The City of DeKalb, Illinois (population of 44,030), a progressive community located approximately 60 miles west of Chicago and proud home to Northern Illinois University, seeks qualified candidates for the position of Assistant Finance Director. The Assistant Finance Director assists the Finance Director in the planning, organizing, coordination, direction and oversight of the City’s financial activities. The individual in this position oversees (and may participate in) various City fiscal operations including the ongoing maintenance of the accounting and computer systems, performs regular edit and updating of accounting records [e.g., month end closings, implementation of new systems and procedures, year end payroll processing actions, etc.]; supervises and participates in financial and related record keeping functions, including accounts payable, accounts receivable, payroll, utility billing, bond funding and special assignments. Plans, schedules and prepares work papers for the annual audit and assists in the preparation of the annual budget. Responsible for the supervision of six (6) full time and three (3) part time employees. Candidates should possess good knowledge of modern principles of public financial management, administration, budget preparation, accounting and personnel administration; working knowledge of municipal data processing, payroll administration, and purchasing; considerable knowledge of the rules and regulations governing municipal financial management in Illinois; and good knowledge of the principles and practices of supervision and management. Candidates must possess a bachelor's degree from an accredited college or university in public or business administration, accounting, financial management, or a closely related field; and three to five years experience in managing fiscal operations at a lower level (preferably in a local government setting); or an equivalent combination of training and/or experience. The salary range is $72,768 – $103,433.
