Planning Specialist Trainee, Tennessee Department of Transportation

Summary: Under general supervision, is responsible for learning to monitor, coordinate, and conduct transportation planning activities of average difficulty, and performs related work as required.

 
Distinguishing Features: This is the trainee level classification in the TDOT Planning Specialist series. An employee in this classification will learn to perform transportation planning duties. An incumbent may be assigned to work in any area of transportation planning and will learn to participate in the varied development, monitoring, and coordination of transportation planning projects. This class differs from the TDOT Planning Specialist* in that an incumbent of the latter performs at a working level.
 
*An applicant appointed to this flexibly staffed class will be reclassified to TDOT Planning Specialist* after successful completion of a mandatory one year training period; inadequate or marginal performance during the training period will result in automatic demotion or termination.

Work Activities

Making Decisions and Solving Problems:
  1. Learns to evaluate multimodal transportation improvement options to alleviate apparent and potential deficiencies and make a recommendation to resolve the potential issue.
  2. Collaborates with engineers, planners, and policy makers to research, analyze, or resolve transportation issues. 
Processing Information:
  1. Learns to prepare various multimodal planning documents such as planning work programs, long range plans, corridor studies, transportation planning models, and other planning documents.
  2. Learns to conduct studies through compilation, analyses, projections and other data to develop local, regional, and state planning projects and programs.
  3. Learns to translate or convert project descriptions into data characteristics that can be utilized in planning tools.
Analyzing Data or Information:
  1. Learns to analyze current conditions, such as socio-economic trends, land use, traffic data, and economic development plans, in rural or metropolitan areas to determine impacts to the transportation system.
  2. Learns to analyze traffic volumes, crash rates, and other data to identify safety and multimodal transportation system deficiencies.
  3. Learns to determine impact of various legislative proposals upon planning processes and configures financial structure and availability of funds for various and local transportation systems. 
Estimating the Quantifiable Characteristics of Products, Events, or Information:
  1. Learns to estimate the scope of services and specifications, including cost, resources, time, and quantities during the contract development process and the purchase of technical tools/equipment.
  2. Learns to estimate revenue for plan and development of work program to meet fiscal constraints. 
Identifying Objects, Actions, and Events:
  1. Reads planning documents, contracts, standard drawings, guidelines, and schematics to identify impacts the design and plans will have on the transportation system. 
Training and Teaching Others:
  1. Learns to create and/or conduct agency-specific and specialized training for agency employees and external business partners to comply with departmental, state, and federal laws, rules, regulations, guidelines, processes, and procedures, facilitating change and improving initiatives. 
Monitor Processes, Materials, or Surroundings:
  1. Learns to review and monitor the progress of planning studies, projects, and other activities identified and described in adopted planning work programs.
  2. Learns to review and monitor planning contracts to ensure that contractual obligations are clear, the work program is understood, schedules are met, and the budget is accurate.
  3. Learns to review and monitor studies conducted by local and urban planners by attending local planning committees, reviewing organizational agreements and other appropriate documentation of activities. 
Interpreting the Meaning of Information for Others:
  1. Learns to interpret a variety of rules, regulations, policies, procedures, and documentation for internal and external business partners to facilitate understanding, enhance communications, and ensure compliance.
  2. Learns to assist external and internal partners in preparing various multimodal planning documents by reviewing documentation and providing guidance on the planning process and data-driven needs, including Federal, State, and local regulations.
  3. Learns to advise of and translate federal and state trends, regulations, and/or best practices to inform external partners and general public in the decision making process.

  2. Creates and disseminates basic information packages, including but not limited to resource guides, policy manuals, and educational programs, for use in public information campaigns regarding transportation and land use coordination.
  3. Coordinates with departmental representatives to draft correspondence in response to public comments and/or inquiries.

  1. Learns to serve as a liaison between the department and local agencies, regional planning commissions, metropolitan and rural planning organizations, and the general public and provides assistance in developing and meeting local, regional, and statewide transportation goals.

Planner - City of Knoxville, Tennessee

What: Knoxville-Knox County Planning is looking for a creative and dedicated planner to join our team. This is an entry-level position in the Planning Services Division. The division administers development regulations and processes applications for rezoning, use on review, subdivision, and sector plan amendments for the City of Knoxville and Knox County. The division also studies community growth patterns and prepares plans that guide agency policies. 

