BASIC FUNCTION:
The incumbent performs a full range of technical and administrative duties of a complex nature.  Work is performed under the general direction of the Director of Community Planning and is evaluated for management and supervisory performance, productivity and overall effectiveness.        
TYPICAL DUTIES:
  1. Makes recommendations and participates in the formulation and implementation of Department/Division administrative, personnel and operations, policies, programs, and procedures.
  2. Prepares and delivers public presentations and written reports on routine and special department activities as requested by the Director.
  3. Provides staff assistance to the Assembly, Planning Commission, Joint Land Use Study Policy and Technical Committees (JLUS), Platting Board, and other miscellaneous boards, committees, and advisory groups.
  4. Prepares long range and current planning goals and objectives for the department and Borough Comprehensive Plan including, but not limited to, ordinance revisions, trails and transportation programs, historic preservation and grant requests.
  5. Coordinates planning activities of the department relating to citizen involvement programs and land use in accordance with applicable State laws and local ordinances.
  6. Provides technical guidance to departmental personnel in preparation of Planning Commission agenda items relating to zoning, comprehensive planning, variances, and conditional use permits to ensure accuracy.
  7. Prepares draft legislation as it pertains to planning.  Review and modify proposed legislation to clarify ordinance intent.
  8. Assumes managerial function of the Department in the absence of the Director.
  9. Performs other specialized and complex duties as assigned including special projects.
  10. Represent the Borough at meetings and hearings as appropriate.  Ability to meet at various locations on short notice.
  11. Develop and administer annual operating budgets.
  12. Responsible for overall direction of the department employees, including but not limited to hiring, training, discipline, and employee evaluation.
  13. Make recommendations and participate in the formulation and implementation of FNSB administrative, personnel, and operational programs and procedures.
MINIMUM QUALIFICATIONS:
  • Undergraduate degree in Public Administration, Urban Planning, Regional Planning or applicable discipline.  Five years progressively responsible community planning experience.  Two of the five years shall be in either a supervisory position or at a senior planner level.  An advanced degree in one of the above fields is desirable and may be substituted for two years of non-supervisory experience.
  • Knowledge of current research methods and social, physical, economic and legal issues affecting urban and rural land use, development and regulations.
  • Demonstrated supervisory experience, organizational and management skills.  Responsible supervisory background; management experience in a collective bargaining context preferred.
  • Demonstrated ability to clearly and concisely prepare formal oral and written reports and technical studies.
  • Ability to express sound professional judgment.  Demonstrated ability to establish and maintain effective working relationships with management, coworkers, federal and state officials, public and private groups.  Ability to deal effectively and courteously with complaints.
  • Knowledge of and experience with GIS preferred.
  • Must have and be able to maintain a valid driver’s license.  Must meet insurance standards and maintain insurability under the Borough's insurance program.  If personal automobile is used for Borough business, proof of automobile insurance at statutory limits must be provided. (A CURRENT COPY OF DRIVING RECORD WILL BE REQUIRED AT TIME OF INTERVIEW)
  • This position requires a criminal background check.
  • AICP preferred.
Certified Floodplain Manager or ability to acquire CFM within two years of hire.
