The City of Fresno is seeking a proven and dynamic leader for the position of Planning Manager in the Current Planning Division. In this capacity, the incumbent will be responsible for developing, organizing, and leading a professional planning team. The successful candidate will be a strong manager who is innovative, understands government planning and project oversight, and has the ability to successfully empower employees to succeed both as individuals and as part of a highly functioning work unit. The incumbent will actively participate in organizational efforts supporting development, the processing of plans and permits, as well as providing advisory and technical support regarding City codes, the General Plan, and other regulations related to land use and development.
Reporting to the Assistant Director, the incumbent will provide leadership in the development and assessment of operational goals, drafting policies, implementation of procedures, and will manage planning activities while working collaboratively with City departments, the community, other agencies, developers, and the Fresno Planning Commission to accomplish division goals. Additionally, this individual will manage the planning review process while ensuring compliance with state and federal mandates including the California Environmental Quality Act (CEQA).
The Planning Manager is a key manager of the management team in the Development and Resource Management Department and in this unclassified position the incumbent serves at the will of the Department Director.
The Department Director is seeking a strong individual who can effectively collaborate to accomplish the mission of providing full range planning services while maintaining the highest level of customer service. A resourceful person who possesses a Bachelor’s Degree in planning, architecture, public administration, social sciences, or related field, and three years of progressively responsibility supervision experience in the field of government planning is best suited for this position. Additional qualifying experience may be substituted for the required education on a year-for-year basis. Possession of a valid California Driver’s License is required.
In addition to the above, the following further describes the knowledge, skill, experience and attributes the ideal candidate for this position will possess:
- Experience managing governmental planning and permit processes, and operations;
- Experience managing development review application processes;
- Thorough knowledge of pertinent zoning and subdivision laws and codes, CEQA and NEPA;
- Initiative to drive and cultivate purposeful change with an emphasis on public service;
- Experience in preparing, evaluating, and analyzing various reports needed to monitor and measure the overall performance and effectiveness of the Division; and
- Experience setting program goals and objectives, developing and administering operational budgets.

Employees in this class contribute 4% of the City’s share of retirement in addition to the employee share based on age of entry in the retirement system.

- Long-Term Disability:City pays premium for 66.66% of monthly salary up to $7,500 per month after 30 days.
