Deputy Program Manager - Design Oversight

The Deputy Program Manager for Design Oversight will assist the client in the procurement and oversight of design services; develop scopes of work, levels of effort and provide oversight of the A/E’s contract. Assist the client in coordinating the design review process to ensure both the external and internal designs follow the appropriate protocol as established by client’s quality plan; provide drawing and specification review; work with user departments to ensure the design scope addresses critical needs; manage the design schedule to ensure designs proceed on schedule; critical milestones are maintained and met; assist with the procurement process; work with Project Controls, Planning and Construction groups to ensure project scope, schedule and phasing are clearly understood, coordinated and incorporated into the contract documents. This position will oversee and manage a group of Design Oversight Managers and report to the Program Manager.

Typical projects include bus garages, rail yards and shops, right of way improvements (track and structure/signal/rail bed), station replacement, electrical substations, offices and maintenance facilities.

Minimum Requirements
·15 years’ experience managing facility design and/or construction with a preference for prior transit experience;
·Licensed Professional (Engineer or Architect)
·Demonstrated experience managing the design/construction of increasingly complex facilities or multiple facilities simultaneously;
·Familiarity with federal, state and local design guidelines, building codes and zoning restrictions.
·Familiarity with federal, state and local environmental and historic restrictions as they pertain to the development of transit capital projects.
·Demonstrated ability to manage a team of architects, engineers, urban planners and systems specialists.
·Written communication skills: Demonstrated ability to author reports, memos, letters, white papers, scopes for procurement, and other program management related documents.
Familiarity with Microstation, AutoCAD, Revit, SketchUp

Preferred Qualifications
Experience, at the program management level, working with major transit agencies to oversee the design execution of multiple capital improvement projects and coordination with the pertinent user groups.
Licensed Professional (Engineer or Architect)
