The South Coast British Columbia Transportation Authority (TransLink) is one of Canada’s most innovative transportation authorities and our responsibilities continue to grow. RESPONSIBILITIESThis position is within the Strategic Planning department, leading the planning phase of Major Investment projects.  Manages a program area covering multiple services and related projects related to transportation policy, forecasting, infrastructure / service development or engineering in an integrated, multi-modal environment.

KEY ACCOUNTABILITIES
Develops program strategies, plans and tactics, ensuring alignment to department goals, and providing direction for projects.  Also develops and manages the program budget.

Manages service delivery for program or department and oversees complex projects with enterprise-wide scope and highest risk and political sensitivity.   Ensures appropriate structure, evaluation, engagement and decision-making for diverse projects and initiatives.    

Develops program-specific standards, policies, and procedures, ensuring alignment to the broader department framework.  Implements targets and measures for the designated program, reporting out on progress and making adjustments as necessary.

Contributes as a member of the department management team, identifying and taking action on program-related risks and opportunities, alerting manager to critical issues.

Collaborates with leaders across the enterprise, with a view to continuously developing the program and successfully integrating with other areas of the enterprise, troubleshooting and resolving problems as required

Develops and manages relationships with stakeholders, industry peers, and government officials, acting as a senior advisor or chairing committees, managing issues in public forums, sharing information, and assessing trends.

Provides the full scope of management to program staff, including selection, development, performance management and other people practices.  Manages relationships with contractors and consultants, providing work direction and overseeing contract compliance.
QUALIFICATIONS 
Education & Experience: 
The competencies for the position would typically be acquired through a Master’s degree in planning, engineering or a related discipline, and at least 5 years’ experience including management accountability in an agency specializing in planning or transportation.

Other Requirements: 
  • Advanced knowledge of the principles, theories, concepts and practices of transportation planning including public policy, urban planning, transport economics
  • Sound knowledge of plans, products, roles and responsibilities of government agencies, NGOs and associations
  • Advanced analytical and problem solving skills
  • Advanced communication skills to write and deliver persuasive reports and presentations
  • Solid interpersonal and relationship management skills, including negotiation skills as they pertain to contracts, multi-party agreements, and conflict resolution.
  • Solid decision-making skills.
  • Solid leadership and people management skills.
RECRUITMENT PROCESSAn applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process.  A standard interview format will be used including general, scenario and behavioural descriptive interview questions.
