MINIMUM QUALIFICATION REQUIREMENTS:

EDUCATION:

A. Degree: cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics,

OR B. an equivalent combination of education and experience which includes courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, plus appropriate experience or additional eduNOTE: To show proof of meeting the Basic Entry Requirements, all applicants MUST submit a copy of their college transcripts. GRADE LEVEL REQUIREMENTS: In addition to meeting the Basic Entry Requirements, applicants must have the experience or education listed below or a combination of both.

GS-7 EDUCATION: One full year of graduate education or superior academic achievement (GPA of 2.95 or higher) in a field of study that provided you with the particular knowledge, skills, and abilities necessary to successfully perform the work of a cartographer. EXPERIENCE: You must have one year of specialized experience equivalent to the grade 05 level in the Federal service. Specialized experience is basic experience with geography and cartography principles withemphasis on map design and production concepts. General experience with routine methods and techniques of automated cartography and geospatial databases. General experience with: a. Geographic Information Systems and/or computer mapping commercial software applications, for use in producing cartographic applications; b. Computer operating systems, such as Oracle, Oracle Spatial, ArcObjects, Linux and Windows OS; c. Programming languages, such as C, C++, Visual Basic, PERL, Java, Python, C#, HTML, JavaScript and PL/SQL. General experience with digital map dissemination techniques, and associated technology dealing with various graphic file formats and output devices.


GS-9 EDUCATION: Master's or equivalent graduate degree or two full years of progressively higher-level graduate education leading to such a degree that provided you with the knowledge, skills, and abilities necessary to perform the work of a cartographer. EXPERIENCE: You must have one year of specialized experience equivalent to the grade 07 level in the Federal service. Specialized experience is basic experience with geography and cartography principles with emphasis on map design and production concepts. General experience with the methods and techniques of automated cartography and geospatial databases. General experience with creating and/or using geospatial databases, including external databases, for production of cartographic applications to support data dissemination. Demonstrated experience with: a. Geographic Information Systems and/or computer mapping commercial software applications, for use in producing cartographic applications; b. Computer operating systems, such as Oracle, Oracle Spatial, ArcObjects, Linux and Windows OS; c. Under general supervision, to conduct planning studies; to develop reports; to interpret and enforce zoning regulations; to make land use recommendations; to do related work as required.
DISTINGUISHING CHARACTERISTICS
Planner I:  This is the entry level position in the classification series. The Planner I position is expected to work under close supervision and will be trained to handle a variety of related duties.
Planner II:  This is journey or fully qualified position in the series. The Planner II position is expected to work under general supervision and is assigned more advanced work than the Planner I.
EXAMPLE OF DUTIES
  • Gathers a variety of information and data for the preparation of planning reports, planning studies and general informational items.
  • Develops statistics and performs research related to planning projects.
  • Develops maps, charts and graphs used in planning studies and reports.
  • Reviews survey data and maps in relationship to planning issues.

MINIMUM QUALIFICATIONS
Knowledge of:
Theory, principles and practices of planning; current trends in Federal, State and local planning; Federal and State laws/regulations pertaining to planning activities in the local government; nomenclature, symbols and equipment used in planning, drafting and mapping work; socioeconomic aspects of planning, county regulations and zoning ordinances pertaining to planning; modern management and staff supervision techniques; working knowledge of both current and advanced planning; common tools used in the profession, including computerized graphics.
Skill and Ability to:
Organize and conduct research studies; compile and analyze technical and statistical information/data for the preparation of professional planning reports; interpret, explain and apply laws and regulations; work cooperatively with those contacted in the course of work; prepare and interpret maps, technical drawings, legal descriptions and survey documents; make effective public presentations; independently complete work; organize and assign work to others; supervise, train and evaluate staff as assigned; make effective recommendations regarding operational changes in departmental or county planning policies.
Education and Experience:
Planner I:  Equivalent to two years of college course work with a major in planning, land use or a related field or two years’ experience in public or private agency land use work.
Planner II:  Equivalent to a two years of college course work in planning, land use or related field and two years of public or private agency land use work OR valid license as a surveyor with two years of public or private agency land use experience. A four year college degree in a related field (baccalaureate) can be substituted for up to one year of the required experience: a master’s degree can be substituted for one additional year of the required experience.

Major Job Responsibilities and Duties:
The Assistant Project Manager, under the direction and supervision of RCD's Director of Housing Development, will have primary responsibility for administrative support for a full range of development activities relating to affordable multifamily housing development projects, including but not limited to the following:

Qualifications:
Assistant Project Managers should have experience or strong interest in the development and/or financing of multifamily housing, preferably (a) affordable housing for lower income households, and (b) working in the public or non-profit sectors. Assistant Project Managers should have experience and/or demonstrated abilities in the following areas:
  • Strong and effective verbal and written communication skills.
  • Strong interpersonal skills.
  • Careful attention to detail and well-organized.
  • Ability to adjust to changing situations and work under pressure.
  • Good conflict-resolution and problem-solving skills.

Job Summary
Under the supervision of the Manager of Geographic Information Systems, performs a wide variety of moderately complex to difficult tasks in connection with Geographical Information Services (GIS) implementation and maintenance. Assists in the design, development and maintenance of the County’s GIS database and its various applications including associated services and maps. Coordinates quality assurance procedures for major initiatives.