TYPICAL JOB DUTIES INCLUDE

Municipal Planner - Transportation (Memphis TN)

What: Municipal Planner for Transportation. Works under general supervision of the Memphis MPO Coordinator to assist in the development and implementation of transportation planning programs in the Memphis region. OVERVIEW
Town Planning & Urban Design Collaborative is seeking an amazing entry-level urban designer/planner to join our main office outside Nashville, Tennessee. If selected to fill this important position, your primary responsibilities will be assisting in the completion of project tasks and deliverables, by working on planning studies, producing planning related graphics and documents, gathering background information and data, and providing administrative support related to project tasks and TPUDC office management. THE JOB
As a member of the TPUDC team, you will contribute your own skills and knowledge to a variety of projects, including:
  • Site planning and urban design;
  • Comprehensive planning;
  • Municipal master plans and strategic plans;
  • Creation of Form-Based Codes;

YOUR RESPONSIBILITIES

The Memphis-Shelby County Office of Sustainability is seeking applicants for the position of Administrator.

The Administrator is responsible for directing the Memphis-Shelby County Office of Sustainability, coordinating various sustainability program areas and serves as an advocate on sustainable practices including, but not limited to energy efficiency, renewable energy, waste reduction and recycling, green infrastructure, sustainable food systems, and resilience. The Memphis-Shelby County Office of Sustainability is a joint city-county agency established in April 2011 charged with the implementation of the Sustainable Shelby Plan, published in 2009. Among many notable achievements, the office has been responsible for the development of the Mid-South Regional Greenprint and Sustainability Plan and successful award of $60.4 million from the HUD National Disaster Resilience Competition.

Qualifications
  • The ideal candidate possesses passion, motivation, and commitment to achievement and advancement of the city and county’s sustainability goals and objectives. Characteristics of successful candidates for the position include but are not limited to:
  • Master’s degree in Public Administration, Planning, Engineering, Environmental Studies, Landscape Architecture, or related field; Bachelor’s degree from accredited four-year college or university;

About the Position
The Design Director is responsible for managing and performing a broad array of design investigations and analysis. The position entails independent work in support of the Studio’s mission. Qualifications

The candidate will also exhibit leadership and administrative skills that will enable them to effectively manage a not-for-profit business.
Required Education and Experience
The minimum requirements for the position are a bachelor's Degree in architecture, landscape architecture, planning, or related field from an accredited college or university and eight (8) or more years of relevant urban design experience. Licensed architects are strongly encouraged to apply.

JOB DESCRIPTION:
The Office of Redevelopment within the Department of Policy & Redevelopment is a division of the City of Knoxville’s Mayor’s Office. The Office aggressively pursues creative methods to leverage city economic resources to further Knoxville’s quality growth.
Its duties are to facilitate activities of urban growth management, major capital investment projects and public input processes for city projects and services, especially in the downtown area and adjacent neighborhoods. Employees serve “at will” and are not Civil Service.

POSITION SUMMARY
The successful applicant(s) will:
  • Serve as Project Manager for the City on assigned projects.
  • Work directly with the Office of Redevelopment staff to manage and to work as part of a multi-disciplinary team.

The successful candidate must possess strong interpersonal and communication skills (written, oral, graphic) and be comfortable in representing the mayor in group settings and before decision-making bodies. In addition, competencies must be demonstrated in one or more of the following general areas:

  • conducting compliance review for development proposals within form-based codes;
  • critiquing and refining zone change and subdivision request proposals. This includes meeting with applicants prior to submittal of proposals and/or re-designing proposals;
  • providing urban design guidance on the creation of sustainable communities in community plan updates, detailed design plans, and community plan amendments;
  • explaining urban design and sustainable planning principles and practices, working with stakeholders individually and leading public meetings; and
  • effectively communicating urban design concepts and solutions verbally and graphically.
MINIMUM REQUIRED EDUCATION AND EXPERIENCE
Planner I - Bachelor's Degree in architecture or landscape architecture from an accredited college or university and two (2) or more years of planning experience demonstrating use of urban design skillsora Master’s Degree in architecture or landscape architecture from an accredited college or university.
