers inquiries and assists the public in matters related to planning and general land use.
- Serves as a resource for matters related to zoning, land division use permits, variances, survey documents and other land use matters.
- Assists in development of departmental recommendations on matters to be heard by the Planning Commission.
- Assists in preparation of zoning ordinances, maps and related documents.
- May do presentations as necessary.
MINIMUM QUALIFICATIONS
Knowledge of:
Theory, principles and practices of planning; current trends in Federal, State and local planning; Federal and State laws/regulations pertaining to planning activities in the local government; nomenclature, symbols and equipment used in planning, drafting and mapping work; socioeconomic aspects of planning, county regulations and zoning ordinances pertaining to planning; modern management and staff supervision techniques; working knowledge of both current and advanced planning; common tools used in the profession, including computerized graphics.
Skill and Ability to:
Organize and conduct research studies; compile and analyze technical and statistical information/data for the preparation of professional planning reports; interpret, explain and apply laws and regulations; work cooperatively with those contacted in the course of work; prepare and interpret maps, technical drawings, legal descriptions and survey documents; make effective public presentations; independently complete work; organize and assign work to others; supervise, train and evaluate staff as assigned; make effective recommendations regarding operational changes in departmental or county planning policies.
Education and Experience:
Planner I: Equivalent to two years of college course work with a major in planning, land use or a related field or two years’ experience in public or private agency land use work.
Planner II: Equivalent to a two years of college course work in planning, land use or related field and two years of public or private agency land use work OR valid license as a surveyor with two years of public or private agency land use experience. A four year college degree in a related field (baccalaureate) can be substituted for up to one year of the required experience: a master’s degree can be substituted for one additional year of the required experience.
License/Certificates:
Possession of a valid California Driver’s License.

Application materials will be reviewed to evaluate the specific qualifications of each applicant and determine which applicants will continue in the screening process. Incomplete applications and paperwork will be screened out of the process. Those candidates identified as having qualifications best suited for the position will be invited to a selection interview. The top candidate will be subjected to a County background process that will include criminal and driving record checks, reference check, credit check if applicable, drug test if applicable, and live scan (fingerprinting).
