SUMMARY:
King County is seeking results-focused and organizationally savvy candidates for the position of Comprehensive Planning Manager.
The Comprehensive Planning Manager, reporting to the Director of Regional Planning, manages and participates in advanced, highly-complex professional planning activities and serves as the project manager and lead for the development of the King County Comprehensive Plan.  The Comprehensive Planning Manager role requires the exercise of significant degree of independence and judgment, while receiving general supervision from the Director of Regional Planning in the Office of Performance, Strategy and Budget.
The successful candidate will have broad experience and a deep understanding of long-range land use planning and policy development in the public sector. To effectively navigate in a complex and decentralized organization, the successful candidate will possess very strong relationship building and management skills, as well as a nuanced understanding of organizational decision-making and operation.  Additionally, the successful candidate will have demonstrable experience balancing long-term land use policy needs for both Urban and Rural areas.

JOB DUTIES:
  • Provide, through leadership of an interdepartmental team, overall project management of King County Comprehensive Plan development, including management of annual updates and major amendment processes every four years.
  • Monitor and ensure compliance of county comprehensive plan with local, state and federal laws.
  • At the direction of the Director, provide advice to the Executive Office on planning-related matters.
  • Collaborate with staff in the Regional Planning section working on countywide and regional planning, growth forecasting and demographics, and annexations.
  • Work closely with the Department of Permitting and Environmental Review during the development of subarea plans and to ensure consistency between land use policies and the zoning code.
  • Advise various councils, boards, commissions and elected officials on planning-related issues, including presentation of Executive priorities and positions with regard to regional planning efforts.
  • Attend and lead public engagement and outreach activities, including evening and weekend meetings.
  • Manage complex planning studies and review consultant proposals.
  • Conduct research and prepare reports on land use planning issues.
  • Collaborate with other agency staff responsible for providing professional planning assistance to communities on varied land use projects.
  • Present reports and other findings to staff, elected officials, community organizations, stakeholder groups, and regional and statewide planning organizations.
EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, SKILLS:
  • Master's degree in planning or a closely related field and at least five years of experience in the planning profession, preferably for a county or other general purpose local government; OR any combination of education and experience that clearly demonstrates the ability to perform the duties of the position.  
  • AICP certification is preferred.
  • Thorough knowledge of long-range land use planning and local government policies and procedures.
  • Knowledge of pertinent federal, state and local laws, codes and regulations.
  • Professional familiarity with rural land uses and issues, including those that pertain to agriculture, mining, and forest practices.
  • Knowledge of public engagement & outreach techniques and processes, including use of social media.
  • Knowledge of and comfort with the use of computer hardware and software programs, including Microsoft Office and Internet applications.
  • Innovative, detail-oriented, and experienced managing and supporting highly visible/controversial projects.
  • Strong interpersonal skills to develop good working relationships at various levels and to effectively address conflict.
  • Very strong written & verbal communication and presentation skills.
  • Demonstrated ability to work collaboratively and effectively with broad range of stakeholders, including colleagues, elected officials, community advocates, citizens, and others.
