JOB SUMMARY:

The Department of Housing and Urban Development (HUD) is the nation’s housing agency committed to strengthening the Nation’s housing market to bolster the economy and protect consumers; meet the need for quality affordable rental homes; utilize housing as a platform for improving quality of life; and build inclusive and sustainable communities free from discrimination.

The Office of Strategic Planning and Management (OSPM) is responsible for driving organizational, programmatic and operational change across the department in order to maximize agency performance. The office facilitates the Department-wide strategic planning process with the Secretary and his or her senior leadership team and external stakeholders, including identifying and helping strategic priorities and transformational change initiatives and the monitoring of key performance measures against established targets. There are four divisions within the office: Transformation Division, Performance Management Division, Grants Management and Oversight division, and the Front Office Division.

The Director, OSPM is a key member of the HUD senior executive team, and reports directly to the Deputy Secretary. The incumbent provides advice and support about Departmental performance and strategic issues to the senior team, including the Secretary, and the position is a critical integrator of ideas, projects and personnel across the Department. The Director, OSPM is responsible for implementing all elements of the Government Performance and Results Act (GPRA), the GPRA Modernization Act and all other strategic planning, management and performance mandates governing Executive Branch agencies, as well as overseeing HUD priority projects, employee engagement initiatives, the agency’s competitive grants process, and efforts to create and grow process improvement capacity inside the agency.

The Director, Office of Strategic Planning and Management (OSPM) leads the OSPM team of approximately 30 staff working on a variety of projects requiring senior leadership engagement:
  • Serves as the Performance Improvement Officer for HUD to the Office of Management and Budget. Coordinates actions required of the Department as a result of executive policy decisions and mandates. Develops plans and coordinates major programs to create and implement agency priority goals, priority transformation projects and award of competitive grants.
  • Recommends options to the Secretary and Deputy Secretary about agency transformation, performance management, competitive awards, and strategic priorities.
  • Serves as a change agent for the agency with responsibility for driving performance improvement throughout the organization through known approaches such as continuous process improvement or Lean Six Sigma techniques.
  • Participates in top-level discussions on policy, program and operational developments. Oversees the complex analyses of performance data related to Secretarial policy, program and operational objectives to identify best practices and opportunities for improvement.
  • Coordinates with all Departmental offices.
  • Provides authoritative interpretations of the policies and objectives of the Department as they relate to performance management, transformation, continuous improvement, and grants management and the decisions of the Secretary and Deputy Secretary, aiding officials, organizations and other Federal agencies on matters of special significance.
  • Identifies and proposes options to resolve major problems requiring attention of the Secretary or Deputy Secretary. Directs special studies and work groups on major Departmental policy, programmatic and operational issues, and makes recommendations regarding courses of action for resolving problems.
  • Prepares written reports, briefings or presentations for the attention of the Secretary, Deputy Secretary, or Senior team.

Mandatory Technical Qualifications:

1. Ability to drive organizational, programmatic and operational change and lead process improvement across an agency in order to maximize agency performance.

2. Experience providing consultative services, demonstrated project management skills, and ability to motivate others and lead through formal and informal authority to deliver results related to the agency mission.

3. Experience that demonstrates strong management skills and the ability to lead people toward meeting the organization’s vision, mission, and goals, including the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

4. Ability to facilitate strategic planning processes for the agency and for individual initiatives and monitor key performance measures against established targets, including how they relate to the Government Performance and Results Modernization Act (GPRA) and other performance mandates.
